A Special Meeting of the Dublin City Council was held on Tuesday, April 5, 2022 in the Regional Meeting Room at the Civic Center. The meeting was called to order at 6:01 PM., by Mayor Hernandez.

3.1 Study Session: Inspiration Drive Memory Care and Assisted Living (PLPA-
2020-00044 & PLPA-2020-00045)The City Council received a presentation on the Inspiration Drive Memory Care and Assisted Living projects proposed by Fulcrum Development. The two projects include the development of a 55-bed memory care facility and an 84-bed assisted living facility on the Valley Christian Center property.The Council asked Staff and the applicant clarifying questions.

A Regular Meeting of the Dublin City Council was held on Tuesday, April 5, 2022, in the City
Council Chamber. The meeting was called to order at 7:12 PM., by Mayor Hernandez.

Services Agreement Between the City of Dublin and Cascadia Consulting Group Inc. for
Senate Bill 1383 Implementation Assistance” and Resolution No. 25-22 titled,
“Approving Amendment #1 to the Contractor Services Agreement Between the City of
Dublin and HF&H Consultants, LLC for Solid Waste Franchise Agreement Amendment
and Senate Bill 1383 Implementation.”
4.3)Adopted Resolution No. 26-22 titled, “Approving the Application for Grant Funds from
the Recreational Trails Program for the Iron Horse Nature Park and Open Space Project,
CIP No. PK0422.”

On motion by Councilmember McCorriston, seconded by Councilmember Kumagai, and by
unanimous vote the City Council adopted Consent Calendar items 4.1-4.7.

4.8)Amendment to the Memorandum of Understanding regarding Dublin Place Shopping
Center
Councilmember McCorriston pulled item 4.8 from the Consent Calendar and asked Staff
clarifying questions.
On motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous
vote the City Council adopted Resolution No. 30-22 titled, “Approving a Second Amendment to
the Memorandum of Understanding regarding Dublin Place Shopping Center.”

6)PUBLIC HEARING
6.1)Weed and Combustible Refuse Abatement Order
The City Council conducted a public hearing in accordance with Resolution No. 06-22 (adopted
February 1, 2022) declaring that there is a public nuisance created by weeds and combustible
debris growing and accumulating upon the streets, sidewalks, and property in the City of Dublin.
Mayor Hernandez opened the public hearing.
Upon receiving no public comment, Mayor Hernandez closed the public hearing.
On motion by Councilmember Kumagai, seconded by Vice Mayor Josey, and by unanimous vote
the City Council directed Staff to continue the weed abatement process.

7)UNFINISHED BUSINESS
7.1)First Reading of Ordinance Amending Dublin Municipal Code Sections
2.08.020 and 2.08.040 and Providing for an Increase for in Salary for
Members of the City Council and the Mayor
The City Council discussed revising the Dublin Municipal Code to provide for a salary
adjustment for City Councilmembers and the Mayor following certification of the November
2022 General Municipal Election.
On motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous
vote the City Council waived the first reading and introduced the Ordinance amending Dublin
Municipal Code Sections 2.08.020 and 2.08.040 and providing for an increase in salary for
members of the City Council and the Mayor as amended to provide the Mayor with the equivalent
of half (50%) of the councilmember salary, in addition to the salary received as councilmember.

9)OTHER BUSINESS
The City Council and/or Staff provided brief information only reports, including committee
reports and reports by City Council related to meetings attended at City expense (AB1234).
By consensus, the City Council directed Staff to prepare certificates for the Rear Admiral Camp
Parks Sea Cadets to be presented at a May meeting, discuss at a meeting in May the raising of the
LGBTQ Pride flag in June and incorporate the LGBTQ Pride theme into a Farmers Market in
June, and research the feasibility of providing adult daycare/senior care in Dublin, potentially
using American Rescue Plan Act funds as startup money.

Mayor Hernandez adjourned the Regular meeting at 8:23 p.m.
