Additional Meeting Procedures Available During the COVID-19 Pandemic
This City Council meeting will be broadcast live on Comcast T.V. channel 28
beginning at 7:00 p.m. This meeting will also be livestreamed at www.tv30.org and
on the City’s website at: https://dublin.ca.gov/ccmeetings
Members of the public who wish to participate in the meeting electronically have the
option of giving public comment via Zoom, subject to the following procedures:
Fill out an online speaker slip available at www.dublin.ca.gov. The speaker slip will
be made available at 10:00 a.m. on Tuesday, April 19, 2022. Upon submission, you will
receive Zoom link information from the City Clerk. Speakers slips will be accepted
until the staff presentation on an agenda item ends, or until the public comment
period on non-agenda items is closed.
Once connected to the Zoom platform using the Zoom link information from the
City Clerk, the public speaker will be added to the Zoom webinar as an attendee and
muted. The speaker will be able to observe the meeting from the Zoom platform.
When the agenda item upon which the individual would like to comment is
addressed, the City Clerk will announce the speaker in the meeting when it is their
time to give public comment. The speaker will then be unmuted to give public
comment via Zoom.

3.1 Recognition of the Altamont Cruisers Car Club and the Bilich Family for their
Donations to Dublin Police Services
The City Council will recognize the Altamont Cruisers Car Club and the Bilich Family for
their recent donations of $1,400 and $1,000, respectively. The donations will be used for
operating supplies and training for the Crime Prevention Unit.
STAFF RECOMMENDATION:
Formally accept the donations and present certificates of recognition to each donor.

3.3 Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the
podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3)
MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the
City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or the
City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.

4.2 Agreement for On-Call Vehicle Maintenance and Repair Services
The City Council will consider approving two agreements for on-call maintenance and
repair services for Dublin Police Services vehicles.

4.4 Approval of City of Dublin’s Two-Year Strategic Plan for Fiscal Years 2022-23 and
2023-24
The City Council will consider approval of the City’s Two-Year Strategic Plan for Fiscal
Years 2022-23 and 2023-24. The Strategic Plan includes the City’s Mission, Vision, and
Values as well as strategies and objectives which will guide the City’s work for the next
two years. The City Council discussed proposed strategies and objectives at the February
5, 2022, Strategic Planning session.
STAFF RECOMMENDATION:

4.7 Resolution Endorsing the Alameda County Home Together 2026 Implementation
Plan to Address Homelessness
The City Council will consider adopting a Resolution Endorsing the Alameda County
Home Together 2026 Implementation Plan to Address Homelessness. This community-
wide plan for Alameda County lays out the goals, strategies, and investments needed to
dramatically reduce homelessness by 2026.

4.9 Agreement with EOA, Inc. for Stormwater NPDES Implementation Assistance
The City Council will consider approval of an agreement with EOA, Inc. for assistance
with implementing programs required by the Municipal Regional Stormwater National
Pollutant Discharge Elimination System Permit. The City of Dublin is one of 76 co-
permittees under this permit issued by the San Francisco Bay Regional Water Quality
Control Board.

4.10 Ordinance Amending Dublin Municipal Code Sections 2.08.020 and 2.08.040 and
Providing for an Increase for in Salary for Members of the City Council and the Mayor
The City Council will consider adopting an ordinance amending the Dublin Municipal
Code to provide for a salary adjustment for City Councilmembers following certification
of the November 2022 General Municipal Election, and for the Mayor upon the effective
date of the Ordinance. The City Council waived the first reading and introduced the
Ordinance at the meeting on April 5, 2022. The City Council is now being asked to waive
the second reading and adopt the ordinance.
STAFF RECOMMENDATION:
Waive the second reading and adopt the Ordinance Amending Dublin Municipal Code
Sections 2.08.020 and 2.08.040 Providing for an Increase in the Salary for Members of the
City Council and Mayor.

6. PUBLIC HEARING
6.1 Dublin Districts—Public Hearing 1: Program Overview and Community Feedback
Opportunity
The City Council will hold a public hearing to give the community an opportunity to
provide input regarding potential boundaries and district composition. At the February
15, 2022, meeting, the City Council adopted a Resolution Declaring its Intention to
Transition From an At-Large Election System to a District-Based Election System.
Pursuant to Elections Code section 10010, the City is required to hold at least two public
hearings over a period of no more than 30 days before any map or maps of the
boundaries for the proposed voting districts are drawn. Representatives from Tripepi
Smith and National Demographics Corporation will provide a brief presentation, prior to
the public hearing, to detail the map drawing process and community outreach strategy.
STAFF RECOMMENDATION:
Receive the presentation, open the public hearing, receive public comment, and close the
public hearing.

8.1 City of Dublin Fiscal Year 2022-23 Human Services Grant Program Funding
Recommendations
The City Council will review the Human Services Grant Program and approve a funding
allocation for Fiscal Year 2022-23.
STAFF RECOMMENDATION:
Review the Human Services Grant Program requests, consider funding allocations, and
adopt the Resolution Approving Funding Recommendations for Fiscal Year 2022-23
Human Services Grant Program; and provide Staff direction on reasonable costs per
person served.

8.2 2022 Parks and Recreation Master Plan
The City Council will consider an update to the Parks and Recreation Master Plan that
addresses current community conditions and demand for parks and facilities. The 2022
Parks and Recreation Master Plan establishes goals and standards to guide the City in
acquisition, development, and management of Dublin’s parks, facilities, and programs.
