Costs have yet to be determined. This project was not included, and
therefore not funded, in the FY 2001/02 annual budget.
DESCRIPTION: The Request for Proposal (RFP) will begin the process of awarding a
contract for the preparation of a municipal electric utility feasibility study for the City of Dublin and will
solicit proposals from qualified consultants to perform the necessary services.
BACKGROUND: At its meeting of August 21, 2001, the City Council discussed the
possible role of the City of Dublin in meeting the present and future energy needs for the community.
During the meeting, the City Council supported the goals of an energy policy that would: (1) Identify and
meet the City's present and future energy needs; and (2) Secure a consistent and affordable source of
power.
With those goals in mind, Staff was directed to prepare a Request for Proposal (RFP) to secure the
services of an independent energy consultant that would help the City identify issues involving electric
production. The selected consultant will also assist Staff in the preparation of an RFP to be sent to
independent power producers to determine the level of interest and the potential for such a venture.
The draft RFP will be circulated on October 3, 2001 and proposals will be due back to the City no later
than 3 p.m. on October 26, 2001. Following Staff evaluation of the proposals and interviews by Staff and
the City Council committee with the qualified consultant(s), Staff will negotiate a consultant agreement
with the successful consultant. Staff anticipates that the award of contract will be at the December 4,
2001 City Council meeting.

REQUEST FOR PROPOSALS
MUNIC~AL ELECTRIC UTILITY FEASIBILITY STUDY
FOR
CITY OF DUBLIN
Submittal Deadline 3:00 p.m. Friday, October 26, 2001
The City of Dublin ("City") requests Proposals from qualified and experienced firms
("Consultant") with proven experience in municipal electric utilities for the purpose of
preparing a municipal electric utility feasibility study for the City.
Background
The City of Dublin is a dynamic community located in northeast Alameda County,
California. The City currently occupies approximately 13 square miles and has a
population of over 32,000. The City is expected to increase its population to
approximately 55-60,000 residents over the next 10-20 years. The community's business
population is increasing, with well over five million square feet of commercial and
industrial development planned for the coming years.
Electric serVice is currently provided to residents and businesses in Dublin by Pacific Gas
and Electric (PG&E). The City of Dublin has a customer base of approximately 13,000
accounts and approximately 21 MW of estimated load. Given the City's development
projections, the energy needed to meet the demands of the community will increase
annually.
For the past several months, the state of California has suffered through an energy crisis
that has raised several questions as to PG&E's continued ability to provide sufficient
energy to meet the current and future needs of California in general, and the City of
Dublin in particular. The Dublin City Council has agreed that the City should investigate
methods that would: (1) Identify and meet the City's present and future energy needs; and
(2) Secure a consistent, reliable, and affordable source of power. To that end, the City
Council has directed Staff to hire a Consultant to help determine whether the provision of
municipal energy serVices by the City of Dublin is legally, politically and financially
practicable.
Scope of Work
Provide a background analysis of the federal and state regulatory framework of
the electric industry including an analysis of the recent industry trends and
legislation, and their potential impact on the provision of electric serVice by
current and potential serVice providers identified in this report.

Establish the City's present and future electric load and project that load over the
next twenty years, broken down by residential, commercial, and industrial
customer needs.
Evaluate the available power supply for the City and the surrounding areas.
Please include a chart for the power supply as well as a map of the facilities.
Review the City's power requirements, sources, pricing structures, and energy
usage, then recommend changes that could be made to ensure reliable future
energy supplies, and to establish electricity costs/rates at the lowest and most
stable levels practicable. In addition, the consultant will summarize actions
being considered and/or undertaken by other public agencies comparable to the
City of Dublin.
Identify and analyze the community's energy options, considering both short-
term and long-term approaches. The analysis, which should take into
consideration the City's goals of cost and reliability and include a cost benefit
analysis of each option, should consider options including:
· Remaining with the current provider (Pacific Gas and Electric)
· Purchasing from an alternative provider, including municipal utilities,
with recommendations on how to best structure such a purchasing
contract
· Participating in a joint powers or other cooperative agreement with other
local municipalities, including recommendations on how to structure such
an agreement
· Aggregation, for the City's need~, as well as an analysis of the pros and
cons of the City becoming an aggregator for the community
· Evaluating the feasibility of municipalization, including the evaluation of
the alternative energy sources, pricing, and rate structure which the City,
as a municipal power provider, could consider delivering - operational
analysis should include a discussion of the potential methods of operating
a municipal system, including the forms Of governance, joint operations,
contracting out, etc.
· Other alternative approaches that would warrant review (including solar,
wind, turbines, etc.)
· All options should specifically identify and quantify (if possible) the
potential environmental and financial issues and ramifications.
Evaluate State and Federal legislative actions (current and proposed) in the area
of deregulation and the provision of electric service in the context of their
potential effect of decisions the City might make for the community.
Discussion of the legal issues surrounding the City of Dublin's provision of
energy services including, but not limited to, the effect on existing franchise
agreements.

8. Prioritization of most promising scenarios according to the stated objectives of
the Dublin City Council
Summarize the actions the City, within fiscal and legal constraints, could feasibly
undertake to address the impacts on the community, both residential and business
users.
10. Consultant will assist City staff in the development, issuance, and review of a
Request for Proposal (RFP) for an independent energy provider to build a 49.5
MW generation facility to meet the City's energy needs.
Deliverables
The results of the above review and analysis will be incorporated into a comprehensive
draft report with:
1. An Executive summary of all significant findings and recommendations.
A comprehensive discussion of the results of the analysis performed for each
task, including any cost analysis, advantages and disadvantages of the
alternatives, and recommended actions.

All supporting information used in the performance of the study, including
references to the sources of information.
An Request for Proposal (RFP) for an independent energy provider to build a
49.5 MW generation facility to meet the City's current and future needs.
The draft report will be reviewed with City staff prior to the preparation of the final
report and findings.
Submittal Requirements
All responders to this Request for Qualification/Proposal must submit the following
information:
1. Brief statement of qualifications (three pages maximum), including resumes.
Four (4) references (name of contact person, address, telephone number) from cities
or redevelopment agencies with whom you have provided with similar consulting
assistance. With each reference, briefly describe the scope of services provided.
3. Name and qualifications of all proposed sub-contractors that might be needed for this
study, including references and contact information.

Full list of services proposed under this RFQ/P, including any services not listed by
the City in this RFQ/P, which the Consultant feels necessary to complete the
objective of the City in producing a feasibility study.
A full description of fees proposed for performing alt the services in number 4 under
Submittal Requirements. Consultant shall provide a breakdown of fees listed in the
RFQ/P.
6. Provide a work schedule by task.
7. Statement of Professional Liability Coverage
Other Information
1. The City reserves the right to accept or reject any or all proposals, and to reject as
unresponsive, any proposal not containing the information specifically requested.
2. The City reserves the right to amend any aspect of the RFP process.
3. Each proposal will be evaluated upon:
a. Qualifications.
b. Experience with similar projects.
c. General accessibility and availability.
d. The responsiveness of the proposal to the City's specifications.
e. Cost.
f. Timing (Ability to Meet Schedules and Project Completion).
Staff may, or may not, choose to interview Consultants, depending upon the number
and quality of proposals received. Contract award is anticipated no later than
December 4, 2001.
Each individual submitting a proposal agrees to undertake the service if selected, and
will not withdraw its proposal for a period of forty-five (45) days after the submittal
date of October 26, 2001.
6. The City is not liable for any cost incurred in the preparation of its proposal.
7. Proposals must be delivered by 3:00 p.m., on Friday, October 26,2001 to:
