EXECUTIVE SUMMARY:The City Council will consider the following proclamations for the month of June in the City of Dublin:Flag Day and National Flag Week, African American Music Appreciation Month, CaribbeanAmerican Heritage Month, Great Outdoors Month, Homeownership Month,Juneteenth,and Ocean Month.
STAFF RECOMMENDATION:Approve the proclamations.
FINANCIAL IMPACT:None.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Flag Day and National Flag Week”
WHEREAS, on Flag Day and throughout Flag Week, we pay tribute to the American flag, the most recognizable symbol of the
principles for which our Republic stands; and
WHEREAS, the American flag represents the unity of our country and its people; and
WHEREAS, the American flag persists as a powerful representation of freedom and opportunity; and
WHEREAS, throughout American history, the American flag has steadfastly served as an emblem of democracy; and
WHEREAS,to commemorate the adoption of our flag, Congress, by joint resolution approved August 3, 1949 as amended, designated
June 14 of each year as “Flag Day” and requested that the President issue an annual proclamation calling for its observance and for
the display of the flag of the United States on all Federal Government buildings; and
WHEREAS, Congress also requested, by joint resolution approved June 9, 1966 as amended, that the President annually issue a
proclamation designating the week in which June 14 occurs as “National Flag Week” and call on all citizens of the United States to
display the flag during that week.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim June 14, 2022 as “Flag Day” and June
12-18, 2022 as “National Flag Week” in the City of Dublin and encourages all citizens to display the flag during the week of June 12-
18.

CITY OF DUBLIN, CALIFORNIA
“African American Music Appreciation Month”
WHEREAS, throughout U.S. history, African American music has expressed the pain and suffering brought on by
injustice as well as the faith and joy of the resilient American spirit; and
WHEREAS, originally coined Black Music Month, the commemoration was conceived by black music moguls Kenny
Gamble, Dyana Williams and Ed Wright in the 1970’s and initiated by President Jimmy Carter on June 7, 1979; and
WHEREAS, President Barack Obama renamed the month to African American Music Appreciation Month in 2009; and
WHEREAS, we celebrate African American musicians, their songs, and their lasting cultural and historical impacts;
and
WHEREAS, this month, we express our appreciation for the countless contributions of African American singers,
songwriters, and musicians, whose remarkable talents continue to inspire the souls of many.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim June 2022 as “African
American Music Appreciation Month” in the City of Dublin and encourages all citizens to celebrate the contributions of
African American musicians, their songs, and their lasting cultural and historical impacts in our country.

CITY OF DUBLIN, CALIFORNIA
“Caribbean American Heritage Month”
WHEREAS, in June 2004, Congresswoman Barbara Lee introduced a resolution for a proclamation declaring June as Caribbean
American Heritage Month; and
WHEREAS, Congresswoman Barbara Lee reintroduced the resolution in 2005, and during the 109
th Congress of the United States
of America, House Concurrent Resolution 71 was agreed to by the House of Representatives and the Senate; and
WHEREAS, a proclamation has been issued annually by the President of the United States declaring June as National Caribbean-
American Heritage Month; and
WHEREAS,Caribbean Americans contribute to the continuedsuccess and prosperity of the State of California and the United States;
and
WHEREAS, Caribbean Americans have played an indelible role in many social and political movements, including the Civil Rights
Movement, and their participation has helped shape American history, culture, and government; and
WHEREAS, distinguished Caribbean Americans continuously attain outstanding achievements in education, sports, music,
literature, economics, technology, law enforcement, military, and many other fields.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim June 2022 as “Caribbean American
Heritage Month” in the City of Dublin and encourages all citizens to celebrate the many contributions of Caribbean Americans.

CITY OF DUBLIN, CALIFORNIA
“Great Outdoors Month”
WHEREAS, Great Outdoors Week began under President Clinton in 1998 and has grown into a month-long celebration of the
outdoors; and
WHEREAS, June celebrates Great Outdoors Month, where citizens are encouraged to explore the mountains, forests, canyons,
beaches, and rivers that provide recreation and enrich our lives; and
WHEREAS, from the lands and waters that constitute our National Park System, to state, local, and city parks and to our own
backyards, every unique experience of the great outdoors helps improve our health and offers opportunities for families, friends, and
communities to connect over a shared appreciation for the natural world; and
WHEREAS, hiking on world-class trails, camping under the stars, or fishing, exploring the great outdoors provides adventurers of
all ages endless opportunities to create lifelong memories; and
WHEREAS, this month, we pause to appreciate the extraordinary natural beauty of the trails, parks, and lakes in the Alameda
County and the East Bay Regional Parks.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim June 2022 as “Great Outdoors Month”
in the City of Dublin and encourages all citizens to enjoy the great outdoors of East Bay Regional Parks in Dublin and Alameda County.

CITY OF DUBLIN, CALIFORNIA
“Homeownership Month”
WHEREAS, during Homeownership Month, we acknowledge the benefits of sustainable homeownership; and
WHEREAS,the U.S. Department of Housing and Urban Development (HUD) marks Homeownership Month in June –a time of year
when HUD, the Federal Housing Administration (FHA) and other organizations recognize the importance of homeownership and its
impact upon the lives of American families, local neighborhoods, and the national economy; and
WHEREAS,National Homeownership week began in 1995 under President Bill Clinton’s administration, to increase homeownership
across America; and
WHEREAS, in 2022, President George W. Bush expanded the period of observance from a week to the entire month of June. Each
June, Homeownership Month acknowledges the many benefits of secure and affordable homeownership; and
WHEREAS, the City of Dublin is committed to promoting housing choices and fostering inclusive communities, free from housing
discrimination.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim June2022as “HomeownershipMonth”
in the City of Dublin and encourages all citizens to recognize the lasting value of owning a home and work diligently toward ensuring
that every hardworking and credit-worthy American enjoys a fair chance at becoming a homeowner.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Juneteenth”
WHEREAS,President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, declaring the slaves in the Confederate
territory free, paving the way for the passing of the 13
th Amendment which formally abolished slavery in the United States of America; and
WHEREAS,word about the signing of the Emancipation Proclamation was delayed some two and a half years, to June 19, 1865, in
reaching Texas when Union General Gordon Granger arrived in Galveston Bay with Union troops. It was on June 19, 1865, that he
announced: “The people of Texas are informed that, in accordance with a Proclamation from the Executive of the United States, all slaves are
free”; and
WHEREAS,Emancipation Day observations are held on different days in different states in the South and Southwest, and in other parts of
the nation; and
WHEREAS,celebration of the end of slavery, which became known as Juneteenth, is the oldest known public celebration of the end of
slavery in the United States; and
WHEREAS,Juneteenth commemorates African American freedom and celebrates the successes gained through education and greater
opportunity; and
WHEREAS,on a larger scale, the celebration of Juneteenth reminds each of us of the precious promises of freedom, equality, and
opportunity which are at the core of the American Dream.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim June 19, 2022, as Juneteenth in
the City of Dublin and encourages all citizens to become more aware of the significance of this celebration in African American history and in
the heritage of our nation and city.

CITY OF DUBLIN, CALIFORNIA
“Ocean Month”
WHEREAS,our ocean and coastal waterways are essential to our national security, international trade, maritime commerce, global
competitiveness, and transportation; and
WHEREAS, during Ocean Month, we reaffirm our commitment to responsible stewardship of our ocean resources to strengthen and
expand economic opportunities, while also ensuring that the natural beauty and wonder of the oceans are preserved and maintained
for future generations; and
WHEREAS, throughout the month of June, the National Oceanic and Atmospheric Administration celebrates the world’s oceans and
waterways by providing educational resources; and
WHEREAS, the ocean economy employs millions of people and contributes billions of dollars to the U.S. economy; and
WHEREAS, according to the National Oceanic and Atmospheric Administration, scientists believe 4.8 to 12.7 million metric tons of
plastic enter the ocean every year—the weight of nearly 90 aircraft carriers; and
WHEREAS, by increasing awareness of how and why we consume single-use items, voluntarily reducing consumption of disposable
and single-use items such as plastics and papers, and increasing reuse and recycling, the City of Dublin can contribute significantly
to the health of our oceans and lands.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim June 2022 as “Ocean Month” in the
City of Dublin and encourages all citizens to increase awareness of single-use items and increasing reuse and recycling efforts to help
preserve our oceans.
