PROJECT DESCRIPTION:
Completion of the City's Streetscape Master Plan was identified as a high priority in the City Council Goals
and Objectives for the Fiscal Years 2003/2004 and 2004/2005, and funds were appropriated to support this
project.
In May, 2004, the City Council approved a consultant contract to hire landscape architects Royston Hanamoto
Alley and Abey (RHAA) to complete an analysis of Dublin's existing streetscape and propose a long range
plan as to how the City's streetscape could be enhanced and improved. Staff has worked with RHAA to
accomplish this and the attached document is a result of this collaboration.
The goals ofthe City Council in creating a Streetscape Master Plan were to accomplish the following:
. Better coordinate streets cape design throughout the community while allowing for separate
village/district identity. Currently, Dublin's street features are designed on a project-by-project
basis. For instance, the streetscape design for the Dublin Transit Center is well-coordinated within
the project, but it might be very different than the streetscape design for the nearby future IKEA
and Lifestyle Center project. The goal of a citywide Streetscape Master Plan is to provide a
cohesive framework with which all future street furnishings, hardscape, and landscape installations
should conform.
. Provide a mechanism for promoting streetscape improvements over time. The Streetscape
Master Plan will outline streetscape improvements that can be incorporated over time. If the City
has a document that clearly identifies those landscape and hardscape features that the community
thinks should be implemented; when development is proposed or Capital Improvement Projects
are being considered, the City has the opportunity to incorporate streets cape considerations into
the design.
The proposed Streetscape Master Plan contains the following components:
Chapter 1: Plan Overview -- Goals, Opportunities, and Constraints. A summary of what Dublin
has done to date in terms of streetscape improvements and the challenges the City faces
regarding the enhancement of the streetscape palette.

Chapter 2: Street Furnishings. This chapter takes a comprehensive look at the street furniture
(benches, trash enclosures, street lights, bus shelters, etc.) currently installed in the City
and makes recommendations on new elements to add and a consistent street furnishings
palette to use into the future.
Chapter 3: Street Plantings. In this chapter our consultants took a careful look at the City's existing
tree planting palette and made recommendations on which tree selections are working well
and which might need some adjustments. There is also a street-by-street analysis of the
planting scheme and a list of trees and shrubs which can be used effectively in future street
plantings.
Chapter 4: Policies and Implementation. This chapter offers guiding policies for how the City can
continue to ensure the successful implementation of the streetscape program. The guiding
policies range from how to treat gateway intersection to promoting environmentally-
friendly landscaping.
The proposed Streetscape Master Plan will provide a cohesive document that can be used by the City of
Dublin to enhance the neighborhoods in which we live and work.
RECOMMENDATION:
Staff recommends that the Planning Commission adopt a Resolution recommending City Council approval of
the Streetscape Master Plan.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING CITY COUNCIL APPROVAL OF THE STREETSCAPE MASTER PLAN
WHEREAS, completion of the City's Streetscape Master Plan was identified as a high priority
in the City Council Goals and Objectives for the Fiscal Years 2003/2004 and 2004/2005, and funds
were appropriated to support this project; and
WHEREAS, In May, 2004, the City Council approved a consultant contract to hire landscape
architects Royston Hanamoto Alley and Abey (RHAA) to assist City Staff in this work program; and
WHEREAS, the goals of the Streetscape Master Plan aim to accomplish the following:
I Recognize and formalize the City's existing landscape and tree planting program;
2 Strengthen, clarify, and unify the City's streetscape furnishings palette;
3 Create attractive entries into the City;
4 Provide a mechanism for coordinating Capital Improvement Projects with streetscape
improvements;
5 Clarify public and private responsibilities for improving aesthetics along Dublin's streets; and
6 Consider opportunities to strengthen the streetscape design of Dublin Boulevard and highlight it
as the common feature that connects the entire City while emphasizing individual neighborhoods
and districts.
WHEREAS, a Streetscape Master Plan was developed by Staff and consultants which
accomplishes the above objectives; and
WHEREAS, a Staff Report was submitted recommending that the Planning Commission adopt a
Resolution recommending City Council approval of the Streetscape Master Plan; and
WHEREAS, the Planning Commission held a public hearing on this item on May 24,2005; and
WHEREAS, the Planning Commission did hear and consider all said reports, recommendations
and testimony hereinabove set forth and used their independent judgment to make a decision.
NOW THEREFORE BE IT RESOLVED THAT the Planning Commission does hereby
recommend City Council approval of the Streetscape Master Plan.
PASSED, APPROVED AND ADOPTED this 24th day of May 2005.
