A Special Meeting of the Dublin City Council was held on Tuesday, May 17,2022 in the Regional Meeting Room at the Civic Center. The meeting was called to order at 6:00 PM., by Mayor Hernandez.

3.1 Study Session: Nissan Commercial Car Wash (PLPA-2022-00003)The City Council received a presentation on an application for a proposed commercial self-service car wash consisting of a 3,574-square-foot building housing a drive-through,automatic car wash tunnel, a parking area with 18 vacuum stations servicing 16 parking spaces plus four additional parking spaces, and related site improvements.The City Council asked clarifying questions and provided direction regarding processing this application and the design.

4.10)LGBTQ+ Pride Month Proclamation
Item was pulled from the Consent Calendar.
Ingrid Register provided public comment.
Motion by Councilmember Kumagai, seconded by Councilmember McCorriston, and by
unanimous vote, the City Council proclaimed June 2022 as LGBTQ+ Pride Month in Dublin and
approve the flying of the Progress Pride Flag at City Hall during the month of June.

4.12)Adopted Resolution No. 48-22 titled, “Finding That There is a Proclaimed State of
Emergency; Finding That Meeting in Person Would Present Imminent Risks to the
Health or Safety of Attendees as a Result of the State of Emergency; and Authorizing
Remote Teleconferenced Meetings of the Legislative Bodies of the City of Dublin
Pursuant to AB 361.”
4.13)Approved sending a letter of support to Governor Newsom regarding constitutional
protections for women’s reproductive rights.
4.14)Confirmed the Mayor’s recommendation to appoint Christy Li to the Senior Center
Advisory Committee for the remainder of a term ending December 2022 and Steve Kau
for the remainder of a term ending December 2024.
4.15)Adopted Resolution No. 49-22 titled, “Declaring Its Intention to Transition From an At-
Large Election System to a District-Based Election System.”

4.16)Confirmed the Mayor’s recommendation to appoint Matthew Aini as an alternate to the
Planning Commission for the remainder of a term ending December 2022.

City Council confirmed the Mayor’s recommendation to appoint Matthew Aini as an alternate to
the Planning Commission for the remainder of a term ending December 2022.

The City Council received a presentation on two projects, a 55-bed memory care facility and an
84-bed assisted living facility, on Parcels 2 and 3, respectively, of the Valley Christian Center
property.
The City Council asked clarifying questions of Staff and the applicant.
Mayor Hernandez called for a recess at 9:12 p.m.
Mayor Hernandez reconvened the meeting at 9:26 p.m.

Care and Assisted Living Projects,” Resolution No. 51-22 titled, “Approving a Site Development
Review Permit for the Inspiration Drive Memory Care Project,” Resolution No. 52-22 titled,
“Summarily Vacating Unused Right-of-Way on Dublin Boulevard and Reservation of a Public
Service Easement,” Resolution No. 53-22 titled, “Approving a Purchase and Sale Agreement with
Valley Christian Center,” and waived the reading and introduced the Ordinance Amending the
Zoning Map and Approving a Planned Development Zoning District with a Stage 1 and Stage 2
Development Plan for the Inspiration Drive Memory Care Project.

Development Plan for the Inspiration Drive Assisted Living Project.

regarding the map drawing and community outreach process for potential boundaries and district
composition.

for Review.”

By consensus, the City Council directed Staff to prepare a certificate from the City Council for
Colonel Johnston on her promotion and departure from Camp Parks.
