SUBJECT:Budget Adjustment for the Purchase of Two Dual-Purpose Police MotorcyclesPrepared by: Nate Schmidt, Captain Dublin Police Services
EXECUTIVE SUMMARY:The City Council will consider a budget adjustment in the Vehicle Abatement Fund for the purchase of two all-electric Zero FXP dual-purpose police motorcycles from Elk Grove Power Sports.
STAFF RECOMMENDATION:Approve the budget change.
FINANCIAL IMPACT:Two all-electric Zero FXP dual-purpose police motorcycles will cost $35,720.66. There is sufficient fund balance in the Vehicle Abatement fund to make this purchase. There is no impact to the General Fund.
DESCRIPTION:Dublin Police Services staff have conducted research into the use of dual-purpose police motorcycle for enforcement services, particularly with its ability to work areas not easily accessible to other response vehicles. This increased mobility decreases response times and provides additional options on how resources can be deployed. Dual-purpose motorcyclessupport a variety of law enforcement duties including vehicle abatement and traffic enforcement throughout congested streets, school campuses, parks, and unpaved rural areas. Staff has found the all-electric Zero FXP dual-purpose motorcycle to best meet the needs of the Dublin Police Services. The Zero FXP was selected because of its capability, versatility, and durability. This motorcycle was also selected due to its ‘all-electric’ drivetrain, providing a cleaner environmental carbon footprint along with zero noise pollution. The Zero FXP has a battery range

between 46 to 91 miles and a full battery charge can be completed in just over an hour. The motorcycle is equipped with a modular battery system allowing batteries to be removed from the body and charged conveniently from a 110v outlet or 220v outlet. Staff conducted extensive research and the lowest cost presented for two 2022 Zero FXP dual-purpose motorcycles is Elk Grove Power Sports. Once in service, the motorcycles will be placed on the internal service budgeting schedule for future replacement.
