EXECUTIVE SUMMARY:The City Council will consider approving the “Picture This” temporary public art project selections. The project is being coordinated in collaboration with neighboring Tri-Valley cities. It will feature decorated, oversized picture frames in prominent and picturesque locations throughout the Tri-Valley, including eight in Dublin.
STAFF RECOMMENDATION:Approve the proposals for the “Picture This” temporary public art project.
FINANCIAL IMPACT:The cost for the project is estimated at $7,200. Funding for temporary art projects is included in the Parks and Community Services Department’s annual operating budget and is funded by the Public Art Fund.
DESCRIPTION:BackgroundIn October 2019, the City Council approved an annual temporary art display program. Each year, the Staff works with the Heritage and Cultural Arts Commission (Commission) to identify the program that will be developed and implemented each year. For this project, the City collaborated with neighboring cities to participate in a regional temporary art program that would combine the individual efforts of each city to create atemporary art program that spans the Tri-Valley.

“Picture This”“Picture This” is a temporary public art program that features oversized painted wood picture frames in prominent locations around Dublin and the Tri-Valley. The picture frames will be approximately 4ft wide by 3ft tall and mounted approximately 3ft off the ground, standing no more than six feet high. The decorated area will be the approximately six-inch wide frame border that artists are commissioned to paint. The frames will be placed in prominent and notable locations such as City parks, facilities, and open spaces. The intent is to “frame” a picturesque backdrop in which one might want to be photographed.An artist stipend of $300 will be made available to each selected artist, and it is estimated that each wood frame will cost around $300 to build and install. Lastly, additional funding for interpretative signage, advertising, marketing, and outreach will be necessary. Each participating city will cover its own cost for artist stipends and material costs, while advertising, marketing, and outreach would be a joint effort with costs shared. At its April 14, 2022, meeting, the Heritage and Cultural Arts Commission provided feedback and comments to finalize the details of the temporary art project. This feedback included identifying locations for frames to be placed and selecting a representative to serve on an ad-hoc joint selection committee comprising representatives from other participating cities. On May 12, 2022, a joint Call for Artists seeking design proposals was issued. The open call was publicized through social media, direct emails, and contact with arts organizations. The deadline to apply was May 27, 2022. Over 80 responses were received during the open submission period. On May 31, 2022, a meeting of the ad-hoc joint selection committee reviewed design proposals and recommended eight to be located throughout Dublin. These proposals, including the intended display location, are includedin Attachment 1.It is anticipated the artworks will be unveiled in July 2022 and on display through early fall.
