SUBJECT: Budget Amendment for Eastern Dublin Fiscal Impact Analysis

FINANCIAL STATEMENT: The revision to the Consultant Services agreement with
MuniFinancial is $9,100. A budget transfer from new revenues —
general fund, in the amount of $9,100, will be required.
DESCRIPTION: The City of Dublin's Fire Facilities Master Plan requires the
development of two (2)new fire stations to serve the development in Eastern Dublin: Station 17 — a
replacement station for the current station on the Santa Rita Jail Facility and Station 18 — a new station
east of Tassajara Road that will meet the residential and commercial needs of that area.
As part of the approved Master Vesting Tentative Tract Map 7135 (Areas A-1 through A-7 in Dublin
Ranch), a development consisting of up to 562 single-family homes and an 18-hole golf course, staff and
the developer acknowledged that it would be necessary to complete a fiscal analysis to determine when
new development under the Eastern Dublin Specific Plan will generate sufficient revenues to fund the
annual operating costs for Fire Station 18. The developer of Dublin Ranch agreed to pay for the cost of a
fiscal analysis to determine the amount of current revenues and costs. The developer made the original
deposit of $12,500 to pay for the original scope of services.
Due to several revisions and additional scenarios beyond the original scope of the agreement with
MuniFinancial, the original contract costs have been exceeded. The additional scenarios, as well as a
license agreement that will provide the City with the software to use the fiscal impact model in the future,
will cost an additional $9,100. The developer has agreed to pay the additional costs. It is expected that
the total costs of the report ($21,600) will be reimbursed by future applicants/developers who will be
required to pay a fair and proportionate share of the report's costs as a condition of their project
approval(s).

Staff has prepared a draft First Amendment to the Consultant Services Agreement between the City of
Dublin and MuniFinancial to increase the total compensation for the project (Attachment 1), which will
include compensation for the additional work and the licensing of the financial model for future studies.
A budget change form has been prepared to effect the transfer of funds (Attachment 2).
RECOMMENDATION
It is staff's recommendation that the City Council authorize the City Manager to execute the First
Amendment to the Consultant Services Agreement with MuniFinancial to conduct an Eastern Dublin
Fiscal Impact Analysis and approve a budget change form, in the amount of $9,100, to pay for the
additional services relative to the Eastern Dublin Fiscal Impact Analysis.
