A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING THE I-580 SMART CORRIDOR MANAGEMENT PLAN
WHEREAS, representatives of the Tri-Valley Cities of Dublin, Livermore and Pleasanton, and
Alameda County have jointly developed a staged implementation plan for the 1-580 Smart Corridor, and
WHEREAS, all of these jurisdictions stand to benefit from any improvements in safety and reduced
congestion.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF DUBLIN SUPPORT THE
FOLLOWING PHASED ELEMENTS OF THE 1-580 SMART CORRIDOR PLAN:

Develop a Center-to-Center communications system that will allow the above jurisdictions to
better coordinate signal timing, corridor system management and incident management, as well
as allowing coordination between the jurisdictions and Caltrans.
Implement Traffic Control Centers in each of the four jurisdictions for the purpose of providing
better management of traffic and the sharing of real-time information among the jurisdictions
and with incident management operators and the public.
Provide critical traffic information to a Tri-Valley WEB site to provide public information on
traffic incidents, congestion and planned construction activities.
Support the phased implementation ora Ramp Metering Plan on 1-580 from 1-880 to the
Altamont Pass. The plan would include the following elements: A) Caltrans commitment to
fund and construct the remaining missing meters within a five year timeline, as well as a Central
Control System to monitor and manage the operations of the meter signals; B) Inter-
jurisdictional agreement on overall metering strategy that would affect the jurisdictions on an
equitable basis; C) Incremental systematic implementation of ramp metering as follows: First
Phase, eastbound in the Dublin/Pleasanton area from Foothill Road to E1 Charro Road during
the PM commute; Second Phase, the remainder of eastbound 1-580 from 1-880 to Altamont
Pass during the PM commute; and Third Phase, westbound along the entire segment from
Altamont Pass to 1-880 during the AM commute; and D) An annual evaluation report which
reviews progress of the Corridor Management Plan, Incident Management and Ramp Metering.
PASSED, APPROVED AND ADOPTED this 18th day of September, 2001.
