REGULAR MEETING 5:30 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, June 7, 2022, in the
City Council Chamber. The meeting was called to order at 5:37 PM., by Mayor
Hernandez.

3) ORAL COMMUNICATIONS
3.1) Employee Introduction
New City of Dublin Staff member, Jackie Dwyer, Parks and Community Services
Director, was introduced.

3.2) Youth Advisory Committee Annual Presentation
The City Council received a presentation from the Youth Advisory Committee on its
activities and accomplishments during the 2021-22 term.
3.3) Public Comment
Mayor's Council provided public comment.
Golden Shao provided public comment.
Shawn Costello provided public comment.
4) CONSENT CALENDAR
4.1) Approved the May 17, 2022 Special and Regular City Council Meeting Minutes.
4.2) Adopted Resolution No. 56-22 titled, “Adopting a List of Projects Funded in
Fiscal Year 2022-23 by Senate Bill 1, the Road Repair and Accountability Act of
2017.”
4.3) Adopted Resolution No. 57-22 titled, “Adopting an Appropriations Limit for
Fiscal Year 2022-23.”
4.4) Adopted Resolution No. 58-22 titled, “Approving an Agreement with HERC
Rentals for Electrical Equipment Rental for City-Produced Events,” Resolution
No. 59-22 titled, “Approving an Agreement with Prime Time Entertainment for
Lighting and Sound Services for City-Produced Events,” and Resolution No. 60-
22 titled, “Approving an Agreement with Special Events Rentals for Tents,
Stages, and Other Event Furnitur e Rentals for City-Produced Events.”
4.5) Approved the Heritage and Cultural Arts Commission’s recommendations for
the 2022 Utility Box Art Program.
4.6) Approved the budget change for the Purchase of Two Dual-Purpose Police
Motorcycles.
4.7) Waived the reading, adopted Ordinance No. 05-22 titled, “Amending the Zoning
Map and Approving a Planned Development Zoning District with a Related Stage
1 and Stage 2 Development Plan for the Inspiration Drive Memory Care Project,”
and waived the reading and adopted Ordinance No. 06-22 titled, “Approving an
Amendment to Planned Development Ordinance No. 07-03 for the Valley
Christian Center.”

4.8) Inspiration Drive Assisted Living Project (PLPA-2020-00045)
Item was pulled from the Consent Calendar.
Motion by Councilmember Kumagai, seconded by Councilmember Hu, and by a three-to-two
vote, the City Council waived the reading and adopted Ordinance No. 07-22 titled “Amending
the Zoning Map and Approving a Planned Development Zoning District wi th a Stage 1 and
Stage 2 Development Plan for the Inspiration Drive Assisted Living Project.”
RESULT: ADOPTED [Three to Two Vote]

4.9) Adopted Resolution No. 61-22 titled, “Approving an Agreement with the County
of Alameda for Additional Library Services for Fiscal Year 2022-23.”
4.10) Adopted Resolution No. 62-22 titled, “Approving an Amendment to the
Agreement Between the City of Dublin and County of Alameda for Traffic Signal
and Street Lighting Maintenance, and Real Estate Services.”
4.11) Adopted Resolution No. 63-22 titled, “Approving a Software-as-a -Service (SAAS)
Agreement with Recyclist for Senate Bill 1383 Recordkeeping.”
4.12) Adopted Resolution No. 64-22 titled, “Approving a Commercial Façade
Improvement Grant Program Agreement Between the City of Dublin, Dublin
Plaza, and Box World.”
4.13) Adopted Resolution No. 65-22 “Finding That There is a Proclaimed State of
Emergency; Finding That Meeting in Person Would Present Imminent Risks to
the Health or Safety of Attendees as a Result of the State of Emergency; and
Authorizing Remote Teleconferenced Meetings of the Legislative Bodies of the
City of Dublin Pursuant to AB 361.”
4.14) Directed Staff to review the City’s Conflict of Interest Code and take the
appropriate action.
4.15) Adopted Resolution No. 66-22 titled, “Approving the Agreement with ECS
Imaging, Inc. for Scanning and Imaging Services Related to City Records.”

4.16) Adopted Resolution No. 67-22 titled, “Approving the Agreement with All City
Management Services, Inc. for the Provision of Crossing Guard Services for
Fiscal Year 2022-23.”
4.17) Adopted Resolution No. 68-22 titled, “Approving a Software User Agreement
with Brightly Software, Inc.”
4.18) Adopted Resolution No. 69-22 titled, “Approving Agreements for On-Call Audio
Visual Technology Engineering Design Services.”
4.19) Confirmed the Mayor’s appointments to the Youth Advisory Committee and the
Student Representative to the Parks and Community Services Commission for
the 2022-2023 term.
Motion by Councilmember Kumagai, seconded by Vice Mayor Josey, and by unanimous
vote, the City Council adopted the Consent Calendar items, except item 4.8.

5) WRITTEN COMMUNICATION - None.
6) PUBLIC HEARING
6.1) Dublin Senior Living Project (PLPA-2021-00042)
The City Council received a presentation on a proposed project to develop a community
care facility located at 5751 Arnold Road. The proposed project consists of a two-story,
155,517-square-foot building with 152 units, including 114 assisted living units, 38
memory care units and a total of 174 beds.
Mayor Hernandez opened the public hearing.
Upon receiving no public comment, Mayor Hernandez closed the public hearing.
Motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by
unanimous vote, the City Council waive d the reading and introduced the Ordinance
Considering the CEQA Addendum, Amending the Zoning Map and Approving a Planned
Development Zoning District with a Related Stage 1 and Stage 2 Development Plan for

the Dublin Senior Living Project and adopted Resolution No. 70-22 titled, “Approving a
Site Development Review Permit for the Dublin Senior Living Project.”

6.2) Proposed Budget for Fiscal Years 2022-23 and 2023-24
The City Council received a presentation on the Proposed Budget for Fiscal Years 2022-
23 and 2023-24 and related salary plans.
Mayor Hernandez opened the public hearing.
Upon receiving no public comment, Mayor Hernandez closed the public hearing.
Motion by Councilmember Kumagai, seconded by Councilmember McCorriston, and by
unanimous vote, the City Council adopted Resolution No. 71-22 titled, “Adopting a
Budget for the City of Dublin for Fiscal Year 2022-23,” Resolution No. 72-22 titled,
“Establish ing a Salary Plan for Full-Time Personnel in Accordance with the Personnel
Rules,” and Resolution No. 73-22 titled, “Establishing a Salary Plan for Management
Positions Exempt from Competitive Service .”
RESULT: ADOPTED [UNANIMOUS]

6.3) Adopting the Five-Year Capital Improvement Program 2022-2027
The City Council received a presentation on the Five -Year Capital Improvement
Program which contains public capital projects proposed for completion from Fiscal
Year 2022-23 through Fiscal Year 2026-27.
By consensus, the City Council directed Staff to do a study on adding a digital marquee
sign at Emerald Glen Park.
Mayor Hernandez opened the public hearing.
Upon receiving no public comment, Mayor Hernandez closed the public hearing.

Motion by Vice Mayor Josey, seconded by Councilmember Kumagai, and by unanimous
vote, the City Council adopted Resolution No. 47-22 titled, “Adopting t he Five -Year Capital
Improvement Program 2022-2027.”
RESULT: ADOPTED [UNANIMOUS]

9) OTHER BUSINESS
The City Council and Staff provided brief information -only reports, including
committee reports and reports by City Council related to meetings attended at City
expense (AB1234).
Mayor Hernandez recognized the passing of former Dublin City Councilmember Valerie
Barnes and asked for a moment of silence .
10) ADJOURNMENT
Mayor Hernandez adjourned the meeting at 8:38 p.m. in memory of former Dublin City
Councilmember Valerie Barnes.
