Meeting Procedure During Coronavirus (COVID-19) Outbreak:
In keeping with the guidelines provided by the State of California and Alameda County
Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak,
and recommendations to follow social distancing procedures, the City of Dublin will adopt the
following practices during upcoming City Council meetings:
• The Dublin City Council will hold the meetings remotely via Zoom Video
Communications.
• Per normal practice, the meeting will be livestreamed and available at www.TV30.org for
viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m.
• Online speaker slips will be available at www.dublin.ca.gov, and the public will be able
to call in using a computer/or smart phone via a link which will be provided following
submission of a speaker slip. A telephonic option will also be available.
• Once connected, the public speaker will be placed in an on-line waiting room. While in
the waiting room, the public speaker should watch or listen to the meeting via the outlets
above, as they will not see or hear the meeting while they are connected and wait ing to
speak.
• When the agenda item upon which the individual would like to comment is addressed,
the speaker will be announced in the meeting when it is his/her time to speak to the City
Council. The speaker will then be moved to the meeting for comment.

3.1. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the March 3, 2020 Regular City Council Meeting Minutes, the March 4
and 5, 2020 Special Meeting Minutes, and the March 18, 2020 Emergency Meeting

The City Council will consider approval of the minutes of the March 3, 2020 Regular City
Council Meeting, the March 4 and 5, 2020 Special Meetings, and the March 18, 2020
Emergency Meeting.
STAFF RECOMMENDATION:
Approve the minutes of the March 3, 2020 Regular City Council Meeting, the March 4 and 5,
2020 Special Meetings, and the March 18, 2020 Emergency Meeting.
4.2. The Road Repair and Accountability Act of 2017, Senate Bill (SB) 1 - Fiscal Year 2020-
21 Project List STAFF REPORT
The City Council will consider approving a list of projects funded in Fiscal Year 2020-21 by
Senate Bill 1, the Road Repair and Accountability Act of 2017.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a List of Projects Funded in Fiscal Year 2020-21 by Senate
Bill 1, the Road Repair and Accountability Act of 2017.
4.3. City Proclamations for the Months of March and April 2020 STAFF REPORT
The City Council will present the following proclamations for the months of March and April
in the City of Dublin: Census Week, National Women’s History Month, American Red Cross
Month, Prescription Drug Abuse Awareness Month, National Crime Victims' Rights Week,
and Arbor Day.
STAFF RECOMMENDATION:
Present the proclamations.
4.4. City Manager Actions Taken During Delegation of Authority STAFF REPORT
The City Council will receive a report on the actions taken by the City Manager for the
period of March 18 to April 3, 2020, pursuant to Resolution 18-20 delegating certain
authority to the City Manager during the COVID-19 pandemic.
STAFF RECOMMENDATION:
Receive the report and by motion, ratify the actions of the City Manager.
4.5. Establishing Precise Alignment for Right-Of-Way Lines for Tassajara Road Alignment
Project STAFF REPORT
The City Council will again consider adopting a Resolution of Intention to establish the
precise alignment for the right-of-way lines for Tassajara Road between Palisades Drive and
the Alameda-Contra Costa County Limit Line and set a public hearing date to hear protests
and objections on April 21, 2020. The City Council previously adopted Resolution of
Intention 17-20 on March 3, 2020, and set a public hearing for the March 17, 2020, City
Council meeting. Because the March 17, 2020 City Council meeting was subsequently
cancelled by the proclamation of a local emergency due to the COVID -19 outbreak, the City
Council will need to reconsider the item and establish a new public hearing date.
STAFF RECOMMENDATION:
Adopt the Resolution of Intention to Establish Precise Alignment for the Future Right-of-
Way Lines for Tassajara Road between Palisades Drive and Alameda-Contra Costa County
Limit Line and set a public hearing date to hear protests and objections on April 21, 2020.
4.6. Acceptance of Work - Public Safety Complex – Police Services Building, CIP No.
GI0116, and Acceptance of Work and Approval of Final Change Order – Alamo Creek
Trail Repair, CIP No. ST0219 STAFF REPORT
The City Council will consider the acceptance of the Public Safety Complex - Police
Services Building Project, acceptance of the Alamo Creek Trail Repair Project, and approval
of the final contract change order for the Alamo Creek Trail Repair Project.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting Public Safety Complex - Police Services Building
Improvements, CIP No. GI0116, and adopt the Resolution Accepting the Alamo Creek Trail
Repair and Approving the Final Contract Change Order, CIP No. ST0219.

4.7. Annual Fire Inspection Compliance - SB1205 Report for Fiscal Year 2018-19 STAFF
REPORT
In accordance with the requirements set forth in Senate Bill No. 1205, the City Council will
receive an informational report outlining Alameda County Fire Department's compliance
with the annual inspection requirements set forth in California Health and Safety Code
Section 13146.2 and 13146.3.
STAFF RECOMMENDATION:
Receive the report.
4.8. Annual Progress Report on the Status of the Dublin General Plan and Housing Element
for Calendar Year 2019 STAFF REPORT
The City Council will review the Annual Progress Report on the s tatus of the Dublin General
Plan and Housing Element for calendar year 2019 in accordance with Government Code
Section 65400(a)(2).
STAFF RECOMMENDATION:
Receive the report.
4.9. Zoning Ordinance Amendment to Chapter 8.84 (Sign Regulations) (PLPA-2020-00001)
STAFF REPORT
The City initiated amendments to the Zoning Ordinance to modify Chapter 8.84 (Sign
Regulations) of the Zoning Ordinance to establish regulations for Off-Site Advertising Signs.
On March 3, 2020, the City Council held a public hearing and introduced the Ordinance. The
City Council is being asked to adopt an Ordinance approving amendments to the Sign
Regulations.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Approving Amendments to Chapter 8.84 (Sign
Regulations) of the Zoning Ordinance Related to Off-Site Advertising Signs, PLPA-2020-
00001.
4.10. Payment Issuance Report and Electronic Funds Transfers STAFF REPORT
The City Council will receive a listing of payments issued from February 1, 2020 - February
29, 2020 totaling $12,609,478.58.
STAFF RECOMMENDATION:
Receive the report.
4.11. Iron Horse Trail Bridge at Dublin Boulevard – Supplemental Mitigated Negative
Declaration and Project Funding Agreement with the Alameda County Transportation
Commission STAFF REPORT
The City Council will consider adopting a supplemental mitigated negative declaration and
approving a project funding agreement with the Alameda County Transportation
Commission for the Iron Horse Trail Bridge at Dublin Boulevard.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting a Supplemental Mitigated Negative Declaration and
Approving a Project Funding Agreement with the Alameda County Transportation
Commission for the Iron Horse Trail Bridge at Dublin Boulevard.
4.12. Resolution Authorizing City Committees and Commissions to Meet Electronically
During Currently Proclaimed Emergency STAFF REPORT
State and local public health shelter-in-place orders prevent the City from holding meetings
at which the public is able to physically attend. The Governor has authorized legislative
bodies to hold electronic meetings during periods in which public health authorities are
recommending “social distancing” measures. Existing City of Dublin policies prevent City
Committees and Commissions from meeting in the manner contemplated by the Governor’s
Executive Order. Staff is proposing a resolution that would allow City Committees and
Commissions to meet electronically during the emergency.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing City Committees and Commissions to Meet Electronically

During Currently Proclaimed Emergency.

6. PUBLIC HEARING
6.1. Weed and Combustible Refuse Abatement Order STAFF REPORT
In accordance with Resolution 5-20 (adopted February 4, 2020), the City Council declared
that there is a public nuisance created by weeds and combustible debris growing and
accumulating upon the streets, sidewalks, and property within the City. Notice of this
declaration was posted and letters sent to those property owners with violations.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and by motion, direct Staff to continue the weed
abatement process.

8. NEW BUSINESS
8.1. Update from City Manager on Impact of COVID-19 including City Finances STAFF
REPORT
The City Council will receive a verbal update from the City Manager on the City's response
to COVID-19 and will receive an overview of the currently anticipated impacts of the
COVID-19 pandemic on the City's General Fund in the current year and in the two-year
budget.
STAFF RECOMMENDATION:
Receive the report.
8.2. Short-Term Waiver of Penalties for Late Payment of Transient Occupancy Taxes
STAFF REPORT
Dublin Municipal Code (DMC) Section 3.16 imposes a Transient Occupancy Tax (TOT)
within the City. In addition, the DMC imposes fines, penalties, and interest for late payment
of TOT. As a result of the economic hardships resulting from the novel coronavirus
(COVID-19) pandemic, hotel operators may benefit from a short-term waiver of penalties
associated with late payment of the TOT.
STAFF RECOMMENDATION:
Adopt a Resolution Permitting the Tax Administrator to Waive Penalties and Interest for
Failure to Timely Pay the City’s Transient Occupancy Tax.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
