STAFF RECOMMENDATION: Receive the presentation. FINANCIAL IMPACT: Splatter is included in the City's annual operating budget. DESCRIPTION: Splatter will take place on Saturday, September 10, 2022, at Emerald Glen Park. This year's event will continue to celebrate music, food, art, and culture while also wrapping up the City's celebration of its 40th anniversary of incorporation. Multicultural Focus Splatter will continue to celebrate the diversity of Dublin and surrounding communities by incorporating multicultural elements throughout the festival's footprint. As part of the recommendations from the City's Task Force on Diversity, Equity, and Inclusion, a focus group was convened and tasked with reviewing the 2021 event and providing input on how these efforts can be expanded for 2022 and beyond. On May 4, 2022, Staff conducted a meeting with the focus group. The focus group included the following individuals: Margaret Laing, Sameer Hakim, Kristin Speck, Vanessa Thomas, Adam Lumia, Regis Harvey, Beatriz Ballesteros, Michele Wayland, Natasha Tripplett, and Julia Tomtania. Suggestions for Splatter 2022 from the focus Page 1 of 3 15 group included: • Utilize varying food options to focus on cultural diversity. The focus group believed that one of the best representations of a culture is its food and suggested including a diverse selection of food vendors to develop a "small plates" program that allows event goers to sample from multiple vendors rather than choosing just one for a meal. • Further develop the passport/scavenger hunt activity to keep people engaged in various multicultural-themed activities. • Continue to expand on the inclusion of multicultural music and entertainment throughout the event. • Utilize books and story reading as an activity to highlight and represent the community's diversity and to share stories from different cultures. Staff has incorporated these suggestions into the 2022 event. In addition, Splatter will showcase multicultural performances including Bollywood, Chinese Dance, Kung Fu demonstrations, and more. A diverse and unique blend of food vendors will be available in the "Dine Around the World" food court featuring a multitude of cuisines from various regions of the world. Similarly, guests will have the opportunity to shop around the world in the "Arts and Crafts World Market." Visitors will be given a passport that will guide them through the events and get stamped to collect a prize. Additionally, the city has collaborated with the Dublin Library to bring the mobile library to Splatter. The mobile library will have a collection of books and stories celebrating Dublin's diversity. Entertainment Splatter will feature three stages of live performances as well as roaming entertainment scattered throughout the event footprint. The amphitheater stage will feature an array of multicultural performances. The Side Yard Stage will highlight the community's talents in performing arts such as music, dance, and poetry. The Main Stage will feature live musical entertainment during the day. At night, this Main Stage will become the focal point of a "community dance party" lead by headliners Neon Velvet, a high energy dance band, and Tainted Love, a 1980's cover band that will take attendees back to the early days of cityhood. Food and Beverage As mentioned earlier, guests will be invited to "Dine Around the World' and receive an elevated culinary experience that features a vast array of international cuisines. Participating food vendors will provide "small plates" in the $5-$8 range. The Rotary Club of Dublin will be serving local craft beer and wine from the Livermore valley. Page 2 of 3 16 The Arts Splatter will continue to celebrate the arts throughout the event footprint with activities for all. The "I Am Dublin" community mural will return this year due to its overwhelmingly positive response. Hosted in coordination with the Dublin Arts Collective, "The High Life" art exhibit will be on display inside The Wave. The exhibit will display fine arts originated by local high school artists. Grand Finale Lastly, given the positive response from 2021 and growing popularity, the evening will culminate with a synchronized, 100-drone light show. This year's drone show will be customized to celebrate Dublin's 40th anniversary and the Splatter event. STRATEGIC PLAN INITIATIVE: None.
