CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non- agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the August 24, 2022 Youth Advisory Committee Special Meeting Minutes The Committee will consider approval of the minutes of the August 24, 2022 Youth Advisory Committee Special Meeting. Staff Report 5.2 2023 Dublin Benefit Concert Work Plan and Ad Hoc Committee The Youth Advisory Committee will review the 2023 Dublin Benefit Concert work plan and appoint members to an ad hoc committee. STAFF RECOMMENDATION:Approve the 2022-23 Youth Advisory Committee Work Plan. FINANCIAL IMPACT:None. DESCRIPTION:Each year the Youth Advisory Committee (YAC)establishes a work plan for their term of service. A work plan serves as a guide for accomplishing goals and objectives during a specific time period. At the August 24, 2022,Special Meeting, the Committee discussed and established goals for the2022-23 Work Plan.WORK PLAN GOAL #1 -Youth Mini-Grant Program Offer the Youth Mini-Grant Program to Dublin-based youth organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities. All members must participate in reviewing applications. o Objective 1.1 -Advertise and begin accepting applications for the program on October 3, 2022,to Dublin Unified School District (DUSD) high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations. o Objective 1.2 -Accept applications through November 1,2022. o Objective 1.3 -Review applications and presentations at the November 16, 2022 8 Page 2 of 4 Special Meeting. o Objective 1.4 - Present mini-grant recipient recommendations at the December 19, 2022, Parks and Community Services Commission meeting and forward to City Council for approval in January 2023.WORK PLAN GOAL #2 – Youth Mental Health Forum Plan and implement a mental health forum for Dublin middle and high school youth. Panelists will include school counselors and local therapists that work with youth to provide an overview of mental health issues and coping strategies. The forum may include students that have experienced mental health issues and wish to share their stories. o Objective 2.1 – Secure the event location, date, and time. o Objective 2.2 – Develop format, agenda, and timeline, and present to the YAC at the September 28, 2022, Regular Meeting. o Objective 2.3 – Begin to solicit panelists and set a deadline to have a panel in place by October 5, 2022. o Objective 2.4 – Develop a marketing plan, including a flyer and social media posts. Begin advertising the event to Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations by October 11, 2022. o Objective 2.5 –Prepare a survey for participants and ask for feedback from panelists and attendees after the event. o Objective 2.6 – Prepare and send thank you notes to all panelists and complete any follow-up for the event within seven days. o Objective 2.7 – Meet to review and provide feedback about the event. Discuss what went well and what future improvements can be made. Present the findings at the December 14, 2022, YAC Special Meeting. WORK PLAN GOAL #3 – Benefit Concert Plan and implement the 2023 Dublin Benefit Concert at the first Dublin Farmer’s Market of the season on April 6, 2023. Acts will include Dublin-based youth and senior organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities. The event benefits the Youth Fee Assistance Program. o Objective 3.1 – Establish a timeline and work plan for the event, and appoint four members to an ad-hoc committee at the September 28, 2022, Regular Meeting. o Objective 3.2 – Create an application for performers by February 10, 2023, for Staff review. Solicit youth and senior performers from the DUSD high and middle schools, Quarry Lane School, Valley Christian Schools, City contract youth and senior instructors, Dublin cultural arts businesses, and other venues where youth and senior artists perform starting on February 15, 2023. o Objective 3.3 – The Ad-hoc Committee will review applications between March 1 and 7 and select performers by March 10, 2023. o Objective 3.4 – Create a flyer for Staff review and advertise in the Spring Recreation Activity Guide, City website, City newsflash, and distribute by YAC members starting March 15, 2023. o Objective 3.4 – Attend, emcee, and implement the 2023 Dublin Benefit Concert on April 6, 2023, at the Farmer’s Market in Emerald Glen Park. 9 Page 3 of 4 WORK PLAN GOAL #4 – Youth Hackathon Plan and host a Youth Hackathon event. This one-day event will include Dublin-based youth ages 11-14 to compete in coding activities in teams. All Committee members must be present at the event and help with setup, logistics, and clean-up. An ad-hoc committee of no more than four members will be selected at the December 14, 2022, Special Meeting. o Objective 4.1 – Secure location, date, and time by January 13, 2023. o Objective 4.2 – Develop rules, guidelines, scoring, judges, awards, and timeline by March 10, 2023. o Objective 4.3 – Develop a marketing plan, including preparing a flyer and registration form by March 15, 2023. o Objective 4.4 – Advertise and begin accepting applications on March 23, 2023, to the DUSD high school and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations. o Objective 4.5 – Open registration beginning March 21, 2023, until a week before the event date. o Objective 4.6 – Review the activity roster and send pertinent event details to participants via email one week prior to the event date. o Objective 4.7 – Hold the event on a weekday evening or Saturday in early to mid-May. Ask attendees for feedback after the event. o Objective 4.8 – Review and provide feedback, including what went well, and what future improvements can be made at the May 24, 2023, Regular Meeting. WORK PLAN GOAL #5 – Annual Report Generate an annual report highlighting the accomplishments of the Youth Advisory Committee during the 2022-23 term. Chair and Vice Chairperson to present the report to the Parks and Community Services Commission and the City Council. o Objective 5.1 - Chair and Vice Chairperson to create a draft PowerPoint presentation of accomplishments of the 2022-23 Youth Advisory Committee and provide Parks and Community Services Staff with the Annual Report presentation by March 10, 2023. o Objective 5.2 - Present the Annual Report at the March 22, 2023, Youth Advisory Committee meeting for YAC members to review and provide feedback. o Objective 5.3 - Present the Annual Report to the Parks and Community Services Commission at their April 17, 2023 meeting and the City Council at their May 16, 2023 meeting. DESCRIPTION:Youth Advisory Committee (YAC)members have identified the need to address mental health issues in the Dublin youth community. Accordingly, the YAC implemented a mental health forum for Dublin middle and high school youth, including panelists such as school counselors and local therapists that work with youth to provide an overview of mental health issues and coping strategies. The forum may include students that have experienced mental health issues and wish to share their stories. Discussion topics may include anxiety, depression, isolation, and other mental health struggles. The proposed event will be planned for mid-November. All members must be present for the entire event to assist with logistics. The Committee appointed four members to the Youth Mental Health Forum Ad-Hoc Committee at the Special Meeting on August 24, 2022. DESCRIPTION: Each year, the Youth Advisory Committee participates in a Tri-Valley Youth Committees Roundtable event with youth advisory committees from Danville, Livermore, Pleasanton,and San Ramon. Upon discussion and receipt of feedback, the Committee agreed to plan and implement the 2023 Dublin Benefit Concert at the first Dublin Farmer’s Market of the season on April 6, 2023. Acts will include Dublin-based youth and senior organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities. The event benefits the Fee Assistance Program. All members are expected to be present for the entire event to assist with setup, logistics, and cleanup.Staff recommends the formation of a 2023 Dublin Benefit Concert Ad Hoc Committee comprising no more than four members who will meet at least three times to plan the event. The Ad Hoc Committee will update the Committee at regular and special meetings.
