3.1. Introduction of New Employee: Serrie Padua, Office Assistant II in Community Development
A new member of City Staff will be introduced.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff member.
3.2. National Library Week Proclamation
The City Council will present Library Manager, Lee Jouthas, with a Proclamation in recognition of
National Library Week, which is April 14 to 20, 2013.
STAFF RECOMMENDATION:
Receive report and present the proclamation for National Library Week.
3.3. American Public Works Association's "2013 Project of the Year Award" - Alamo Canal
Trail/I-580 Undercrossing Project
The City of Dublin and the East Bay Regional Park District were recently recognized by the American
Public Works Association — Northern California Chapter with the "2013 Project of the Year Award for
Small Cities" for the successful completion of the Alamo Canal Trail/I-580 Undercrossing Project.
STAFF RECOMMENDATION:
Receive the report and accept the award from the APWA Northern California Chapter President.
3.4. City of Dublin Public Safety Open House, Saturday, April 13, 2013
The City of Dublin will be holding a Public Safety Open House on Saturday, April 13, 2013 from 1-4
pm. The event will be held at the Alameda County Office of Homeland and Emergency Services
(4985 Broder Blvd.). The Community is encouraged to come and see all of the equipment that Dublin
Public Safety Staff uses to keep them safe.
STAFF RECOMMENDATION:
Receive the report.

3.5. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non -controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the Regular City Council Meeting of March 19, 2013
The City Council will consider the approval of the minutes of the Regular City Council meeting of
March 19, 2013.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of March 19, 2013.
4.2. Approval of Tract Improvement Agreement and Agreement for Long -Term Encroachment for
Landscape Features for Tract 8105, Neighborhood "D-4," Positano/ Fallon Village (KB Home
South Bay)
KB Home South Bay, Inc. (KB Home) has purchased Tract 8105, Positano/Fallon Village
Neighborhood D-4 from Dublin RE Investors, LLC, by Braddock and Logan Services, Inc. (Braddock
and Logan). KB Home has executed an Improvement Agreement and posted security to guarantee
completion of the remaining improvements associated with Tract 8105, allowing the security
previously posted by Braddock and Logan to be released. KB Home has also executed an Agreement
for Long -Term Encroachment for Landscape Features for Tract 8105, allowing Braddock and Logan to
be released from the Agreement for Long -Term Encroachment they previously entered into with the
City.
STAFF RECOMMENDATION:
Adopt Resolution Approving the Improvement Agreement for Tract 8105, Neighborhood "D-4,"
Positano/Fallon Village with KB Home South Bay, Inc.; and adopt Resolution Approving the
Agreement for Long Term Encroachment for Landscape Features for Tract 8105, Neighborhood "D-
4," Positano/Fallon Village with KB Home South Bay, Inc.
5. WRITTEN COMMUNICATION — None.
6. PUBLIC HEARINGS
6.1. Weeds and Combustible Refuse Abatement Order
In accordance with Resolution 04 -13 (adopted February 5, 2013), the City Council declared that there
is a public nuisance created by weeds and combustible debris growing and accumulating upon the
streets, sidewalks and property within the City. Notice of this was posted and letters sent to those
property owners with violations.
STAFF RECOMMENDATION:
Conduct public hearing, deliberate, and direct Staff to continue the weed abatement process.

8. NEW BUSINESS
8.1. Appropriate Funding to an Existing Underfunded Capital Improvement Program (CIP) Project
S-8 - Citywide Signal Communications Upgrade
This item seeks City Council approval of a new CIP project. The 2012 — 2017 CIP identified Citywide
Signal Communications Upgrade project (S-8) as underfunded in the Future Projects category.
However, starting with the Fiscal Year 2011/12, the City began receiving revenues from the voter -
approved Vehicle Registration Fee (VRF) program, and the proposed project is eligible under this
program. The recommended CIP will replace and upgrade obsolete software and hardware at the
existing traffic signals and the Traffic Operations Center (TOC) to enhance traffic signal operations
and maintenance along the major city streets. It will also reactivate the use of existing traffic
monitoring cameras for real time imagery, enable remote management of traffic signals during
emergencies, and provide real time traffic information to the public via the City's web site. To assist
the City in the project implementation, Staff is requesting the extension of the on -call consulting
services agreement of Public Works technical consultant, NOVANI, LLC.
STAFF RECOMMENDATION:
Approve a Capital Improvement Program (CIP) Project - Citywide Signal Communications Upgrade;
and adopt Resolution amending the existing on -call consulting services agreement of Public Works
technical consultant, NOVANI, LLC.
8.2. Consideration of Joining the StopWaste.Org Joint Exercise of Powers Agreement (JPA)
Creating the Energy Council
The Alameda County Waste Management Authority (ACWMA) has established an Energy Council for
the purpose of securing funding for energy -related programs and implementing such programs on a
Countywide basis. The mechanism for forming the Council is a Joint Exercise of Powers Agreement
(JPA). The City Council will consider approving participation in the Energy Council JPA.
STAFF RECOMMENDATION:
Consider not joining the Energy Council JPA at this time.
8.3. Report on 2013 Dublin Pride Week Activities
The City Council will receive a report on the planned activities for the 2013 Dublin Pride Week,
scheduled for April 27 — May 4, 2013.
STAFF RECOMMENDATION:
Receive the 2013 Dublin Pride Week activities report.
9. OTHER BUSINESS
Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and
Reports by Council related to Meetings attended at City Expense (AB1234).
