Meeting Procedure During Coronavirus (COVID-19) Outbreak:
In keeping with the guidelines provided by the State of California and Alameda County
Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak,
and recommendations to follow social distancing procedures, the City of Dublin will adopt the
following practices during upcoming City Council meetings:
• The Dublin City Council will hold the meetings remotely via Zoom Video
Communications.
• Per normal practice, the meeting will be livestreamed and available at www.TV30.org for
viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m.
This meeting will also be available on the City's website:
http://dublinca.iqm2.com/Citizens/default.aspx
• Online speaker slips will be available at www.dublin.ca.gov, and the public will be able to
call in using a computer/or smart phone via a link which will be provided following
submission of a speaker slip. A telephonic option will also be available.
• Once connected, the public speaker will be connected to the Zoom webinar as an attendee
and muted. The speaker will be able to see the meeting from inside Zoom.
• When the agenda item upon which the individual would like to comment is addressed, the
speaker will be announced in the meeting when it is his/her time to speak to the City
Council. The speaker will then be unmuted for comment.

3.1. PUBLIC COMMENT
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non -controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. City Proclamations for the Month of September STAFF REPORT
The City Council will consider the following proclamations for the month of September in

the City of Dublin: Constitution Week, National Suicide Prevention and Awareness Month,
National Hispanic Heritage Month, National Childhood Cancer Awareness Month, National
Wilderness Month, National Prostate Cancer Awareness Month, National Preparedness
Month, National Ovarian Cancer Awareness Month, National Childhood Obesity Awareness
Month, and National Alcohol and Drug Addiction Recovery Month.
STAFF RECOMMENDATION:
Approve the proclamations.
4.2. Approval of Third Amendment to PCS Site Agreement for Lease of Communications
Site (11600 Shannon Avenue) STAFF REPORT
The City Council will consider approving a Third Amendment to the PCS Site Agreement for
Lease of Communications Site located at 11600 Shannon Avenue. Since 2001, the City has
had a lease agreement with a telecommunications firm for a small site adjacent to the
Shannon Center. The proposed agreement provides four, five-year renewal terms with the
final term expiring on November 5, 2041, a one-time payment to the City of $10,000, and
increases monthly rent to $2,653.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Third Amendment to the PCS Site Agreement (11600
Shannon Avenue).
4.3. Agreement with OpenGov Inc. for Financial Transparency, Budgeting, and Citizen
Engagement Software STAFF REPORT
The City Council will consider approval of a software services agreement with OpenGov Inc.
for implementation and annual maintenance of a software package that includes a financial
transparency module, internal budgeting system, organizational performance measures, and
citizen engagement tools.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Software Services Agreement with OpenGov Inc.
4.4. Authorizing the Procurement of Office Supplies from Blaisdell's Business Products
STAFF REPORT
The City Council will consider waiving the competitive bidding process and authorizing the
continued use of Blaisdell's Business Products as the City's primary vendor of office supplies
for daily business operations.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing the Procurement of Office Supplies from Blaisdell's
Business Products.
4.5. California Community Housing Agency (Ca1CHA) Middle -Income Rental Housing
Program STAFF REPORT
The City Council will consider authorizing the City to become an additional member of the
California Community Housing Agency (Ca1CHA) Joint Powers Authority for the
production, preservation, and protection of essential middle -income rental housing.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing the City to Become an Additional Member of the
California Community Housing Agency (Ca1CHA); Supporting Ca1CHA's Issuance of Tax -
Exempt Bonds for the Production, Preservation and Protection of Essential Middle -Income
Rental Housing; and Authorizing the City Manager to Enter into Purchase Option
Agreements with Ca1CHA for Essential Middle -Income Rental Housing Created within City
Limits.
4.6. Annual Review of the City's Investment Policy STAFF REPORT
The City Council will review the City's Investment Policy (Policy), including changes
proposed this year to align the Policy with best practices for credit risk. The City Council
will also confirm the designated positions authorized to complete investment transactions.
While not required by statute, annual review of a local agency's investment policy is

recommended by the California Debt and Investment Advisory Commission and is included
as a requirement in the City Policy.
STAFF RECOMMENDATION:
Adopt the Resolution Completing the 2020 Annual Review of Investment Policy and
Delegation of Authority to Complete Investment Transactions.
4.7. Public Art Proposal - Zeiss Innovation Campus STAFF REPORT
The City Council will consider Carl Zeiss Meditec's proposal for Public Art at the new Zeiss
Innovation Campus and associated installation and maintenance agreement.
STAFF RECOMMENDATION:
Approve the artwork and adopt the Resolution Approving a Public Art Installation and
Maintenance Agreement with Carl Zeiss Meditec, Inc. for Public Art at the Zeiss Innovation
Center.
4.8. Second Reading of Ordinance Reducing the Speed Limit on Dublin Boulevard between
Scarlett Drive and Tassajara Road to 40 MPH STAFF REPORT
The City Council will consider adopting an ordinance to reduce the speed limit from 45 miles
per hour to 40 miles per hour on Dublin Boulevard between Scarlett Drive and Tassajara
Road. The first reading of this ordinance was held at the August 18, 2020, Regular City
Council Meeting.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending the Dublin Traffic Code to Reduce
the Speed Limit on Dublin Boulevard between Scarlett Drive and Tassajara Road.
5. WRITTEN COMMUNICATION
5.1. Informational Item: COVID-19-Related Moratoriums on Rent Increases and Late Fees
STAFF REPORT SB 343
The City Council will receive an informational report on the COVID-19-related moratoriums
on rent increases and late fees enacted by various cities and counties in the East Bay.
STAFF RECOMMENDATION:
Receive the report and provide direction to Staff on any next steps.

7. UNFINISHED BUSINESS
7.1. CARES Act Funding Proposed Spending Plan STAFF REPORT PRESENTATION
The City Council will consider approval of a spending plan for the City's allocation of
$811,404 in funding from the Coronavirus Aid, Relief, and Economic Security (CARES)
Act, as provided for in the State's Fiscal Year 2020-21 Adopted Budget, for expenditures
incurred due to the COVID-19 Public Health Emergency.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the CARES Act Funding Spending Plan.
8. NEW BUSINESS
8.1. COVID-19-Related Limit on Fees Charged by Third -Party Food Delivery Companies
STAFF REPORT PRESENTATION
The City Council will receive a report on the COVID-19-related limit on fees charged by
third -party food delivery companies enacted by various cities in the East Bay.
STAFF RECOMMENDATION:
Receive the report and provide direction to Staff on any next steps.
8.2. Dublin Municipal Code Amendments to Authorize Administrative Citations for the
Municipal Code and Other Enforceable City Regulations and Standards and to Declare
Violations of Public Heath Orders to be Unlawful STAFF REPORT PRESENTATION

The City Council will consider amendments to the Dublin Municipal Code (DMC) to provide
designated enforcement officers with the authority to impose administrative citations for
violations of the Municipal Code and certain other enforceable city regulations and standards
and to declare violations of the Public Health Orders to be unlawful. Specifically, the
proposed amendments will make a violation of a Public Health Order, a violation of the
Dublin Municipal Code and will adopt the necessary due process regulations for
administrative enforcement, including noticing, fines, and appeal procedures for
administrative citations.
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE the Ordinance Amending the Dublin Municipal Code
to Authorize Administrative Citations for Violations of the Municipal Code and Other
Enforceable City Regulations and Standards and to Declare Violations of Public Health
Orders to be Unlawful; and adopt the Urgency Ordinance Amending the Dublin Municipal
Code to Authorize Administrative Citations for Violations of the Municipal Code and Other
Enforceable City Regulations and Standards and to Declare Violations of Public Health
Orders to be Unlawful, as an urgency matter necessary for the immediate preservation of the
public peace, health, and safety for the period until the proposed regular Ordinance becomes
effective. The Urgency Ordinance requires a four -fifths vote of the City Council.
8.3. Establishment of a Community Taskforce STAFF REPORT PRESENTATION
The City Council will consider the recommendations by Councilmembers Josey and
Kumagai on the formation of a Community Taskforce on policing in Dublin.
STAFF RECOMMENDATION:
Receive the report, discuss, and select a scope, and consider the formation of a Community
Taskforce.
8.4. Temporary Political Signs STAFF REPORT PRESENTATION
The City Council will receive a report on the City's current regulations pertaining to
temporary political signs and how they are enforced.
STAFF RECOMMENDATION:
Receive the report.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
