The meeting was called to order at 7:00 PM by Commission Chair Grier. 1. Written Communication – None 6. Public Hearing – 6.1 SCS Dublin (PLPA-2022-00005) Kristie Wheeler, Assistant Community Development Director, introduced Amy Million, Principal Planner. Amy Million, Principal Planner, provided a presentation and responded to questions. Kevin Fryer, representative for property owner, provided a presentation and responded to questions. Chair Grier opened the public hearing. Nicholas Kozachenko provided public comment. Brandon Evans provided public comment. Jason Gumataotao provided public comment. Chair Grier closed the public hearing. Commissioners asked Staff further questions and deliberated. On a motion by Vice Chair Tyler, seconded by Commissioner Thalblum by a vote of 5-0, the Planning Commission approved Staff’s recommendation and adopted: RESOLUTION NO. 22-13 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL CERTIFY THE FINAL ENVIRONMENTAL IMPACT REPORT AND APPROVE AMENDMENTS TO THE GENERAL PLAN AND EASTERN DUBLIN SPECIFIC PLAN, A PLANNED DEVELOPMENT ZONING DISTRICT WITH STAGE 1 AND 2 DEVELOPMENT PLANS AND A DEVELOPMENT AGREEMENT RELATED TO THE SCS DUBLIN PROJECT (PLPA-2022-00005) (APNS 985-0051-004, 985-0051-005, 985-0051-006, 985-0052-024, AND 985-0052- 025) DUBLIN PLANNING COMMISSION MINUTES 3 REGULAR MEETING OCTOBER 25, 2022 RESULT: ADOPTED [5-0] MOVED BY: Renata Tyler SECOND: Janine Thalblum AYES: Catheryn Grier, Kashef Qaadri, Janine Thalblum, Renata Tyler, Stephen Wright NOES: 6.2 Housing Element (PLPA-2022-00005) Kristie Wheeler, Assistant Community Development Director, introduced Michael Cass, Principal Planner. Michael Cass, Principal Planner, provided a presentation and responded to questions. Commission Chairperson Grier asked if there were any public speakers and there were none. Commissioners asked Staff further questions and deliberated. On a motion by Commissioner Qaadri, seconded by Vice Chair Tyler by a vote of 5-0, the Planning Commission approved Staff’s recommendation and adopted: RESOLUTION NO. 22-14 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL: 1) ADOPT AN INITIAL STUDY/NEGATIVE DECLARATION; 2) APPROVE THE 2023 – 2031 HOUSING ELEMENT AND AUTHORIZE STAFF TO SUBMIT THE HOUSING ELEMENT TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR CERTIFICATION; 3) APPROVE ASSOCIATED AMENDMENTS TO THE GENERAL PLAN, EASTERN DUBLIN SPECIFIC PLAN, AND DOWNTOWN DUBLIN SPECIFIC PLAN; AND 4) APPROVE AMENDMENTS TO PLANNED DEVELOPMENT ZONING FOR SITES D-2 AND E-2 OF THE DUBLIN TRANSIT CENTER AND HACIENDA CROSSINGS SHOPPING CENTER (PLPA-2022-00036) DUBLIN PLANNING COMMISSION MINUTES 4 REGULAR MEETING OCTOBER 25, 2022 RESULT: ADOPTED [5-0] MOVED BY: Kashef Qaadri SECOND: Renata Tyler AYES: Catheryn Grier, Kashef Qaadri, Janine Thalblum, Renata Tyler, Stephen Wright NOES: 7. The November 8 meeting will have one item on the agenda, which is the Bike and Pedestrian Plan. 10.
