DESCRIPTION: The City Council will consider approval of the minutes of the November 1, 2022 Regular City Council Meeting. STRATEGIC PLAN INITIATIVE: None. A full video recording of the meeting with the agenda items indexed and time stamped is available on the City's website at: https://dublin.ca.gov/ccmeetings REGULAR MEETING 7:00 PM A Regular Meeting of the Dublin City Council was held on Tuesday, November 1, 2022, in the City Council Chamber. The meeting was called to order at 7:00 PM, by Mayor Hernandez. 1) CALL TO ORDER Attendee Name Melissa Hernandez, Mayor Jean Josey, Vice Mayor Shawn Kumagai, Councilmember Status Present Present Present Michael McCorriston, Councilmember Present Dr. Sherry Hu, Councilmember Present 2) PLEDGE OF ALLEGIANCE 3) ORAL COMMUNICATIONS 3.1) Employee Introduction New City of Dublin Staff member, Darlynn Haas, Management Analyst II with the Administrative Services Department, was introduced. 3.2) Public Comment Tom Evans provided public comment. Jeanine Gillengerten provided public comment. 4) CONSENT CALENDAR 4.1) Approved the October 18, 2022 Regular City Council Meeting Minutes. DUBLIN CITY COUNCIL MINUTES REGULAR MEETING November 1, 2022 11 4.2) Waived the first reading and introduced the Ordinance Repealing and Replacing Chapters 5.08 (Fire Code), 7.28 (Building Regulation Administration Code), 7.32 (Building Code), 7.34 (Residential Code), 7.36 (Electrical Code), 7.40 (Plumbing Code), 7.44 (Mechanical Code), 7.48 (Building Maintenance Code) and 7.94 (Green Building Code) of the Dublin Municipal Code, and Repealing Chapter 7.24 (Flood Control) and Adopting Chapter 7.24 (Floodplain Management Regulations and Adding Chapter 7.46 (Existing Building Code) to the Dublin Municipal Code, in Order to Adopt by Reference and Amend Provisions of the 2022 Edition of the California Building Standards Code, Title 24, California Code of Regulations, and Adding Chapter 7.45 (Swimming Pool and Spa Code) to the Dublin Municipal Code in Order to Adopt by Reference and Amend Provisions of the 2021 Edition of the International Swimming Pool and Spa Code; and set the public hearing for November 15, 2022, to waive the second reading and adopt said Ordinance and adopt the Resolution Approving the Finding of Necessity for Amendments to the 2022 California Building Standards Code. 4.3) Adopted Resolution No. 125-22 titled, "Approving an Amendment to the Consulting Services Agreement Between the City of Dublin and Keyser Marston Associates, Inc. for On -Call Real Estate and Development Consulting Services." 4.4) Waived the reading and adopted Ordinance No. 11-22 titled, "Amending Chapter 2.24 of the Dublin Municipal Code Relating to the City's Conflict of Interest Code." 4.5) Adopted Resolution No. 126-22 titled, "Approving the Purchase of Traffic Signal, Communication, and Streetlight Equipment Purchases from JAM Services, Inc." 4.6) Selected the name Wallis Ranch Community Park for the new community park near the Wallis Ranch residential neighborhood. 4.7) The City Council received a status update on the City's Two -Year Strategic Plan. 4.8) Waived the reading and adopted Ordinance No. 12-22 titled, "Approving an Amendment to Planned Development Zoning Ordinance No. 03-19 for Kaiser Commercial Project." This item was pulled from the Consent Calendar by Councilmember Michael McCorriston who asked for a separate vote on the item. 4.9) Adopted Resolution No. 127-22 titled, "Finding That There is a Proclaimed State of Emergency; Finding That Meeting in Person Would Present Imminent Risks to the Health or Safety of Attendees as a Result of the State of Emergency; and Authorizing Remote Teleconferenced Meetings of the Legislative Bodies of the City of Dublin Pursuant to AB 361." DUBLIN CITY COUNCIL MINUTES REGULAR MEETING November 1, 2022 12 On a motion by Councilmember Kumagai, seconded by Vice Mayor Josey, and by unanimous vote, the City Council adopted the Consent Calendar items, except item 4.8. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Shawn Kumagai, Councilmember SECOND: Jean Josey, Vice Mayor AYES: Hernandez, Josey, Kumagai, McCorriston, Hu On a motion by Councilmember Kumagai, seconded by Councilmember Hu, and by four -to -one vote, the City Council adopted Consent Calendar item 4.8, waiving the reading and adopting Ordinance No. 12-22 titled, "Approving an Amendment to Planned Development Zoning Ordinance No. 03-19 for Kaiser Commercial Project." RESULT: ADOPTED [UNANIMOUS] MOVED BY: Shawn Kumagai, Councilmember SECOND: Dr. Sherry Hu, Councilmember AYES: Hernandez, Josey, Kumagai, Hu NOES: McCorriston 5) WRITTENCOMMUNICATION — None. 6) PUBLIC HEARING — N one. 7) UNFINISHED BUSINESS 7.1) Informational Item on Voluntary Special N eeds Registry The City Council received a report on voluntary special needs registries, which function as channels for parents or guardians of community members with special needs to provide the police with information regarding any assistance those persons may require during an interaction with first responders. The City Council asked clarifying questions and shared their thoughts on the program. 8) NEW BUSINESS —None. DUBLIN CITY COUNCIL MINUTES REGULAR MEETING November 1, 2022 13 9) OTHERBUSINESS The City Council and Staff provided brief information -only reports, including committee reports and reports by City Council related to meetings attended at City expense (AB1234).
