EXECUTIVE SUMMARY:
The City Council will consider the acceptance of the Dublin Heritage Park Cemetery
Improvements. The project improved the courtyard, pathways, landscape, irrigation, parking lot,
street frontage, lighting, memorial program elements, site furniture, and upgraded IT
infrastructure.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Dublin Heritage Park Cemetery Improvements Project, CIP No.
PK0215.
FINANCIAL IMPACT:
The Dublin Heritage Park Cemetery Improvements Project is complete, though there may be some
minor close-out expenditures. Project funding and estimated costs are as follows:

On April 20, 2021, the City Council awarded a contract for the Dublin Heritage Park Cemetery
Improvements Project (CIP No. PK0215) to Saboo, Inc. for $1,031,000 plus a contingency amount
of $100,000. The project consisted of restoration of the tree allee along Hawthorne Lane,
landscape improvements throughout the site, the addition of a shade structure and improvements
to the courtyard adjacent to Old St. Raymond's Church, renovation of the existing pathways within
the cemetery, lighting improvements, the addition of site furnishings, creation of spaces for
memorial program elements (pavers, monuments, benches and boulders), the resurfacing of and
accessibility upgrades to the parking lot, installation of two electric vehicle charging stations,
frontage improvements, and the expansion of parking along Donlon Way.
On November 6, 2021, the City Council approved additional improvements and a budget change in
the amount of $210,000 to support information technology infrastructure upgrades, including
new data conduits within the park and to the street right-of-way, and utility service connection
points. Also included was the installation of fiber optic network cabling between the park
buildings, creating a connected campus.
Staff has determined that the project is complete and recommends that the City Council accept the
project and begin the warranty period.

RESOLUTION NO. XX - 22
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING THE DUBLIN HERITAGE PARK CEMETERY IMPROVEMENTS PROJECT, CIP
No. PK0215
WHEREAS, on April 20, 2021, the City of Dublin entered into a contract with Saboo, Inc.
for the Dublin Heritage Park Cemetery Improvements Project that included improvements to the
courtyard, pathways, landscape, irrigation, parking lot, street frontage, lighting, memorial
program elements, and site furniture; and
WHEREAS, on November 6, 2021, the City Council approved additional improvements
and a budget change to support IT infrastructure updates that included new data conduits, utility
service connection points, and installation of fiber optic network cabling; and
WHEREAS, said improvements have been completed in accordance with plans and
specifications, and any approved modifications thereof, to the satisfaction of the City Engineer
of the City of Dublin; and
WHEREAS, as a condition of the contract, Saboo, Inc., is required to warranty the
improvements for a period of one year following acceptance of the work by the City of Dublin
and maintain a maintenance bond in the amount of 10% of the final contract value.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby accept the Dublin Heritage Park Cemetery Improvements, Project No. PK0215, and
authorize Staff to file a Notice of Completion with Alameda County.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or designee to release the retention, if after 35 days of filing the
Notice of Completion there are no subcontractor claims.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or designee to release the maintenance bond at the end of the one-
year warranty period.
