CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the November 17, 2021 Youth Advisory Committee Special Meeting Minutes The Committee will consider approval of the minutes of the November 17, 2021 Youth Advisory Committee Special Meeting. New Business 5.1 2022 Dublin Benefit Concert Ad-Hoc Committee Updates and Discussion The Dublin Benefit Concert Ad-Hoc Committee reported updates for the 2021-22 Youth Advisory Committee Work Plan for discussion. The Committee received the report. 5.2 Youth Mini Grant Presentations Youth Mini Grant applicants made presentations to the Committee. PCS Student Representative Rallapally left at 8:30PM The Committee rated applicant presentations and recommended the following funding awards: 1. Dublin High School Chess Club - $425 2. Gardeners of the Galaxy - $700 3. Helping Hands for All - $75 4. Teens Unite for Education - $300 5. DESCRIPTION:The Youth Mental Health Forum was hosted by the Youth Advisory Committee on November 10, 2021 at Ambrose Hall at the Shannon Community Center. The event was for middle- and high-school-aged youth and their parents. Panelists included school counselors, local therapists, teachers, coaches, organization leaders, and others that work with youth that provided an overview of mental health issues and discussed coping strategies. Dublin High School Culinary Academy donated treat packets in appreciation of the panelists and 100 snacks for the reception.There were approximately 50 people in attendance including Committee members, Staff, and the public.The Youth Mental Health Ad-Hoc Committee planned the event, prepared the program, solicited panelists, and advertised the event at Dublin high and middle schools, through social media, in the Dublin High School newsletter, at the Splatter information booth, in the Dublin library display case, on The Wave digital boards, and on the Senior Center marquee. 7 Page 2 of 2 STRATEGIC PLAN INITIATIVE:None. ATTACHMENTS:1) Youth Mental Health Flyer 2) Youth Mental Health Forum Program 8 Youth Mental Health Forum Wednesday, November 10, 2021 6:00 – 8:30 p.m. Shannon Community Center 11600 Shannon Avenue, Dublin CA 94568 The Youth Mental Health Forum is for Dublin middle school and high school youth and their parents. Panelists will include school counselors, local therapists, teachers, coaches, and others who work with youth, providing an overview of mental health issues Dublin youth experience, as well as coping strategies. The format will include an introduction from each panelist, followed by questions from the Youth Advisory Committee that each panelist will have time to discuss, followed by questions from the audience. The forum may include students who have experienced mental health issues and wish to share their stories. Discussion topics may include anxiety, depression, isolation, and other mental health struggles. Refreshments will be provided following the event. For information about this and other events hosted by the Youth Advisory Committee please email youthadvisory@dublin.ca.gov. The City of Dublin Youth Advisory Committee is pleased to host Tri-Valley Attachment 1 9 The City of Dublin Youth Advisory Committee identified the need for an event that addresses mental health issues including anxiety, depression, isolation, and other mental health struggles that Dublin youth experience. The Committee planned the event and logistics, prepared the program, solicited panelists, and advertised the event. Panelists include school counselors, local therapists, teachers, coaches, organization leaders and others that work with youth to provide an overview of mental health issues and coping strategies. The question and answer portion of the program is an opportunity for the public to ask questions and for students and parents that have experienced mental health issues that wish to share their stories. His duties include running the day-to-day Teen Outreach Programs including The Teen Talent Showcase and The Teen Rock Band Showcase. He also works on developing A Brighter Day’s fundraising efforts. His work has been instrumental in driving their mission to help support Teens suffering with stress and depression. Michael also brings decades of experience working with both large and small, startup and multi-national corporations in senior level sales and marketing management and a lifetime of musical arts experience as a professional performing musician (drums, percussion, guitar, keyboards, trumpet, sound design, and sampling), as well as a recording artist, recording engineer, and record producer. He received an Emmy Award for Music and Sound Production for the PBS Documentary Spare The Rod, a poignant documentary about child abuse. Marsha McInnis is a trained mental health family advocate and founder of the National Alliance on Mental Health (NAMI) Tri-Valley. She is honored to be a panelist. She wants to be clear she is not a school counselor nor a therapist, but a family member trained to listen and help. She recently finished service on the Alameda County Mental Health Advisory Board, representing District 1 (Dublin, Livermore, and Fremont) where she developed a parent resource and support group to help parents with a child under 18 with emotional or mental health difficulties. Tim Sbranti is an East Bay native and statewide leader in public service and education. He is an elected board trustee to the Chabot-Las Positas Community College District and is a leader with Innovation Tri Valley. He is a founding board member of the California Collaborative for Educational Excellence (CCEE) and worked with former State Superintendent of Public Instruction, Tom Torlakson to build the capacity of the California Department of Education. Tim also served over 10 years on the Dublin City Council, including three elected terms as Mayor, and also served as Deputy Chief of Staff and District Director for Congressman Eric Swalwell (CA-15). He is the co-chair of SupplyBank.org and is actively involved with youth development throughout the state. He is a graduate of Dublin High School. Sergeant Chris Shepard supervises the Dublin Police Services Crime Prevention/School Resource Officer Unit. He responds to various calls for service at schools within the City of Dublin, as well as providing community programs such as the Neighborhood Watch program, Youth Academy, Police Explorer program, and the Citizens Academy. Sergeant Shepard’s unit is also part of the City’s homeless outreach team that makes contact with Dublin’s unhoused population and provides resources through our community-based partner, CityServe. Many of our unhoused population suffers from mental health-related issues. Yvonne (Vonn) Taylor is a member of the LGBTQ community who has served as leadership mentor, grief counselor, and athletic coach for numerous at-risk youths. She has a bachelor’s degree in psychology with a minor in sports psychology, two master’s degrees (Education and Sports Administration), and is currently completing her doctoral degree in higher education leadership, diversity, and inclusion. Vonn struggled as a teenager and young adult dealing with her sexuality before coming out to her friends and family at the age of 24. Since then, she has been a strong advocate for openness and acceptance. She is currently a Recreation Coordinator in the Parks & Community Services Department for the City of Dublin. Cynthia Walker is the head counselor at Dublin High School (DHS). She leads a team of nine school counselors and one mental health counselor. She has been a high school counselor for 14 years, 10 of those years at DHS. Her passion for working with young people keeps her busy volunteering as a youth ministry leader, camp counselor, and chaperoning youth mission field trips abroad at various times during the past 30+ years. Being a part of a student’s high school journey, guiding them through decisions and preparation for life beyond high school, celebrating achievements and breakthroughs, and watching them mature, developing their resilience and life skills are the rewards and some of the reasons why Cynthia chose and enjoys being a school counselor. DESCRIPTION:At the June 23, 2021 meeting, the Youth Advisory Committee discussed goals for the 2021-22work plan. Upon discussion and receipt of feedback, the Committee agreed to plan and implement a Youth Hackathon event. The Youth Hackathon is a one-day event where Dublin-based youth ages 13-18 compete in coding activities in teams. All members are expected to be present for the entire event to assist with setup, logistics during the event, and cleanup. Staff recommends the formation of a Youth Hackathon Ad-Hoc Committee of no more than fivemembers to meet at least four times to plan the event. The Ad-Hoc Committee will provide updates to the Committee at upcoming regular and special meetings. According to Work Plan Goal #4, the Ad-Hoc Committee shall meet February 16, March 16, April 6, and April 27 to complete the following objectives: 12 Page 2 of 2 o Objective 4.1 – Secure location, date, and time for the event by March 1, 2022. o Objective 4.2 – Develop rules, guidelines, scoring, judges, awards, and timeline for event day by March 10, 2022. o Objective 4.3 – Develop marketing plan including preparation of a flyer and registration form by March 15, 2022. o Objective 4.4 – Advertise to Dublin High School, Dublin Middle Schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations, and begin accepting applications, on March 23, 2022. o Objective 4.5 – Open registration beginning March 21 through April 8, 2022. o Objective 4.6 – Review activity roster and send pertinent event details to participants via email by April 13, 2022. o Objective 4.7 – Hold the event on a weekday evening or Saturday in early to mid-May. Ask attendees for feedback at conclusion of the event. o Objective 4.8 – Review and provide feedback about the event at the May 25, 2022 Regular Meeting. STRATEGIC PLAN INITIATIVE:None.
