MEETING PROCEDURE DURING CORONAVIRUS (COVID-19) OUTBREAK:
• In keeping with the guidelines provided by the State of California and Alameda County
Department of Public Health regarding gatherings during the coronavirus (COVID-19)
outbreak, and recommendations to follow social distancing procedures, the City of Dublin
will adopt the following practices during upcoming commission meetings:
• The Dublin Youth Advisory Committee will hold the meetings remotely via Zoom Video
Communications.

• The meeting will begin at 7:00 p.m.
• Online speaker slips will be available at www.dublin.ca.gov, and the public will be able
to call in using a computer/or smart phone via a link which will be provided following
submission of a speaker slip. A telephonic option will also be available.
• Once connected, the public speaker will be placed in an on-line waiting room. While in
the waiting room, the public speaker will hear the meeting while they are connected and
waiting to speak.
• When the agenda item upon which the individual would like to comment is addressed,
the speaker will be announced in the meeting when it is his/her time to speak to the
committee. The speaker will then be moved to the meeting for comment.

2.1 Public Comment
At this time, the public is permitted to address the Youth Advisory Committee on non -agendized
items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD
NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may
take place on any item not appearing on the posted agenda. The Youth Advisory Committee may
respond to statements made or questions asked, or may request Staff to report back at a future meeting
concerning the matter. Any member of the public may contact the Recording Secretary’s Office
related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The
exceptions under which the Youth Advisory Committee MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth
Advisory Committee with one single action. Members of the audience , Staff or the Youth Advisory Committee
who would like an item removed from the Consent Calendar for purposes of public input may request the Chair
to remove the item.

Henry Siu, Recreation Coordinator, presented the specifics of the item as

Committee Member Lin arrived at 7:11 PM.
Chair Goel invited the Committee to discuss and ask questions.
The Committee approved providing assistance in the promotion of the event.

Bridget Amaya, Assistant Director of Parks and Community Services, presented
the specifics of the item as outlined in the Staff Report.
8. Other Business
Chair Goel called upon members of the Youth and Senior Advisory Subcommittee for
the April 11 Dublin Benefit Concert to provide an update to the committee regarding
their meeting on January 13.
Committee Member Lin and Committee Alternate 3 Jandhyala, along with Henry Siu,
Recreation Coordinator, updated the Committee about the meeting on January 13.

Recruitment Process for the 2021-22 Youth Advisory Committee

EXECUTIVE SUMMARY:
The Youth Advisory Committee will receive a report on the recruitment process for the
upcoming Youth Advisory Committee and Student Representative to the Parks and
Community Services Commission for the 2021-22 term.
STAFF RECOMMENDATION:
Receive report.
FINANCIAL IMPACT:
None.
DESCRIPTION:
The Youth Advisory Committee (YAC) and Student Representative to the Parks and
Community Services Commission (Student Representative) each have 12 -month terms
which run from June through May for YAC and July through June for the Student
Representative. The recruitment period takes place in the spring each year and the
positions are appointed by the City Council, typically in May. Applicants must be Dublin
residents.
Youth Advisory Committee
Per its Bylaws and Rules of Procedure, the YAC is composed of a minimum of nine and
a maximum of 13 youth members, plus three alternates. At least three must be from
middle school and six from high school. The YAC gene rally meets on the fourth
Wednesday of every month and has the following general responsibilities:
Provide input on youth services and programming to the Parks and Community
Services Commission, City Council and City Staff.
Address issues that affect youth in the community.
Assist with the promotion and implementation of youth activities.
Generate an annual report on the progress of the YAC.

Additionally, Committee Members are expected to attend all regular meetings and
subcommittee meetings as assigned, attend the activities planned and sponsored by
the YAC, promote youth activities, and provide support for successful implementation of
youth activities and programs.
Student Representative
The Student Representative to the Parks and Community Serv ices Commission is a
high school student that is one of the six members of the Parks and Community
Services Commission. The Commission generally meets on the third Monday of every
month and has the following general responsibilities:
Consider and make recommendations as necessary to the City Council and to
City Staff in all matters pertaining to the operation and maintenance of an
effective, efficient, and adequate program of parks, recreation, and community
services for the citizens of Dublin.
Accept and consider recommendations from the Senior Center Advisory
Committee and the YAC, and forward the recommendations to the City Council,
as appropriate.
Application Process
The application period will begin Friday, February 26, 2021 and end on Friday, Ma rch
26, 2020. Applications will be available online (only) at www.dublin.ca.gov. This year’s
application process will include the following elements:
Online application form.
One letter of recommendation will be required for YAC applications.
Two letters of recommendation will be required for Student Representative
applications.
Applicants are strongly encouraged to attend at least one City Council or
Commission meeting prior to completing the application and before the
application deadline of Friday, March 26, 2021. In the event meeting
dates/times/locations are rescheduled, all meeting dates can be confirmed at
www.dublin.ca.gov prior to the meeting date.
o The City Council has two upcoming scheduled meetings on Tuesday,
March 2, 2021 and Tuesday, March 16, 2021 held via Zoom
communications at 7:00 PM.
o The Planning Commission has two upcoming scheduled meetings on
Tuesday, March 9, 2021 and Tuesday, March 23, 2021 held via Zoom
communications at 7:00 PM.
o The Heritage and Cultural Arts Commission has one upcoming scheduled
meeting on Thursday, March 11, 2021 held via Zoom communications at
7:00 PM.
o The Parks and Community Services Commission has one upcoming
scheduled meeting on Monday, March 15, 2021 held via Zoom
communications at 7:00 PM.
o The YAC has one upcoming scheduled meeting on Wednesday, March
24, 2021 held via Zoom communications at 7:00 PM.
o The Human Services Commission has one upcoming scheduled meeting
on Thursday, March 25, 2021 held via Zoom communications at 7:00 PM.

Current YAC members who meet the qualifications are encouraged to reapply for the

Committee and Student Representative to the Parks and Community Services
Commission and inspire youth within the community to apply for the 2021 -22 term using
various marketing efforts at their respective schools and in the community.
Students interested in applying for the Y AC or Student Representative positions will
need to submit a completed online application by the deadline of Friday, March 26,
2021 at 5:00 PM. All application materials, including letters of recommendation, must be
received by the deadline.
