CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted ag enda. The Youth Advisory Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Youth Advisory Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Minutes of the August 28, 2019 Regular Youth Advisory Committee Meeting The Advisory Committee will consider approval of the minutes of the August 28, 2019 Regular meeting. Tri-Valley Youth Advisory Committee Roundtable Event The Committee will discuss attending a roundtable event with Youth Advisory Committee Members from Danville, Pleasanton and San Ramon to discuss teen initiatives and the 2020 Tri-Valley Teen Job and Career Fair. STAFF RECOMMENDATION: September 25, 2019 Dublin Youth Advisory Committee AgendaPage 2 of 2 Attend the Tri-Valley Youth Advisory Committee Roundtable event on Saturday, November 16, 2019, located at the San Ramon Community Center, from 1:00 to 4:00 p.m. 7.2. 2019-2020 Youth Mini Grant Program Timeline and Work Plan The Advisory Committee will establish the 2019-2020 Youth Mini Grant Program Timeline and Work Plan. STAFF RECOMMENDATION: Approve the 2019-2020 Youth Mini Grant Program Timeline and Work Plan. 7.3. Youth Advisory Committee Work Plan for the 2019- 2020 Term The Advisory Committee will review, discuss and establish the Youth Advisory Committee Work Plan for the 2019-2020 term. STAFF RECOMMENDATION: Receive report and establish the Youth Advisory Committee Work Plan for the 2019- 2020 term. 8. OTHER BUSINESS Brief information only reports from the Committee and/or Staff, including committee reports and reports by the Committee related to meetings attended at City expense (AB1234). 9. Election of Youth Advisory Committee Chairperson and Vice Chairperson Laura Johnston, Recreation Supervisor, presented the specifics of the item as outlined in the Staff Report. Committee Members Saini, Jain, Vasquez, and Chan provided a brief two-minute personal statement explaining to the Committee why they should be elected as Chairperson or Vice Chairperson. On motion by Committee Member Dhot seconded by Committee Member Vij with and by unanimous vote to accept Committee Member Jain to the position of Youth Advisory Committee Chairperson for the 2019-2020 term. On motion by Committee Chairperson Jain seconded by Committee Member Lakshman, and by unanimous vote to accept Committee Member Chan to the position of Youth Advisory Committee Vice Chairperson for the 2019-2020 term. 7.2. Robert Rules of Order and Brown Act Walfred Solorzano, Deputy City Clerk, presented the specifics of the item as outlined in the Staff Report. The Committee received the report. 7.3. Bylaws and Rules of Procedure Laura Johnston, Recreation Supervisor, presented the specifics of the item as outlined in the Staff Report. The Committee received the report. 8. Other Business None. 9. Committee Members are encouraged to attend. Last year, the Tri-Valley Youth Advisory Committee Roundtable event was held on Saturday, January 27, 2018, at the Danville Community Center. Youth A dvisory Committee Members from Danville, Dublin, Pleasanton, and San Ramon met from 1:00 to 4:00 p.m. to discuss current youth issues, their Committee goals and ideas for the Tri-Valley Teen Job and Career Fair. STAFF RECOMMENDATION: Approve the 2019-2020 Youth Mini Grant Program Timeline and Work Plan. FINANCIAL IMPACT: The City of Dublin Youth Mini Grant Program is supported by the General Fund in the amount of $1,600 for Fiscal Year 2019-2020. DESCRIPTION: The Advisory Committee Youth Mini Grant Program is offere d to Dublin based youth organizations/clubs to apply for grant funding on an annual basis. The Advisory Committee shall recommend a timeline and work plan for the 2019-2020 Youth Mini Grant Program. The Timeline and Work Plan includes: Marketing application deadlines Application submission dates Application status and next steps in the process Meeting dates for the Youth Advisory Committee to review applications and applicant’s presentations for grant funding The following is the proposed timeline and work plan dates: September 25, 2019 o Establish a timeline and work plan. 7.2 Packet Pg. 9 Page 2 of 2 September 30, 2019 o The Youth Mini Grant Program online application will be posted on the City of Dublin Youth Advisory Committee web page. o Advisory Committee Members and staff will market the Youth Mini Grant Program application at Dublin High School, Dublin Middle Schools, Quarry Lane School, Valley Christian and Dublin-based youth organizations. October 18, 2019 o Online application submission close date November 13, 2019 Review applications at the Youth Advisory Committee special meeting o Approval or denial of applications November 15, 2019 o Staff will contact applicants on the next steps in the process o Approved applicants will prepare their presentations for the Youth Advisory Committee December 11, 2019 special meeting. December 11, 2019 o Applicant presentations at the Youth Advisory Committee special meeting January 21, 2020 o Staff will present a Staff Report at the City Council Meeting for Council to approve grant funding. STAFF RECOMMENDATION: Receive report and establish the Youth Advisory Committee Work Plan for the 2019 - 2020 term. FINANCIAL IMPACT: N/A. DESCRIPTION: Each year, the Advisory Committee establishes a work plan for their term of service. A work plan serves as a guide during a specific time period for accomplishing goals and objectives. The work plan also includes a schedule of events and responsibilities that details the action to be taken in order to accomplish goals and objectives laid out in the plan. Staff recommends that the Advisory Committee review, discuss and approve the following proposed work plan for the 2019-2020 term: WORK PLAN GOAL #1 Plan and coordinate events and programs that support the Fee Assistance Program (youth and senior). Objective 1.1 Manage the Youth Advisory Committee booth at the St. Patrick’s Day Festival at Civic Center on March 14-15, 2020. 7.3 Packet Pg. 11 Page 2 of 3 Objective 1.2 Establish a subcommittee and partner with the Senior Center Advisory Committee to host a benefit concert scheduled for April 2020. WORK PLAN GOAL #2 Promote volunteer opportunities for teens to volunteer during City special events. Provide leadership to volunteer teens and assist staff with various planned activities at the events. Objective 2.1 Dublin Tree Lighting Ceremony at Civic Center on December 5, 2019. Objective 2.2 Tri-Valley Teen Job and Career Fair at City of San Ramon Community Center on March 7, 2020. Objective 2.3 St. Patrick’s Day Festival at Civic Center on March 14-15, 2020. Objective 2.5 Spring Eggstravaganza at Emerald Glen Park on April 11, 2020. WORK PLAN GOAL #3 Offer the Youth Mini Grant Program, to Dublin-based youth organizations/clubs, or programs that provide performing arts multicultural awareness or other youth related activities. Objective 3.1 Establish a timeline at the September 25, 2019 meeting. Objective 3.2 Advertise the program on September 30, 2019 at the Dublin High School, Dublin Middle Schools, Quarry Lane School, Valley Christian and Dublin-based youth organizations. Objective 3.3 Accept application submissions through October 18, 2019. Objective 3.4 Review applicants at the November 13, 2019 Special Meeting. Objective 3.5 Review applicants’ presentations at the December 11, 2019 special meeting. Objective 3.6 Present recommended mini grant recipients at the January 21, 2020 City Council meeting for Council approval. WORK PLAN GOAL #4 Generate an annual report highlighting the accomplishments of the Youth Advisory Committee during the 2019-2020 term. Objective 4.1 Create a PowerPoint presentation on accomplishments of the 2019-2020 Youth Advisory Committee by April 12, 2020. Objective 4.4 Present the Annual Report at the April 22, 2020 Advisory Committee meeting for members to review and provide feedback.
