CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted ag enda. The Youth Advisory Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Youth Advisory Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Minutes of the September 25, 2019 Regular Youth Advisory Committee Meeting The Advisory Committee will consider approval of the minutes of the Septem ber 25, 2019 Regular meeting. STAFF RECOMMENDATION: Approve the minutes of the September 25, 2019 Regular Youth Advisory Committee meeting. 4. WRITTEN COMMUNICATION 5. PUBLIC HEARING 6. UNFINISHED BUSINESS 7. NEW BUSINESS 7.1. Tree Lighting Event The Committee members are being asked to sign up for volunteer assignments at the annual Tree Lighting event. STAFF RECOMMENDATION: October 23, 2019 Dublin Youth Advisory Committee AgendaPage 2 of 2 Volunteer at the Tree Lighting event on Thursday, December 5, 2019, from 6:15 to 9:15 pm. 7.2. 2020 Dublin Benefit Concert Timeline and Work Plan The Committee will establish the 2020 Dublin Benefit Concert timeline, work plan and subcommittee. STAFF RECOMMENDATION: Establish the 2020 Dublin Benefit Concert timeline and work plan. Appoint three members to serve on the Dublin Benefit Concert Subcommittee. 8. OTHER BUSINESS Brief information only reports from the Committee and/or Staff, including committee reports and reports by the Committee related to meetings attended at City expense (AB1234). 9. The Committee received the report. 7.2. 2019-2020 Youth Mini Grant Program Laura Johnston, Recreation Supervisor, presented the specifics of the item as outlined in the Staff Report. This item was motioned by Committee Member T. Jain, seconded by Committee Member M. Gowda with and by unanimous vote, approved the 2019-2020 Youth Mini Grant Program timeline. 7.3. Youth Advisory Committee Work Plan for the 2019-2020 Term Laura Johnston, Recreation Supervisor, presented the specifics of the item as outlined in the Staff Report. STAFF RECOMMENDATION: Volunteer at the Tree Lighting event on Thursday, December 5, 2019, from 6:15 to 9:15 pm. FINANCIAL IMPACT: N/A DESCRIPTION: The City’s 36th annual Tree Lighting event will be held on Thursday, December 5, 2019, from 6:15 to 9:15 p.m. at the Dublin Civic Center. The event will feature musical performances, refreshments (cookies and hot chocolate), and attendees will be treated with a special visit from Santa. Committee members are being asked to sign-up and volunteer at the event. Staff needs assistance with event set-up/clean up, serving cookies and hot chocolate, and to escort Santa. NOTICING REQUIREMENTS/PUBLIC OUTREACH: N/A ATTACHMENTS: None. 7.1 Packet Pg. 7 Page 1 of 2 STAFF REPORT YOUTH ADVISORY COMMITTEE DATE: October 23, 2019 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: 2020 Dublin Benefit Concert Timeline and Work Plan Prepared by: Laura Johnston, Recreation Supervisor EXECUTIVE SUMMARY: The Committee will establish the 2020 Dublin Benefit Concert timeline , work plan and subcommittee. STAFF RECOMMENDATION: Establish the 2020 Dublin Benefit Concert timeline and work plan. Appoint thr ee members to serve on the Dublin Benefit Concert Subcommittee. FINANCIAL IMPACT: N/A DESCRIPTION: The Dublin Benefit Concert has become an annual event since 2014. The concert showcases the talents of both local youth and seniors to promote an intergenerational event. The Youth Advisory Committee will appoint three (3) Committee members to serve on the Dublin Benefit Concert Subcommittee and the Senior Advisory Committee will appoint two members to serve on the subcommittee. Senior Advisory subcommit tee members will assist with recruiting senior performers, screening and selecting performers, and with promoting the event to the senior population in Dublin. They may also assist staff at the concert. Donations will be accepted at the concert to assist in raising funds for the City of Dublin Senior Fee Assistance Program. This program provides fee assistance to qualified seniors who could not otherwise participate in City of Dublin recreation programs The duties of the Dublin Benefit Concert Subcommittee will consist of: o Completing duties as indicated on the timeline o Attending regularly scheduled meetings o Promoting the benefit concert 7.2 Packet Pg. 8 Page 2 of 2 o Screening and selecting performers o Assisting staff at the concert The following is the proposed timeline and work plan dates: October 23, 2019 o Establish a timeline and work plan o Appoint three (3) Committee members to serve on the Dublin Benefit Concert Subcommittee o Select a Sunday in April 2020 to conduct the concert and select the location. Location may either be Emerald Glen Park Amphitheatre or Dublin Senior Center o Establish a goal for a set amount of youth and senior performers November 4, 2019 o Create an event ad to be placed in the Spring Recreation Activity Guide, to be uploaded to the City’s W ebsite on Tuesday, January 7, 2020 December 5, 2019 o Two (2) Senior Advisory Committee members will be appointed to serve on the Dublin Benefit Concert Subcommittee January 13, 2020 o Create Dublin Benefit Concert promotional flyer for distribution February 14, 2020 o Upload Dublin Benefit Concert online application link to the City's website February 14, through March 14, 2020 o Promote application at Dublin High School, Cottonwood, Fallon and Wells middle schools, Dublin cultural arts businesses and Dublin Senior Center o Promote application on City’s social media platforms March 14, 2020 o Deadline for completed online applications will be accepted until 5:00 p.m. Week of March 17, 2020 o Subcommittee will screen and select performers o Continue to promote concert on City’s social media platforms Week of March 24, 2020 o Selected performers will be notified NOTICING REQUIREMENTS/PUBLIC OUTREACH: N/A ATTACHMENTS: None. 7.2 Packet Pg. 9
