EXECUTIVE SUMMARY:
The City Council will consider the acceptance of the Annual Street Resurfacing Project (2021
Slurry Seal), CIP No. ST0117. The project included localized repair of failed asphalt concrete
pavement, slurry seal, and pavement delineation on 81 street segments and on the Fallon Sports
Park upper terrace parking lot.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Annual Street Resurfacing Project (2021 Slurry Seal), CIP No.
ST0117.
FINANCIAL IMPACT:
The Annual Street Resurfacing Project (2021 Slurry Seal), CIP No. ST0117, is complete and the
project funding and cost were as follows:

Upon the City Council's acceptance of the project, the remaining budget of $1,391,311 will be
retained within the Annual Street Resurfacing Project for use on the Dublin Boulevard
Rehabilitation Project.
DESCRIPTION:
On July 15, 2021, the City Manager awarded a contract for the Annual Street Resurfacing Project
(2021 Slurry Seal) with American Asphalt Repair & Resurfacing Co., Inc. for $1,026,323. The slurry
seal program provides for the preventative maintenance of our local streets and roads. As streets
begin showing wear and stress cracks, it is important to seal the cracks to keep water from getting
under the street pavement. Slurry seal is a preventative maintenance technique used to prolong
the life of asphalt concrete surfacing. The seal coat consists of a sand/oil mixture which seals
cracks and provides a new, uniform wearing surface.
The project consisted of localized repair of failed asphalt concrete pavement, slurry seal, and
pavement delineation on 81 street segments as shown on the Location Map (Attachment 2). The
total project included approximately 2.3 million square feet of slurry seal, approximately 28,500
square feet of pavement "hot mix asphalt" dig -out repairs, and approximately 15,600 square feet
of resurfacing.
On July 19, 2022, the City Council approved increasing the contract change order authority of the
City Manager for American Asphalt Repair & Resurfacing Co., Inc. to resurface and restripe the
upper terrace parking lot at Fallon Sports Park, using available budget from Fallon Sports Park -
Phase 3 (CIP No. PK0119). The additional work included cleaning and preparing the existing
asphalt surface for application of a sand/oil slurry seal, new pavement delineation and markings,
repair of wheel stops, and new signage.
Staff has determined that the project is complete and recommends that the City Council accept the
project and begin the warranty period. The estimated remaining project budget of $1,391,311 will
be retained within the Annual Street Resurfacing Project budget for use on the Dublin Boulevard
Rehabilitation Project.

RESOLUTION NO. XX - 22
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING THE ANNUAL STREET RESURFACING PROJECT (2021 SLURRY SEAL), CIP
No. ST0117
WHEREAS, on July 15, 2021, the City of Dublin entered into a contract with American
Asphalt Repair & Resurfacing Co., Inc. to perform Project No. ST0117, Annual Street
Resurfacing Project (2021 Slurry Seal); and
WHEREAS, on July 19, 2022, the City Council approved additional improvements to
resurface and restripe the upper terrace parking lot at Fallon Sports Park, using available
budget from Fallon Sports Park — Phase 3 (CIP No. PK0119); and
WHEREAS, said improvements have been completed in accordance with plans and
specifications, and any approved modifications thereof, to the satisfaction of the City Engineer
of the City of Dublin; and
WHEREAS, as a condition of the contract, American Asphalt Repair & Resurfacing Co.,
is required to warranty the improvements for a period of one year following acceptance of the
work by the City of Dublin and maintain a maintenance bond in the amount of 10% of the final
contract value.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby accept the 2021 Slurry Seal Project improvements, Project No. ST0117 and authorize
Staff to file a Notice of Completion with Alameda County.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or designee to release the retention, if after 35 days of filing the
Notice of Completion there are no subcontractor claims.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or designee to release the maintenance bond at the end of the one-
year warranty period.

Number ST0117 ANNUAL STREET RESURFACING Program STREETS
PROJECT DESCRIPTION
This project provides for the design and construction of a variety of pavement resurfacing treatments, from slurry seal to major rehabilitation and reconstruction of streets and
resurfacing of bridge decks. The project also includes installation of new or upgrades of existing ADA curb ramps on roads that are reconstructed or receive an asphalt concrete
overlay. Streets are selected for improvements based on the City's Pavement Management System to optimize the pavement condition in relation to available budget. The City owns
and maintains approximately 147 centerline miles of streets.
The Metropolitan Transportation Commission groups Pavement Condition Index (PCI) ratings into the following categories: 80-100 Very Good -Excellent; 70-79 Good, 60-69 Fair,
50-59 At Risk, 25-49 Poor, and 0-24 Failed. The City of Dublin is rated very good with a rolling three-year average PCI of 81.
This annual Resurfacing Program is primarily funded by Alameda County Transportation Commission Measure B/BB funds, SB-1, and Gas Tax. This program protects the
substantial investment the City has in the public street system.
