The number of openings includes: two members, one unscheduled vacancy, and two alternates on the Planning Commission; three members, one unscheduled vacancy, and one alternate on the Heritage and Cultural Arts Commission; one member, one unscheduled vacancy, and two alternates on the Human Services Commission; three members and two alternates on the Parks and Community Services Commission; and three members and two alternates on the Senior Center Advisory Committee. New members will take office in January 2023. STAFF RECOMMENDATION: Confirm the Mayor's appointments to the various commissions and committees or provide other appropriate direction. FINANCIAL IMPACT: None. DESCRIPTION: Following the City of Dublin's general municipal elections in November of even -numbered years, terms expire on five of the City's Commissions and Committees: Planning Commission, Heritage and Cultural Arts Commission, Human Services Commission, Parks and Community Services Commission, and Senior Center Advisory Committee. A recruitment was opened on October 3, 2022 with a deadline for submission to the City Clerk of Monday, November 14, 2022 at 5:00 p.m. In an effort to recruit enough applicants for all the openings, the recruitment was re -opened with a deadline for submission to the City Clerk of Wednesday, November 23, 2022 at 5:00 p.m. Page 1 of 3 438 Planning Commission A total of 13 applications were received by the advertised deadline in response to five openings (three members and two alternates). Mayor Hernandez recommends the re -appointment of Janine Thalblum and Catheryn Grier, each to four-year terms which expire in December 2026; the appointment of Matthew Aini to the unscheduled vacancy with a two-year term which expires in December 2024; and the appointment of alternates Wahida Rashid (Alternate 1) and Nicholas Ochoa (Alternate 2), each to two-year terms which expire in December 2024. Heritage and Cultural Arts Commission A total of eight applications were received by the advertised deadline in response to five openings (four members and one alternate). Mayor Hernandez recommends the re -appointment of Gina Gabriell and the appointment of Timea Iharosi and Kim Hudson, each to four-year terms which expire in December 2026; A Kelly Paschal -Hunter to the unscheduled vacancy with a two-year term which expires in December 2024; and the appointment of alternate Darren Phillips to a two-year term which expires in December 2024. Human Services Commission A total of three applications were received by the advertised deadline in response to four openings (two members and two alternates). Mayor Hernandez recommends the appointment of Rose Hunt and Baljeet Sangha, each to four-year terms which expire in December 2026; and the appointment of alternate Mariam Noorzad (Alternate 1), to a two-year term. Siyu Henningsen is being appointed as Alternate 2 to a two-year term. Henningsen originally applied to serve on the Senior Center Advisory Committee however, with the remaining vacancy, the Mayor is recommending her appointment. Parks and Community Services Commission A total of nine applications were received by the advertised deadline in response to five openings (three members and two alternates). Mayor Hernandez recommends the re -appointment of Sameer Hakim and Joe Washington and the appointment of Richard Thornbury, each to four-year terms which expire in December 2026; and the appointment of alternates Daniel Colley (Alternate 1) and Laura Gan (Alternate 2), each to two-year terms which expire in December 2024. Senior Center Advisory Committee A total of seven applications were received by the advertised deadline in response to five openings (three members and two alternates). Mayor Hernandez recommends the re -appointment of Christy Li and Kebin Lu and the appointment of Loc Valencia, each to four-year terms which expire in December 2026; and the appointment of alternates Shweta Bhatnagar (Alternate 1) and Candy Velasco (Alternate 2), each to two-year terms which expire in December 2024. Eight months on the Dublin City Council and three years on the Planning Commission. Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience. Mostly what I have gleaned through my time on Parks Commission, City Council and Planning Commision. What experience, if any, do you have serving on boards, commissions or task forces? Please explain. 6 years on the board via Dublin Rotary, 3 years Parks & Community Service Commision, 8 months City Council, 3 years Planning Commission and Commercial Development Task Force. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? I feel that it is imperative that decisions be made for the overall good of the community regardless of the unpopular opinion of a few. My record speaks for itself in that regard. How can the City better ensure the viewpoints and perspectives of underrepresented minorities are considered when making decisions about city planning? The City can do outreach to those underserved minorities for thoughts and consideration. Working with the County personnel could be beneficial as they have the pulse of many groups in that genre. Adding underrepresented minorities as alternates to the Planning Commission could also give others a place at the table. What is the most important contribution you can make as a member of the Planning Commission? Application Questions 443 Why are you interested in serving on the Planning Commission? I have served an the Planning Commission since 2019. I first served as an altemate before being appointed as a regular member in 2020. I am currently serve as the Chair of the Planning Commission. am interested in continuing my service on the Planning Commission because I believe that how a community is planned and designed is an important contributor to the quality of life in that community. When I moved to Dublin in 2011, how the community was laid out, including the parks and public areas, was a significant factor in choosing to live here. What is your knowledge of and experience in Planning and Zoning? As a current member of the Planning Commission, I have extensive knowledge regarding local planning and zoning. I am familiar with the City's General Plan, especially as it pertains to land use and housing. In 2022, I attended the League of California Cities Planning Commissioners Academy which included sessions such as "Planning Commission 101: The Nuts and Bolts of Planning" and "CEQA: An introduction." Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience. Prior to my tenure as a Planning Commissioner, I did not have any formal experience in urban design, architecture or landscaping. However, after three years on the Commission, I have learned "on the job" -- through applicant presentations and reading through our extensive agenda packets — about these areas, especially landscaping which is a part of many of the projects before the Commission. What experience, if any, do you have serving on boards, commissions or task forces? Please explain. I served as the president of the Dublin High School PFSC1 for two separate terms (2015-2017 and 2019 to 2021). In 2018, I served on the Dublin Unified School District community committee that sought to identify the land for a new high school in Dublin (now known as Emerald High School). From 2017 to 2020, I served on the board of Dublin Partners in Education (DPIE). How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? What I've learned about this community, that is likely true of mast communities, is that citizens will not hesitate to provide you with feedback. When I first meet people and they find out that I'm on the Commission, it is not uncommon for me to get an earful about what they think about the development in our City-- not just the negative, they tell me everything they think? I think that comments/feedback from the community is important. I also think it's important to be able to listen to those with whom you may disagree. I guess what I'm saying is that I have no issue making a decision that is good for the community, but may be unpopular with some neighbors. How can the City better ensure the viewpoints and perspectives of underrepresented minorities are considered when making decisions about city planning? During my tenure on the Commission, I've seen an increased effort to solicit community input. Workshops, public information sessions, online surveys, etc, have increased over the last few years and I think that is an important step towards inclusion. I absolutely believe that the viewpoints and perspectives of underrepresented minorities are essential when making decisions about city planning. I think outreach is the key — making sure that the City is providing an opportunity for all citizens to weigh in on a project, especially those that might not ordinarily be included or captured in traditional outreach mediums. I also think diversity on the Commission itself can contribute to including the viewpoints and perspectives of underrepresented minorities. What is the most important contribution you can make as a member of the Planning Commission? I've likely answered this question differently in my previous applications, but actually serving on the Commission has changed my perspective. I think there are two contributions I can make:1) See myself as a representative of all of Dublin, not just my circle, so that I can really focus on the collective good, that is "what is good for all of the citizens of Dublin?" and "what are the amenities that serve the most citizens?"; and 2) Encourage citizens to engage with the Commission -- I do everything I can to encourage community input because I think it's important that citizens know that there is a way for them to weigh in an the future of the City. Having served on the Dublin Planning Commission thus far has been an incredible experience and honor. Weighing in an the land use future of the city I've grown up in is a privilege I treat with immense respect, given I'm one of a few that gets to sit at the table on behalf of the community. Dublin is a city of continued progress, and while most of Dublin has been built out by now, the land use discussions and questions facing Dublin are still as pertinent as ever. With an inextricable linkage between land use and the issues of transportation and mobility, housing costs, school population, and our climate, the work of the Planning Commission is undoubtedly influential on the daily lives of Dublin community stakeholders present and future. I joined the Planning Commission with the intent that, to the best of my ability, I can advance growth in a sustainable manner that can make Dublin greener and more affordable. I seek to continue working on the Planning Commission with that intent, and as such I'm reapplying to continue service on the Planning Commission. What is your knowledge of and experience in Planning and Zoning? First and foremost, my most relevant experience in planning and zoning as of now is my role as an alternate member of the Dublin Planning Commission, which I explain further below in my application. Outside of the Planning Commission, I engage in policy work in the realm of planning and zoning, furthermore, I continually educate myself on Planning and Zoning independently. Regarding the policy work I do within this space, I currently am an the policy team for a higher education policy advocacy organization in California named Generation Up Collegiate. Asa part of this organization, I specialize in policy on basic needs, which currently for the organization holds a particular emphasis on legislation surrounding student housing. In the said role, I currently spend a decent portion of time evaluating existing state land use legislation with regard to ways to improve student housing supply and affordability. With regards to continuing education an land use, involves a few different modes which I will outline directly. Firstly, through opportunities provided to Planning Commission members by city staff, I attend educational events for Planning Commission members, which most recently for me was the California County Planning Commissioners Association General Conference. Additionally, I seek out educational training to better understand development and land use as a member of the Urban Land Institute and through real estate education organizations. In my free time, I enjoy looking into books, videos, and research concerning land use and city planning, which is made quite accessible for me through library collections at UC Berkeley (where I currently go to school). Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience. I hold no direct experience in urban design, architecture, or landscaping, though I do hold indirect experience with these areas through experiences mentioned elsewhere in this application. What experience, if any, do you have serving on boards, commissions or task forces? Please explain. I have previously served on the City of Dublin's DEI Task Force, where I had the privilege to work on developing recommendations pertaining to police reform and applying DEI within existing city functions. Having been a part of the task force and the recommendations which got approved by the city council is something I take enormous pride in. With relevance to this application, in particular, I've been serving as an alternate to the Dublin Planning Commission since June. During this time, I've weighed in on agenda items before the Commission that includes but aren't limited to: the city's outdoor seating zoning ordinance, the Nissan commercial car wash, the Infiniti dealership design changes, the 5CS Property zoning amendments, the 6th RHNA Cycle Housing Element for Dublin, and the Dublin Bike and Pedestrian Master Plan Updates. Through my experience in sitting at the table when considering the aforementioned items, I've taken note of applicable environmental impacts, design considerations, zoning, and legal considerations, and input from community members before and during Commission meetings. There isn't a meeting where I've arrived ill -prepared, always bringing notes in printed, written, or digital form. I've done the homework and have been an active participant at every meeting which I've attended, as such, I believe my work on the Commission thus far has met a standard worthy of reappointment to the Commission. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? In my opinion, being prepared to make contentious decisions is an unspoken prerequisite to joining a Planning Commission. Ultimately, one has to be ready for the fact that you cannot please everyone with decisions on behalf of the city. That is something that I came onto the Planning Commission being well aware of, and I believe it has been beneficial to come in with that understanding. Personally, this understanding has been an incentive to make sure I do nay homework on each decision before the Commission so that I'm able to honestly explain my rationale, thoughts, and concerns. That being said, I always take note of every public commenter and their concern(s) during Commission meetings. I also read all comments attached to agenda items, whether that be communications publicized in accordance with SB 343 or community feedback collected on relevant agenda documents. To the best of my ability, I try to make sure that all concerns are discussed by the Commission whether that's by me or another Commission member. Suffice to say, I will continue doing my best to ensure that members of the public feel that their voices are heard and that I can resonate with issues they face, within reason. To make something abundantly dear though, under no circumstance do I intend to act in a manner or advocate decisions that violate state and city law, regardless of popularity. Doing so, in my view, is a violation of the statutory duty of Planning Commission members to serve the "city of Dublin with professionalism and respect'. It's in that spirit that one of the first comments I made upon initially getting appointed to the Planning Commission was to address the needs and concerns of residents while simultaneously maintaining compliance with state law. How can the City better ensure the viewpoints and perspectives of underrepresented minorities are considered when making decisions about city planning? 446 Continued and expanded outreach by the city is a must in this regard. City staff has already done an excellent job using multiple avenues to reach out to people, such as mail, email, and in -person. Continuance of these efforts is quintessential to capturing the perspectives of various groups, but as far better as including the perspectives of underrepresented groups, the critical factor in my view is targeted outreach. By identifying the relevant stakeholder groups for each agenda item in upcoming meetings, city staff ought to contact corresponding organizations and community leaders that can help capture the perspectives of said groups. Much like our city staff are required to gather the input of certain marginalized groups in compiling the Housing Element (e.g. Special Housing Needs Assessment), the same level of rigor for stakeholder engagement should be applied to all agenda items to the best extent possible. To the extent that the city has been doing this, the practice should be expanded in the future. What is the most important contribution you can make as a member of the Planning Commission? My most important contribution thus far as a member of the Planning Commission has been my perspective as a student and as a young member of the Dublin community. For starters, my role as a student has given me a unique relationship with development impacts which often come up as concerns to proposed projects. In particular, the school impacts from proposed developments are not just something I weigh in on, it's something that I've lived with for most of my life as a product of the DUSD school system. Adding an, as a commuter student at UC Berkeley, traffic is also an impact that I'm all too familiar with as well. Having experienced development impacts in these areas makes it easy for me to stay in touch with residents' concerns when making decisions an the Planning Commission. Apart from this, my age perspective adds value to the Planning Commission that very few bodies in surrounding areas have. Especially given that city planning matters don't gamer the same attention from the youth compared to other age groups, my place on the dais has helped ensure that residents of all ages are heard in city planning decisions. I'll acid that since my addition to the Planning Commission, Dublin has objectively had one of the most age -diverse city planning bodies I've ever seen or heard about, which is a testament to the city's commitment to DEI. 447 Are Planning Commission Application DUN C A L I r O R BLIN I A The Planning Commission is an advisory body to the City Council. Wahida Rashid, have been leading teams of land use and environmental planners for the past 21 years with the State transportation agency, California Departrnent of Transportation {Ca]trans). [ have been leaving in Tri-Valley for 30 years and five years in Dublin. I care about this city where I live and been an active observer of how the city is flourishing in many ways in front of my eyes! I am intrigued by how a commercial city like Dublin is changing into a beautiful transit -oriented city along with many shopping complexes, high- and low-income housing, mixed use complexes as well as employment hubs, beautiful parks, schools and recreation areas. Just the other day Don Briddle Park opened in front of my house. I felt bad that with ail my planning background I was not part of the planning and implementation process of this great public park in my neighborhood. l am a 56-year-old woman of color that represent a minority group here in Dublin. Also, a mother of two who raised two kids as a single mother in Tri Valley and is connected with many community and interest groups in this Valley. I have been through my struggles, but this City has always offered opportunity and shelter for me. It's time that I give back to my community! I am a proud civil servant and have been serving the people of Contra Costa and Alameda County communities creating meaningful public transportation projects, saving the environment by implementing state and federal environmental laws. My responsibilities as a Senior Environmental Planner with Catrans required me to work with multidisciplinary internal and external partners as well as state and federal regulatory agencies and most importantly the members of the public. I am a strong believer in teamwork and building consensus with diverse group of people and interests. I conducted many public presentations and interfaced with public during public hearings, informational meetings with stakeholders, responded to public comments and complaints. I have two personal passions as an environmental and land use planner that I try to implement in my everyday work -life. One, planning transportation and public spaces with diversity, equity and inclusion (DEI) in mind and therefore build better communities that serves people of all abilities. The second passion is to create spaces that are accessible by public transit, bicycle and pedestrians and people of all modes of transportation and not just create cities for vehicles. With my planning background and passion to see my city creates the best communities in the Bay area I would like to be a member of the Commission. As for education, l have a bachelor's and Master's in Architecture and urban planning from University of California at Berkeley California. What is your knowledge of and experience in Planning and Zoning? I have extensive knowledge in how local cities formulate their 20-year General Plans, as I would supervise my staff review the General Plans to make sure the land use and zoning ordinances make sense in respect to environment, potential growth, transportation network, jobs, local business, balance between housing and commercial development, ratio of high- and low-income housing etc. With the irnp]ementation of SB- 743 for California, the challenge is to develop land with zoning that would reduce vehicle miles travelled (VMT) for a city. The proximity of housing being close to employment has become a priority to reduce Green House Gas and improve the environment. The census data analysis to assess the growth of a city always lags behind the planning decisions. At Caltrans I have worked in preparing environmental impact assessments for public transportation projects with the focus on saving environmental resources, planning with local city governments and state and federal regulatory agencies along with the members of the respective communities. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? Any planning decision is a balanced act between conflicting interests. The understanding of public good is what is the goal of a planning decision. As part of my role as a Senior planner, I went in front of the public defending a proposed project multiple times in multiple cities. Never in 21 years I had support of everyone on a proposed action. Communities with divided interest is a challenge for a planner, however that is also an opportunity to make things right for a long term. Planners are visionaries. Any city improvement is not temporary and with that in mind we have to move forward with our decisions that serves our communities not only for today but for generations to come! I am quite comfortable making decisions that do not serve everyone but serves the greater community in long term. In fact, that is what we sign up for when we decide to become a public servant and a commission member. Public engagement is key to the planning process. The public outreach process has to be not only robust but also innovative. Few months back the Park and Rec department of Dublin put that "picture frame" in many parks to take pictures and tag other parks. How creative and invigorating that was for Dublin residents? Dublin City is also doing a great job with their social media where they post all event starting from the St. Patrick's Day to 40th anniversary of Dublin to Xmas tree lighting and more. In order to reach minorities and underrepresented communities; language play a big role. identifying different languages spoken in a given community and providing translators during public broadcasting and engagement is necessary. Identifying various ethnic groups and their activities and leaders can be critical as well. The city can proactively reach out to these groups early and often and have a regular meeting/forum with their leaders that represent diverse group of age, gender, race, income group, group of different abilities, sexual orientation etc. These forums can discuss information about any proposed change in the city etc. This would be an effort to keep them informed as well as engage with them when their formal input is necessary. Acknowledgement and awards for underrepresented communities is also important for them to feel they are valued citizens of the community. What is the most important contribution you can make as a member of the Planning Commission? With my background in planning and public service for 21 years in Alameda County, I can definitely bring my skills as a planner to the City of Dublin Planning Commission. In my professional capacity, I am the Policy Director for a San Jose City Councilmember. I serve as the Councilmember's point person on matters related to housing and economic development. In this role, I've learned a great deal about the types of zoning such as various types of residential (single family, multi -family, etc.), agriculture, commercial, industrial, and mixed -use to name some examples. I understand that zoning and General Plan guidelines often have to be revisited and amended based an new and changing circumstances. For instance, given the forthcoming Housing Element renewal, I know that the City of Dublin is currently in the process of making such amendments. Given our regional housing shortage, I've seen cities across the Bay Area move towards densification in their housing development strategies. In this spirit, I believe the City of Dublin is doing a great job of addressing the "missing middle" problem that has limited the variety of residential development in other cities. In recent years developments such as the Aster Apartments and Westport Village have greatly added to our city's housing supply and has allowed for more socio-economic diversity among our residents. Additionally, I understand that city planning is more than simply zoning parcels for specific purposes, ifs about anticipating the needs of tomorrow. Dublin continues to be a growing City and with that will come increasing challenges such as traffic, water use, and housing affordability. Details such as tree selection in our parks and sidewalks, landscape {ie. native vs non-native, drought resistant, etc), and location of dense housing, are all critical components in designing an efficient urban space. For example, in the City of San Jose, we have put a strong emphasis in developing a concept known as Urban Villages. These are mixed -use developments that airs to encourage walkable communities that will cut down on traffic, while reducing the city's green house gas emissions by reducing vehicular traffic. Additionally, I've observed that many cities have shifted towards drought tolerant and native landscaping options in filling roadway dividers and other public areas. This is certainly a challenge that many Bay Area cities are facing with rapid population growth and a severe shortage of housing. Change i n general is always met with skepticism and I certainly understand why. If residents feel that they currently have a high quality of life, its perfectly reasonable for those same residents to be resistant to change. However, I believe that growth and development are needed given our regional realities, and I also believe that there is tremendous opportunity in growth. Our city is modernizing with so many EV charging stations and solar panels corning online. Actions such as these may not be unanimously popular, but they position our city as a leader in this space, and actions like this will make our city a more attractive place to live. I believe addressing this problem starts with a solid community engagement strategy. This includes holding hearings at times where most residents can participate, as well as making virtual participation as easy as possible. There are many things that have to happen well before shovels break ground. The people are warm and good-hearted, the schools are great, the parks are world class, great restaurants and retails, great city -programming throughout the year, strong infrastructure, and inspiring development projects in the pipeline. We had the good fortune of buying a house in Dublin (in the Sorrento neighborhood) and are happily living this dream. Through direct outreach, greater use of technology, and using data to hold itself accountable. As a city, it's vital that residents feel heard and respected. We can do more by using technology to improve outreach, by proactively reaching out to communities to encourage them to participate, and by using data to make sure that we're moving the needle on outreach. During my professional work as an architect, I realized that inclusive design is crucial in planning any city or community to improve the quality of life for all, including aging populations, youth, people with disabilities, and other underrepresented groups. The best way to direct issues is to create a template with demographics involved in the community and understanding the minorities. Whenever making a decision make sure that we check the template and discuss each group in the demographics. This way no one can be ignored. Data collection and analyses will play a significant role in identifying the viewpoints of all community members. I would definitely take steps to enhance the community outreach and engagement process. Also, use my data analysis and planning expertise to make data -based decisions. In 2026 I participated in Inside Dublin where some issues of planning and zoning were covered in the Community and Economic Development presentation. I have attended City led community meetings about development activity in Dublin including the community meetings for the SCS Property, the Regional Street Senior Affordable Housing Project, and the Housing Element Update workshop, which inspired my interest in the Planning Commission. I also regularly watch the Dublin City Council meetings and the Planning Commission meetings to keep up on planning activity in the city. As a member of the Parks and Community Services Commission I have gained experience reviewing design plans, such as for the Jordan Ranch Neighborhood Park and Wallis Ranch Park designs and the accompanying parking study. In this role I have also gained experience reviewing operations plans such as the Master Fee Schedule and the Operations Plans for the Cultural Arts Center. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? I would be comfortable making a decision that is for the overall good of the city, although it may be unpopular with some residents. It is important for a public official to listen to and seek a diverse set of perspectives when considering such decisions but, ultimately, this must be considered with all other information available. It is a public official's duty to diligently study the issue and then act in the best interest of the city. There will not always be a consensus in the community, and so I also believe it is important to be transparent and to explain the 'why' when making a decision. How can the City better ensure the viewpoints and perspectives of underrepresented minorities are considered when making decisions about city planning? To ensure the viewpoints and perspectives of underrepresented minorities are considered, the City could focus on boosting engagement in feedback opportunities such as community meetings and workshops. This may require more robust noticinglsocial media campaign to enhance engagement, as well as targeted, direct outreach to underrepresented communities in particular. In my experience, I have met people in the city who would have been more interested in participating in City activities had they been aware of various opportunities (for example, I met several citizens during the Dublin Pride creek clean up that would have been interested in volunteering had they been aware of the event). We should also make efforts to build relationships with leaders in these communities to ensure that an on -going dialogue exists regarding planning. What is the most important contribution you can make as a member of the Planning Commission? An important contribution I could bring to the Planning Commission is my perspective as a former resident of Downtown Dublin. I lived in the Downtown Dublin Transit Oriented District for over 2 years when I first moved to the city and I still commute daily through the area by bike an my way to the West Dublin BART station. In the corning years, one of the most active and important areas for planning decisions will be the Downtown Dublin area as the Specific Plan and Preferred Vision are implemented. I believe my daily life experience in the area could bring a valuable perspective to the Commission as it considers the goals and impacts of planning decisions in Downtown Dublin. I really enjoyed the walkable aspects of the district (e.g. proximity to transit, grocery, dining), and think I could provide perspective on how to further enhance that experience in the years ahead. The demographics may have changed, technology has changed the way we do a lot of things, and the zeros behind the budget we have have changed with growth, but what fundamentally has stayed the same is that we have been and will always be humans looking for a place to call home, looking for a place we belong and building a shared community. Dublin is a work in progress and through the years we have had to make a lot of decisions that would and continue to shape this city, not all of them have been perfect but they keep leading to a city that we can be proud of. Art makes a statement about who we are, we're we have traveled, and how we hope to keep evolving. What knowledge do you have of public art and public art programs in Dublin? I believe they are vital. There is nothing that you can see and touch, hear and taste that isn't art. Everything has been dreamed of and designed. Public art shows that our community cares about the arts and art programs show that we our artists and our future artists. I also believe that this will attract people to our community, make them want to visit, explore and celebrate with us. We have not historically had a vibrant art community, we were busy working on creating a city. We are now in a place to invite this layer of beauty, we are ready. I believe we have to know where we are corning from to be able to successfully live the present and the future. This is true for the City of Dublin as well. My absolute favorite in the city is the Heritage Park and Museums, which always played a very important role in my life. I volunteered there while Elizabeth Isles was the Director and Edy Coleman the volunteer organizer. I helped out every time I could with school groups and visitors. One of the important bridges between the pioneer era to the present are the school groups, as the schools built in the curriculum to visit the Park, visit the buildings. As a public employee who works in the education sector, I believe in education. For our children who are the future, it is important to learn how Dublin started, how the first families lived here. I believe this is a very important part to educate our children about the city's past, the early years, and they can learn how the city grew and how it became the energetic and diverse city we are today. What knowledge do you have of public art and public art programs in Dublin? My very first time to learn about Dublin's Arts and Art project was on the inside Dublin Program in 2012. As a Heritage Park and Museums volunteer and as a Heritage and Cultural Arts Commissioner I had the chance to learn the details regarding the public arts, programs, and plans. During the time 1 served on the Commission we participated in several programs, selected for recommendation for the City Council several art pieces around the city. For example, we started the utility box program when the utility boxes around the city are painted by artists. One of my all-time favorites is still the Dublin signs along Dublin Boulevard. Simple but beautiful with the shamrock background, so Dublin, or the mural under the 1-680 overpass at Dublin Boulevard, ft is very hard to pick just a few as all of the art pieces around the city are amazing additions to the city's culture as well. As a commissioner we worked on a maintenance plan for the Public Art pieces as well, this way 1 could take part to preserve these art pieces for future generations as well. I was honored to be part of the work as well. I really like the "look for the art pieces around the city" programs like the scavenger hunts, or the earlier Public Art Passport Challenge program. These are nice ways to promote the Art pieces around the city. As a commissioner 1 learned also about the challenges which carne with these Art pieces as well. For example, the famous Dubliner piece next to the Bart station, which was in -operational for years and it took a long time for the city to figure out a way to solve the issues associated with it. Every year we got updates at the commission meetings, and every time new issues were reported. What is the most important contribution you feel you can make as a member of the Heritage & Cultural Arts Commission? Dublin is a quickly developing city with a lot of energy in it because of the diverse community and culture. With my international background 1 bring additional colors to Dublin's already colorful palette. With my previous Heritage and Cultural Arts Commissioner 's experience I can be a useful addition to the commission, support the work of the city and serve my community, where I live and where my daughter is growing up. We planned and organized cultural programs for the community. We organized Mardi Gras celebrations, Mikulas events in the month of December and Hungarian festivals every other year in Walnut Creek just to name a few. I have also volunteered in many art programs, to ensure kids have access to art activities. How do you bridge the pioneer era with the more recent growth that has shaped what Dublin is today? As in any area of growth, the importance is to acknowledge the history and embrace the cultures. A bridge can be created by utilizing the rich heritage, such as the activities, locations, and events, and expanding the scope to represent the new demographics. It is important to take on change and listen to new voices who can provide fresh ideas. With the growing influence of other cultural projects in different geographies, we can also leverage and infuse new ideas into our current infrastructure. What knowledge do you have of public art and public art programs in Dublin? As a life long art lover, I have taken many staycations in the bay area to see the art that is an display. I have created whole itineraries of finding art from the steps in San Francisco to the Frank Lloyd Wright homes to the tech inspired pieces in Silicon Valley. Since moving to Dublin, € spend time discussing with my family the public art on display. Often taking pictures with it and seeing if it is a Pokemon stop. As I am aware of the art that exists, I'd like to be involved in the creation and management of more public art. What is the most important contribution you feel you can make as a member of the Heritage & Cultural Arts Commission? I have an eye for detail, ingenuity and a knack for community involvement. I am an engineer by education and career and i believe this provides a unique perspective on how art can be constructed in public areas. This includes the design and implementation of art in key locations. I am also a detailed project manager that has experience in initiating, executing and monitoring the effectiveness of projects. This coupled with my passion for public art would allow me to provide a unique contribution to the team. I believe the philosophy and psychology by which art is displayed and interacted with creates a unique connection between an individual and their hometown. Another major concern is the residents in need using their voice about concerns/ideas to better the community, often those most in need have trouble accessing the right people/places to get the help they need. Briefly summarize your participation in civic or community activities/groups. My participation in the community is I have been Alternate Commissioner of the City of Dublin since 2020. I also help manage a non-profit organization based out of Alameda who's mission is to help the low-income community receive reliable cars at affordable prices. How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors, residents or organizations? feel like as long as the decision is for the better of the community it is necessary, and [ feel good about it. When it comes to making a decision for the entire community that is unpopular I feel it's about the fear of the unknown and the community is uncomfortable with change. Once the changes are implemented and the community grows accustom it will become less unpopular over time. The most important contribution I can make as a member of the Human Services Commission is being a voice for the community while still doing what is best for the City of Dublin. My interest is borne out of the fact that I see an opportunity to support our elected leaders in really addressing and improving our communities Human Services. The social determinants health and population health of our citizens all trace back to human services and have root causes that trace back to several issues: housing, food, access to health services. With a population that is growing on all fronts: retirees, middle age, young adults, and children - now is a great time to offer thoughtful ideas to build on the previous work and grow it for the future successors of this role. I want to do apply my professional expertise to do this work and contribute to the discourse. Further, these past months have developed some great momentum as the Human Services Commission met in July to re - envision the Grant Program and how to further integrate the Human Services Commission in to the relevant forums in the City of Dublin, and I have a strong desire to continue to see this work through. What knowledge do you have of the human services offered in Dublin and the Tri-Valley? Have you or a family member participated in a local program? My parents are in their mid 70s and late 60s and have engaged in services in/around Dublin and the Id -Valley, and have actively utilized the senior services. I previously worked in Alameda County as a Vice President for the Safety Net Health System of Alameda County, called the Alameda Health System. Now, I am the Chief Operating Officer of the public safety net health system in the City and County of San Francisco called the San Francisco Health Network. 5o I also have an understanding of the challenges related to accessing behavioral health, Affordable housing, health care, workforce development, homelessness, transportation, domestic violence, Food and nutrition, youth, childcare, and financial services. These social determinants of health are so critical to understand, especially as we navigate what the future of the City of Dublin will be. I do know that access and needs for these services are increasing, while the volume of availability is decreasing, and creating a larger gap in a community that may not be seen as "lacking" versus an urban metropolitan area such as Oakland. This stigma, along with access of services and the incredible lessons learned during the Covid-19 pandemic, drives individuals to access other Cities services which result in additional pressures that those Cities are not prepared for. What do you think are the major concerns/challenges of Dublin residents regarding human services programs? Please describe. I do think key issues are related to the access of what is available. Informing our residents to the publicity of this is somethign we want to address, so there isnt an inequity (meaning, you can only access services in you are in the know"). Related to that is then the access to such services (both logistical access as well as the volume of being able to see the number of people we need to see), and relates to another piece which is the stigmas associated with this. Finally, as Dublin experiences incredible growth with the population (and new houses being built), we do need to ensure a commensurate growth within the infrastructure to support it. For example, with Emerald High School being built, we will want to ensure the school district is also communicating with the City of Dublin on mental health resources and safety resources as well. I have an extensive history of working to give back, or "pay it forward", related to civic and community groups, which include: - Served as Alternate Commissioner for the Dublin Human Services Commission - Current Commissioner for the State of California on the Hospital Diversity Commissioner - Serving as the Director of the Board for Donor Network West, the legally and ethically responsible governing body for all activities of the organization, as the federally designated nonprofit 501c3 organ procurement and tissue recovery organization (OPO}, serving more than 13 million people in 45 counties in Northern California and Northern Nevada - Elected leader to the American College of Healthcare Executives (the group that provides board certification in health management), representing Northern and Central CA - Previous At Large Director of the Hospital Council of Northern and Central CA - Member of the Education Committee for America's Essential Hospitals the trade advocacy organization that works with Capital Hill on issues related to safety net health systems) - Past President of the American College of Healthcare Executives for Northern and Central California - Past President of the UC Berkeley School of Public Health Alumni Association How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors, residents or organizations? I do feel comfortable with making such decisions. As long as we are data driven, have engaged stakeholders, and weighed all viewpoints - then we should have the fortitude to pursue decisions for the greater good. We cannot base our decisions on the fear that it will cause unhappiness with organizations. While there is always the risk of unhappiness when making tough decisions, the fortitude of that decision making can be strengthened with the transparency with which we make it. With our explanations grounded in data driven decisions, we can continue to rnake progress. What is the most important contribution you can make as a member of the Human Services Commission? I certainly can leverage my expertise as a public health practitioner, my extensive civic activity and experience, and my UC Berkeley training to ensure we can balance the empathy and compassion of the work ahead of us, with the tangible actions that must take place to put the 492 community on a better footing than it was previously, and so it can be a stepping stone for our successors for the progress of tomorrow. I am a big proponent of building on the work that came before us, to continue moving in a positive direction. What are the ways the City, working with non-profit service providers, can further racial equity, inclusion, and access for Dublin residents? Some very specific ways is to increase the outreach by the City to all the non profit service providers about accessing the Grant Program. We will need a very intentional and focused effort to ensure all non profits - new ones, and those that are long standing participants - access our Grant Program. This, coupled with the fact that we will truly need to evaluate transparently all the non profit group's aims/goals to ensure they as furthering racial equity, inclusion, and access. Finally, pushing for a new 10 yr gap assessment is critical, and moving towards a plan to update this every 5 years will also be key. One decade can represent massive shifts in our landscape in Dublin (and the tri valley) so we will need to be nimble enough to stay on top of, and head of, trends. Lastly, encouraging public comment from constituents will be key as we also look to identify a specific team within the City of Dublin to ensure the racial equity, inclusion, and access work is woven and intentionally integrated into the practice of all departments in the City government. I must admit that I have limited knowledge on the human services offered in Dublin and Tri-Valley. However, I can catch up and learn. I have not had anyone participate in the local program. What do you think are the major concerns/challenges of Dublin residents regarding human services programs? Please describe. I am sure there are many challenges. From my view point here is a list (not in any particular order): 1. Affordable housing for younger generation as property is ownership is high 2. Senior transportation & living costs is probably an concern - getting meals delivered 3. Climate change items: City water resources & management (climate change)- conserving water/electricity & disaster recovery 4. Teen Mental Health & related tragedies- bullying, drugs, suicide, car accidents, etc. 5. Job Opportunities -getting more Tech companies or other companies to make Dublin their headquarters Briefly summarize your participation in civic or community activities/groups. Again, I've taken the full Dublin training sessions provided by the City of Dublin. I also participate in the Dublin High School parade & homecoming events. How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors, residents or organizations? Doing the right thing is always hard. However, with proper analysis and team decision/consensus building, even unpopular messages can be explained with data. The focus should be on the issue & solving the issue, not with people. A decision should be backed with data and information (e.g. messaged correctly) so that the neighbors, residents should understand - even if it is unpopular, they will at least understand the reasoning and justification behind it. Also, I've found out that sometimes, it is just a matter of HOW things are communicated, sometimes being mindful when delivering the message is as important as the message itself. What is the most important contribution you can make as a member of the Human Services Commission? I can be an active participant and listen and contribute to the commission with a positive and honest approach. What are the ways the City, working with non-profit service providers, can further racial equity, inclusion, and access for Dublin residents? My steps would include: 1. Strategic Discussion and Brainstorming session- perhaps quarterly between City member & Non-profit service providers (2-3 only) 2. Prioritize the key initiatives 3. Education via social events to promote the event. 4. Implement the strategy/initiative 5. Do a post-mortem with the stakeholders and capture what went well and what did not. G. In my humble opinion, The user fees for recreation programs and park/facility reservations are required to maintain the quality of services offered. These fees are economical and are reviewed by the commission to ensure affordability for the residents & non-residents. The fees also enable sustainability of these programs during economic downturns and extreme situations like Covid. The effort is to always ensure more residents can make use of these services often. Decisions should always be for the overall good of the community. i am comfortable standing for a decision that may seem unpopular with some. At the same time, I feel it is important to ensure that everyone's viewpoints are heard and acknowledged. The city is already doing a lot to improve equity and inclusion. We support all sports within the city of Dublin catering to the different demographic needs within the city of Dublin. More can always be done to be more inclusionary and the following three critical factors that come into play: Visibility, Affordability and Availability. First and foremost for equity and inclusion to work, people need to know what the parks and community services has to offer and how these services can be leveraged for their use. Secondly, these services should be affordable as compared to other avenues of option. Affordability plays an important role in our residents using these services. Thirdly, availability of these facilities in finite time is very important. It should be possible for residents to book these services even at short notices. Large community events which are susceptible to date changes (lunar based) should be given options to schedule their events accordingly without additional costs. There can also be outreach by the city parks and community services staff, commissioners and volunteers to improve visibility. In general, I feel that fees should be as low as possible in order to ensure equitable access to all members of the community. However, I also recognize that revenue sources are necessary to maintain high quality services and facilities. A balance of these considerations must be met. Parks and Community services should continue focusing on how to maximize community benefit when meeting cost recovery targets set by the City Council. How do you feel about making a decision for the overall good of the community but unpopular with neighbors, residents, or organizations? I am comfortable making a decision that is for the overall good of the city, although it may be unpopular with some residents. It is important for a public official to listen to and seek a diverse set of perspectives when considering such decisions but, ultimately, this must be considered with all other information available. It is a public official's duty to diligently study the issue and then act in the best interest of the city. There will not always be a consensus in the community, and so I also believe it is important to be transparent and to explain the 'why' when making a decision. What is the most important contribution you can make as a member of the Parks and Community Services Commission? The most important contribution l can bring to the commission is the experience I have gained the past 2 years on the commission. I can bring continuity of perspective and vision to the projects started during the last term on the commission, including the Wallis Ranch Park, Jordan Ranch Neighborhood Park, and the Cultural Arts Center. I can also bring a strong understanding of the most recent Parks and Recreation Master Plan and the Bike and Pedestrian Master Plan, which we reviewed in the last term. Why are you interested in serving on the Parks and Community Services Commission? One of the reasons we chose to settle in Dublin was because of the abundance of parks and proximity to open space, things we knew we would enjoy. Ever since I was young, sports and enjoying the outdoors has always been a central part of my life and how I engage with my family, friends, and community. We have had the pleasure of continuing to make parks and recreation central to our lives here in Dublin, whether it is visiting city parks on a near daily basis, playing softball in the adult co-ed league, or enjoying our city's exciting events like Splatter and St. Patrick's Day. I want to continue serving on the Parks and Community Services commission as a way to channel my passions for recreation into service for my community. I have greatly enjoyed serving on the commission the past 2 years, and would be honored to have the opportunity to continue to serve. Dublin is a wonderfully diverse community and I think the city does a good job of celebrating some of that diversity at events like Splatter. We should continue to do outreach and see what we can do to facilitate. More generally, I think we can continue to improve our outreach efforts. An important step in building an inclusive environment is listening. If we are going to continue to deliver equitable and inclusive services as a parks department, we have to listen to what the community needs. As a member of the commission, one of the things I always found valuable in the staff reports was the community feedback on specific items (often via surveys or summaries of community events/meetings). As a sports official for 40 plus years, I am used to making decisions that won't be popular with some folks. I also understand the role is about what is best for the community and not the individual. Often there is a lot of reading of reports and requires a commitment that most outsiders don't understand. My family moved to Dublin in 2014 and have been enjoying the parks and programs almost since day one: Splatter(attending and volunteering), Junior Warriors (playing and coaching), the Wave (swim instruction or visiting the waterpark) or just visiting one of the many playgrounds in the city. This was enough to inspire me to become an alternate commissioner with the Parks and Community Services Commission in Dublin. Over the last two years I have been able to gain an even deeper appreciation for everything that this department does for the community_ I have been excited to see how the department has been able to continue to make services available for all of the diverse community that is Dublin. The Imagine Playground, the new Cultural Arts Center and the final Phase of Fallon Sports Park are just a few examples of how Dublin is increasing access and services or everyone in Dublin. How do you feel about user fees for recreation programs and parklfacility reservations? As a user of the Dublin park and services I believe that the fees are reasonable and in some cases much lower than similar non -city programs. As a commissioner, I believe that the staff has a sound methodology for developing the fees. It is also important to continually review the fees and usage numbers to make sure that they align with the mission of the department and with the current needs of the community. How do you feel about making a decision for the overall good of the community but unpopular with neighbors, residents, or organizations? Two of my experiences have helped to be comfortable in situations where an unpopular decision needs to be made. The first is coaching youth sports. Youth coaches are constantly put into situations where they need to make choices and decisions that could be unpopular with parents or athletes. Keeping the longterm goals of helping the athletes leam the game, grow as individuals and have fun often come in conflict with short term goals such as winning a championship. Holding to and communicating your values help the members understand "the why' of a decision even if they aren't happy with the short term result. Second, I have been lucky to be able to watch the more experienced commissioners and have learned a lot from them. They have courage to speak up and ask questions when ifs important and they also give space for others to do so as well. I would hope to continue that environment if reappointed to the commission. What is the most important contribution you can make as a member of the Parks and Community Services Commission? Our city is diverse and has grown a lot recently. This has caused some division and frustration within the community at times. The parks and community services that the city provides have a unique opportunity to be a unifying force. The spaces we create bring people together and the programs create a sense of community and join members of our city together in ways that might not happen otherwise. Coming to the commission with a thought for bringing the community together would be a focus for me during my term. Why are you interested in serving on the Parks and Community Services Commission? I have really enjoyed my 2 years on the commission and would be honored to continue on and see the current projects to completion. I think the newest update to the master plan provides a lot of great information that can help the city increase inclusion. By understanding the people that make up our community and then identifying gaps in participation, we can target facilities and programs that address those gaps. Finally, I think it is very important for the city to partner with outside design and construction companies that are leaders and innovators. But this lack of shade can be a huge detriment for many of our families to come out and enjoy these newer facilities. Our Dublin weather pattern is unpredictable, and that lack of shade can lead to many of our members with health issues to not participate in usage of those outdoor facilities. This includes myself, as a breast cancer survivor, post -mastectomy and post-lymphtectomy, I can no longer go out in the sun without risking lymphedema. I would want to see our City focus more on creating and maintaining a comfort level at ALL of our parks citywide to encourage usage by all of our local citizens, especially youth and adults that are disabled, like myself. Sun shades, pergola's, water play zones in every park, etc. I would like to see the City continue to expand the variety of sports facilities they offer to the community. More accessible basketball courts that are well lit at night, as that is a globally popular sport. Actual running trails that are laid with tight -packed dirt/gravel to reduce injuries from running on hard concrete and road. Creating partnerships and helping to promote businesses in our area that offer more unusual "sports/physical activities" for our community such as the Youth, Adult and Senior Bowling Leagues at Earl Anthony's. Dublin's farmers market, Splatter and Breakfast with Santa are some of the annually recurring events that make me feel nostalgic and quite attached to Dublin. I am looking forward to contributing to my city by being a part of the advisory committee so other residents could benefit from these programs the same way we did. How do you feel about user fees for recreation programs and park/facility reservations? I believe that recreation programs are a huge asset to our community. The fees for the programs especially for the residents are quite nominal compared to what is being offered outside of the Parks and Rec. In the future maybe we can offer some financial aid or discounts to those who qualify so every member of the community could benefit from these programs. This May, I was looking for a venue for a wedding ceremony for my niece. My search started with various private rentals. As I looked further, I was directed to the facilities available within the city. I was positively surprised to learn that I had so many rental choices at very affordable prices. Renting a part of the city facility brings a sense of belonging to the community as well as it adds to the revenue stream of the city. How do you feel about making a decision for the overall good of the community but unpopular with neighbors, residents, or organizations? I have a Master's degree in Library and Information Science and I have worked in the Pleasanton City Library for some time. As librarians, we have been taught to keep our personal biases; and past experiences away during the decision -making process. When making a decision, my primary focus is going to be the 'overall good of the community' backed by information and research. Dubliners are very aware and involved citizens and will understand our point of view if presented to them with proper evidence. On a personal note all of us should be prepared to change and adapt just in case our decisions do not work the way it was aimed for. We have faced similar situations at home when our decisions have not been liked by our children. In such a situation, to bring them on board, we take there through the decision -making process and make them aware of the thoughts behind the decision.5imilarly, our community is like a big extended family. Whether we are making a decision for the family or our community, the decision -making process is the same. I believe that if we want to make a decision that is good for the community, we should be able to explain that to the residents. I have full faith that our residents are well aware to make the right choke and an open process like this will avoid a situation where a decision is being made for the good of the community and the residents do not see it. Vice versa, if we explain our thought process to the community but the residents oppose or find problems in our approach then we should be prepared to take their feedback and be willing to modify/change our decisions. I was the Program Director of CompuChild franchise {STEM Education National Franchise) since 2014-2019 for the Tri-valley territory. In my position I have offered enrichment programs to thousands of Dublin students at almost every public elementary school. I have enjoyed working with schools, students and parents to bring differentiated after -school enrichment programs that were very well received and benefited the community significantly. My role has changed from a franchisee to being a franchisor of CompuChild. I have sold my Dublin territory to another owner in 2019. I do riot offer fee -based lasses in Dublin anymore. My new role as a franchisor of CompuChild is coming up with new programs which will make our next generation capable of thriving in the changing landscape of STEM majors and careers. I am very well aware of other city -owned facilities that are not listed here. have never rented any facility yet but I know the process of renting. I was looking for a space for my nieces wedding at the Dublin Senior Center Ambrose Hall but unfortunately, it was not available on the date we were looking for. The city of Dublin is a very diverse and densely populated community. It's not that easy to make changes unless those changes are supported by reasoning and data. Before we begin to make any improvements or changes, my first step would be to run a survey to seek residents' input to understand their needs. The survey will help them share their experiences too. Secondly, we would run an ambassador program so every community is equally represented, their needs are fully understood and their culture is celebrated. Last but not the least, I will analyze and study the program data which is readily available. It is important to know which programs are popular and have full enrollment and find out reasons why others are not. I will study the reason for their unpopularity (expensive, not useful, or not able to reach the community members, etc.) and act upon them. If there was to be a fixed fee for renting these facilities, only residents with a certain economic status will end up using the facilities. By assigning specific days where the facility could be rented at a lower price to residents who are not financially that well off, we can facilitate the use of these facilities by a much larger resident population. Another idea could be to reserve these facilities for specific cultural festivals and activities around those days. Downplaying and ignoring opponents is never an ethical strategy and is rarely effective in the long term. The key to maintaining public support often lies in explaining your position well, while indicating that you have heard others` concerns. From a personal perspective, I would like to address the following : More open space available for off -leash dog areas Making Dublin even more bike friendly, by increasing/propagating the number of bike routes and increased number and quality of bike racks in parks. Improving shade for spectators at athletic fields as it gets very hot and we have a lot of parents over the weekend games. Constructing a covered play structure, to provide recreation for stir-crazy kids on gloomy days. Community Garden - While this is very specific, I envision the Community Garden program being enhanced to become a more valued resource. I serve adults with acute conditions, chronic conditions in various settings that include hospitals, nursing homes, home health and therapeutic senior centers. Seniors are who 1 speak to on a daily basis, and they are the people told me way more stories about Frank Sinatra than I would have known. For every seniors, the most important questions for my evaluation is asking about their goals. Despite the situation and medical conditions, 521 almost all the seniors told me they want to stay busy, have a purpose, a sense of being alive and staying connected. Moving to CA from another state, I have received so much supports from this community to help us settle our family here and I want to give back. My goal to apply for the Senior Center Advisory Committee is to use my knowledge, my passion, my experiences, to contribute to a better community for our Dublin seniors to age gracefully, to maximize their quality of life in Dublin, where they have trusted and chosen to stay for their retirement. In what organizations are you currently a member? Please list. I manage the occupational therapy program at the Grace Adult Day Health Care in Santa Clara. At the center, I designed their telehealth therapeutic programs for active participants during shelter in place and now occupational therapy and recreational programs for in person, at the individual and in group settings. Some classes I have designed and trained the program aids to lead the group with special training and instruction by, other classes that require skilled intervention additionally, [ lead the group on my own. The unique part of this center is most of our participating seniors are immigrants from various backgrounds and cultures. The most important part of my job is to make sure all the activities and programs I designed are well grounded and suitable with their background. Additionally, I practice occupational therapy at Creekvieww Health Center in Pleasanton, where I provide direct skilled occupational therapy services to our Tri-Valley senior citizens. I evaluate and reassess how safe the seniors are when returning home and provide education about home safety, home set up, and caregiver education to maximize their quality of life and reduce the course of hospitalization. Everytime a Dublin senior gets admitted, we create an instant bond right away. We can relate to our Dublin Library, Emerald Glen Park, Aquatic center at the Wave, Half Price Books store, and even our local Safeway. Having that kind of connection makes me a better clinician in terms of making more appropriate recommendations and relatable education to the seniors. That often leads me to wonder, what else can I do more, to contribute to this great city and to use my experiences to assist other Dublin seniors. That is one of the motivations for me to apply for the Senior Center Advisory Committee. What is your impression of the programs and services offered for seniors through the Dublin Senior Center? I am impressed by the programs and services offered for seniors at Dublin Senior Center. There is a wide range of activities for different hobbies and interests. The activities are not only recreational but also therapeutic, including targeting a combination of physical, mental and cognitive stimulation. I am impressed that the cost of participation is from free of charge to small fee, which I believe addresses financial barriers for all seniors, and despite their financial situation can participate. I see Dublin center also offers life skill classes, which is very essential to close the gap and educate adults utilizing essential technologies in today's world such as smart phones and computers. It is great that the center also provides essential services and needs for the senior population such as foot care, legal assistance, and support groups. Have you or a family member participated in the programs, services, or events offered at the Dublin Senior Center? Many of the patients that I treat reside in Dublin. The common message I hear is that the Dublin senior center is an enjoyable place for local seniors to socialize, participate in recreational activities and get support. Overall 1 am impressed by the what the Dublin senior center has offer, not just within the center but various activities for virtual programs, support groups, field trips and outdoors opportunities. Are there additional programs and services that should be offered through the Dublin Senior Center? Please describe. When it comes to seniors, the key concern to me is maintaining function and fall prevention. I think every senior should be informed and instructed to know proper body mechanics, safety features, and how to set up their home to prevent a fall and in home injury. Unfortunately most seniors only learn those skills after encountering a fall and needing to receive treatment within a hospital or rehabilitation. Fall prevention exercises and activities in person and virtually would be beneficial for aging adults. They will also benefit from joint protection during daily activities, as arthritis is common in aging adults and what contributes to their pain. In addition, I would love to see future programs that target mental health, nutrition and caregiver education. What do you feel are some of the most pressing issues facing senior adults in the City of Dublin? Dublin is a growing city but utilization of available resources is key. We have great people and great programs. However, making sure the changing demographic of Dublin seniors are benefiting by using the center. By providing a variety of activities for different ethnic groups and also having activities for everyone as a whole is important to making sure everyone feels connected with a sense of being involved within the community. Another, a growing issue is that the city continues to grow, which means the number of seniors will grow and the lack of a skilled nursing home within the city of Dublin will be detrimental. General health screening, diabetics and foot care certainly helpful. More can be done to ensure safety and improve fitness. Efforts need to made to get elderly equipped with technology based resources and services. I work as a home health occupational therapist for the tri-valley, and see a lot of benefits for seniors meeting with other seniors. Many of my patients I see usually stay home alone during the day, primarily watching tv. Transportation is an issue, as well as language barrier, as well as not feeling comfortable attending classes at the senior center. As I work with seniors daily, I am familiar with their limitations as well as activities they will enjoy. I feel if the seniors are able to attend the classes regularly, their lives will be more enjoyable, they will feel more independent and have more of a purpose. It will be great to implement 525 some new activities for the seniors to participate in so they can give back to the community. I think the senior center is a fantastic way for the seniors in the community to make new friends, find new things they are interested in and just having fun. They shouldn't spend their days sitting at home alone and watching tv, there is so much more out there for them to do. In what organizations are you currently a member? Please list. I served as a human service commissioner a few years ago and found that very rewarding. Currently I am not active in any organizations. What is your impression of the programs and services offered for seniors through the Dublin Senior Center? I love the variety of classes, seems like there is something for everyone. I especially like the exercise classes because sometimes it is hard to get motivated and exercise alone. Plus....it is more effective to follow an instructor as they will be able to help with correcting techniques. I also like the services to assist the seniors with technological devices. If they are able to learn the basics (i pad, smart phones...), they will be able to connect with their families as well as staying in touch with their friends. My mom went to a few classes before, however she doesn't like to drive, therefore stopped attending. Some examples: 1) making kits for low income children (school needed items, healthy snacks) 2) making kits for people with disabilities who are home bound 3) getting more involved with community -sponsored events 4) being mare involved with feeding low income families What do you feel are some of the most pressing issues facing senior adults in the City of Dublin? Lack of knowledge with new technology. As more and more people depend on their devices, the seniors fall further and further behind. They become more dependent for help, leading to isolation and frustration. They have difficulties making doctor's appts, ordering their medication, buying essentials online, answering emails. What do you feel are some of the most pressing issues facing senior adults in the City of Dublin? Stay healthy. High inflation is impacting the lives of a lot of people. Figuring out a way to mitigate that impact is important. I hope to contribute to the committee through applying my interpersonal skills, thinking out of box creativity and technical skills. 530
