3.1. Introduction - Senator Steve Glazer, 7th Senate District
State Senator Steve Glazer will introduce himself to the City Council.
STAFF RECOMMENDATION:
Receive the presentation.
3.2. Valley Spokesmen Touring Club Donation
Dublin Police Services’ Crime Prevention Unit was given a generous $1,500 donation from the Valley
Spokesmen Touring Club which will be used to support Dublin Police Services’ bicycle safety
program. The Dublin City Council will present the Valley Spokesmen with a Certificate of
Appreciation for their donation.
STAFF RECOMMENDATION:
Formally accept the $1,500 donation.
3.3. Request for Naming the Alameda County Fire Vehicle Maintenance Facility
The City Council will consider a request from the Alameda County Fire Department (ACFD) to
rename their City leased facility, which is used as a Vehicle Maintenance Facility, after Retired
Alameda County Fire Chief William J. McCammon, its first Fire Chief.
STAFF RECOMMENDATION:
Approve ACFD’s request to rename the Vehicle Maintenance Facility the “William J. McCammon
Alameda County Fire Department Vehicle Maintenance Facility.”
3.4. Recognition and Acceptance of Sponsorships for Splatter, Farmer's Market Concert Series and
Picnic Flix Movie Series
The City Council will receive a report on sponsorships for Splatter, Farmers’ Market Concerts and the
Picnic Flix Movie Series, and formally recognize the sponsors for these events and present certificates
of appreciation.
STAFF RECOMMENDATION:
Formally accept sponsorship donations for Splatter, the Dublin Farmers’ Market Concerts Series and
the Picnic Flix Movie Series and recognize the sponsoring organizations.

3.5. Employee Introduction: Roel Blanco, Office Assistant I for Parks and Community Services
Department
A new member of City Staff will be introduced: Roel Blanco, Office Assistant I for the Parks and
Community Services Department.
STAFF RECOMMENDATION:
Welcome City of Dublin employee.
3.6. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the October 6, 2015 Regular City Council Meeting
The City Council will consider approval of the minutes of the October 6, 2015 Regular City Council
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the October 6, 2015 Regular City Council meeting.
4.2. Red Ribbon Week Proclamation
Each year, Dublin Police Services participates in “National Red Ribbon Week” events at the schools
and in the community. Red ribbons are hung throughout the community and items with drug free
messages are distributed to students. Each student from Kindergarten to 5th grade will receive an item.
Red Ribbon Week will be held October 23-31, 2015.
STAFF RECOMMENDATION:
Proclaim October 23-31, 2015 as “Red Ribbon Week.”
4.3. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.4. Revisions to the Personnel System
The City Council will consider revisions to the Personnel System. The proposed adjustments relate to
job classifications - changing titles from administrative to management within the City’s professional
Analyst series.
STAFF RECOMMENDATION:
Review the proposed modifications to the City’s Classification and Salary Plans, and adopt the
Resolution Amending the Classification Plan; and, the Resolution Amending the Salary Plan for Full-
Time Personnel and for Positions Exempt from Fair Labor Standards Act (FLSA) Overtime Provisions.

4.5. Amendment to Agreement with Carducci and Associates for Additional Consultant Services
The City Council will consider approving an amendment to an Agreement with Carducci and
Associates to provide additional design services for Fallon Sports Park and will consider approve a
budget change in the amount of $146,000.
STAFF RECOMMENDATION:
Authorize the City Manager to execute an Amendment to the Consulting Services Agreement with
Carducci and Associates for an amount not to exceed $146,000; and approve a budget change in the
amount of $146,000.
4.6. Relationship between the Association of Bay Area Governments and the Metropolitan
Transportation Commission
The City Council will consider authorizing the Mayor to send a letter to the Association of Bay Area
Governments (ABAG) Governing Board and to the Metropolitan Transportation Commission (MTC)
expressing the City of Dublin’s opposition to MTC’s proposal to eliminate financial support to ABAG
for that organization’s planning and research activities and instead absorb ABAG’s responsibilities into
MTC.
STAFF RECOMMENDATION:
Authorize the Mayor to sign a letter on the City‘s behalf regarding the MTC proposal to eliminate
ABAG financial support for its planning and research activities, and instead, absorb ABAG
responsibilities into MTC.
4.7. Authorize Agreement with Collier Creek Mitigation Land, LLC for the Purchase of Mitigation
Lands for the Dougherty Road Improvements, Project No. ST0911.
The City Council will consider approving an agreement with Collier Creek Mitigation Land, LLC for
the purchase of a mitigation easement for the Dougherty Road Improvement project. The City Council,
at its February 19, 2013 meeting, approved the project environmental document, a Mitigated Negative
Declaration. The declaration required that the project mitigate several environmental issues and obtain
all necessary regulatory permits. As part of the permitting process it was identified that three Federal
and/or California endangered species habitats may be impacted by the project improvements. To
obtain permits from the California Department of Fish and Wildlife and from the U.S. Fish and
Wildlife Service, habitat mitigation needs to be completed. To mitigate the impact and obtain permits,
it is proposed that the City purchase 22.05 acres of permanent conservation easement at the Eagle
Ridge Preserve North located within Alameda County.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Agreement with Collier Creek Mitigation Land, LLC for the
purchase of a permanent conservation easement for mitigation lands for the Dougherty Road
Improvements, Project No. ST0911.
4.8. Approval of Final Map and Tract Improvement Agreements, and Acceptance of Park Land
Dedication In-Lieu Credits for Park Land Dedication Requirements for Tract 7712, Wallis
Ranch, Neighborhood 2 (Development Solutions WR, LLC)
Development Solutions WR, LLC, a Delaware Limited Liability Company, is filing a Final Map for
Tract 7712 (Wallis Ranch, Neighborhood 2) to create 101 lots for the construction of 101 homes.
Tract 7712 is bounded on the east by Wallis Ranch Drive, on the South by Rutherford Drive, and on
the west by open space.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Final Map and Tract Improvement Agreements for Tract 7712,
Wallis Ranch, Neighborhood 2; and 2) Adopt the Resolution Accepting Park Land Dedication In-Lieu
Credits for Park Land Dedication Requirements for Tract 7712, Wallis Ranch, Neighborhood 2.
4.9. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from September 1, 2015 – September 30,
2015 totaling $7,235,206.09.
STAFF RECOMMENDATION:
Receive the report.

Planned Development Rezone with related Stage 1 Development Plans for portions of: 1) Jordan
Ranch (PLPA 2015-00045); 2) Dublin Ranch Subarea 3 (PLPA 2015-00046); and 3) Wallis
Ranch (PLPA 2015-00047), a Planned Development Stage 2 Development Plan for Jordan Ranch
and a Development Agreement Amendment with BJ-ROF Jordan Ranch LLC Mission Valley
Properties
On October 6, 2015 the City Council approved the following General Plan and Eastern Dublin Specific
Plan Land Use changes: 1) Jordan Ranch - change 3.7 acres from Parks/Public Recreation to
Public/Semi Public and change 4.6 acres identified as Parcel H from Mixed Use to Medium Density
Residential (6.1 to 14.0 units per acre); 2) Dublin Ranch Subarea 3 - (Irongate) change 10.4 acres
from Rural Residential/Agriculture to Parks/Public Recreation; and 3) Wallis Ranch – change 1.9
gross acres from Semi-Public to Parks/Public Recreation. An Ordinance was introduced for a Planned
Development rezone with related Stage 1 Development Plan in accordance with the land use changes
mentioned above. An Ordinance was also introduced for a Planned Development Rezone with a Stage
2 Development Plan and an amendment to the Jordan Ranch Development Agreement for Jordan
Ranch. The City Council also approved a Site Development Review Permit and Vesting Tentative
Maps for Parcel H (VTM 8267) and Neighborhood 7 (VTM 8269). Tonight the City Council will take
action on the Ordinances adopting the Planned Development zoning and amendment to the Jordan
Ranch Development Agreement.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Approving a Planned Development Rezoning with related
Stage 1 Development Plan for portions of Jordan Ranch, Dublin Ranch Subarea 3 and Wallis Ranch,
and approving a related Stage 2 Development Plan Amendment for portions of Jordan Ranch; and 2)
waive the reading and adopt an Ordinance Approving a Development Agreement Amendment
between the City of Dublin and BJ-ROF Jordan Ranch LLC (Mission Valley Properties) for the Jordan
Ranch Project.

8. NEW BUSINESS
8.1. Dublin Camp Parks Military History Center Management Plan
The City Council will review the Dublin Camp Parks History Center Management Plan, which was
developed with a working group of City, community and military representatives. This Management
Plan will be used to guide a professional museum exhibit design/build firm in creating the Center’s
permanent exhibit.
STAFF RECOMMENDATION:
Accept the Dublin Camp Parks Military History Center Management Plan.
8.2. Wallis Ranch Public Art
The City Council will consider public art to be installed in the Wallis Ranch subdivision. Trumark
Homes (“Trumark”) is under construction with Wallis Ranch, a 184-acre residential development near
the northeasterly City limit, west of Tassajara Road, near the intersection with Fallon Road. In order to
meet the requirements of the City’s Public Art Ordinance, the developer has opted to install public art
versus paying the in-lieu fee. Per the Public Art Master Plan, all private developers are required to
meet with the Heritage and Cultural Arts Commission for review of the artwork. Upon
recommendation by the Heritage and Cultural Arts Commission, the developer must seek final
approval of the artwork by the City Council.
STAFF RECOMMENDATION:
Approve the proposed public artwork for Trumark’s Wallis Ranch development.

8.3. Proposed Revisions to the Dublin Crossing Project and Related Community Benefits
The City Council will receive a report on two revisions to the Dublin Crossing Project proposed by the
developer. The modifications include changes to the Arnold Road frontage and elimination of the
requirement to underground the large PG&E electric transmission lines along Arnold Road and along
Scarlett Drive across Dublin Blvd. The developer (Dublin Crossing, LLC) and City Staff have agreed
upon community benefits that would be provided in conjunction with the City’s approval of the
revisions. City Staff has the authority to approve the revisions to the project and is seeking direction on
whether it should implement the proposed revisions.
STAFF RECOMMENDATION:
Direct Staff to proceed with implementing the proposed changes to the project proposed by Dublin
Crossing, LLC, including the additional community benefits added to the development agreement.
8.4. Community Grants Program Funding Priorities for Program Year 2016-2017
The City Council will receive a brief report on funding allocations under the Community Grants
Program as approved by the City Council for program year 2015-2016, discuss priorities for the
upcoming Community Grants Program allocation process, and direct staff as to how funding should be
prioritized for the 2016-2017 program year so that those priorities can be included in the call for
proposals which will be initiated in November.
STAFF RECOMMENDATION:
Discuss the prioritization of Community Grant Program funding for program year 2016-2017 and
direct staff as to how the Council would like the funding prioritized in the upcoming year so staff can
better inform prospective grantees during the Community Grant allocation process beginning in
November, 2015.
8.5. Human Services Commission Vacancies
The City Council will discuss options for filling two recent, unanticipated vacancies on the Human
Services Commission. One term ends in December 2016, and the other in December 2018.
STAFF RECOMMENDATION:
Discuss options for filling the two unscheduled vacancies and provide Staff direction on proceeding
with the appointment process.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
10. ADJOURNMENT - In memory of Staff Sgt. Sean Diamond and our fallen troops.
