3.1. Recognition of Dublin Police Services
In June 2015, Dublin Police Services responded to a 911 call of a home invasion in Dublin. After
extensive investigative work, Dublin detectives were able to identify a suspect, and serve a search
warrant at an associated residence. The suspect was taken into custody without incident, and further
investigation has linked the suspect to additional crimes. The Dublin Police Services Investigations
team is to be recognized for their outstanding work in this case.
STAFF RECOMMENDATION:
Recognize the Dublin Police Services Investigations team for their efforts.
3.2. "Dublin Idol" Recognition
The City Council will present Certificates of Recognition to the six winners of the “Dublin Idol”
competition, which was held in July at the Dublin Farmers’ Market.

3.3. Employee Re-introductions: Martha Aja and Kristen Middleton
Martha Aja will be re-introduced as the City’s new Associate Planner in the Community Development
Department, and Kristen Middleton will be re-introduced as the City’s new Senior Office Assistant in
Parks and Community Services Department.
STAFF RECOMMENDATION:
Welcome City of Dublin Staff members.
3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. Comment time limit will be determined by the City Council. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.

4.1. Minutes of the July 21, 2015, Regular City Council Meeting and the August 8, 2015 Special City
Council Meeting
The City Council will consider approval of the minutes of the July 21, 2015 Regular City Council
meeting and the August 8, 2015 Special City Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the July 21, 2015 Regular City Council meeting and the August 8, 2015 Special
City Council meeting.
4.2. Request for Waiver of Bid Requirement As Authorized by Municipal Code and
Authorization to Purchase Desktop Computers from Dell, Inc.
Based on annual desktop computer replacement cycles and additional workstations identified in the
Fiscal Year 2015-2016 Budget, the purchase of 48 desktop computers and 64 computer monitors is
proposed. The Western State Contracting Alliance (WSCA) allows public agencies to purchase using
agreements established through a cooperative public bid process. This results in savings to the City in
expediting the purchasing process and providing items at a competitive price. The Municipal Code
requires the City Council to authorize purchases in excess of $45,000 which use this type of
arrangement.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing Staff to Procure Desktop Computers from Dell, Inc.
4.3. Amendments to Dublin Zoning Ordinance Chapters 8.08 (Definitions), 8.40 (Accessory Structures
and Uses Regulations), and 8.76 (Off-Street Parking and Loading Regulations)
The City is initiating amendments to the Zoning Ordinance to bring greater clarity and consistency to
existing regulations. Amendments are proposed to Chapters 8.08 (Definitions), 8.40 (Accessory
Structures and Uses Regulations), and 8.76 (Off-Street Parking and Loading Regulations). The
amendments include clarifying the allowed accessory uses and activities in residential zoning districts,
amending existing definitions and creating new definitions for several residential use types in the
definitions chapter, and clarifying the parking requirements for each residential use type in the parking
chapter.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Approving Amendments to Dublin Zoning Ordinance
Chapters 8.08 (Definitions), 8.40 (Accessory Structures and Uses Regulations), and 8.76 (Off-Street
Parking and Loading Regulations).
4.4. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.5. Adoption of an Ordinance Establishing a Streamlined Permitting Process for Small Residential
Rooftop Solar Systems (AB 2188)
California Government Code Section 65850.5 (enacted by Assembly Bill 2188) requires that, on or
before September 30, 2015, local governments adopt an ordinance that creates a streamlined permitting
process for small rooftop solar system installations.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Adding Chapter 7.96 (Streamlined Permitting Process for
Small residential Rooftop Solar Systems) to the Dublin Municipal Code and provide direction on permit
subsidies.

4.6. Payment Issuance Report & Electronic Funds Transfers
The City Council will receive a listing of payments issued from July 1, 2015 – July 31, 2015.
STAFF RECOMMENDATION:
Receive the report.
4.7. Resolution Urging the State to Provide New Sustainable Funding for State and Local
Transportation Infrastructure
The City Council will consider adopting a Resolution that urges the State of California to provide a new
revenue source for street infrastructure improvements.
STAFF RECOMMENDATION:
Adopt the Resolution Urging the State to Provide New Sustainable Funding for State and Local
Transportation Infrastructure.
4.8. Introduction of Ordinance – Establishment of “Collector” Street Speed Limits at Six Locations in
Dublin
The City Council will consider an ordinance establishing speed limits of 25 MPH on six (6) street
sections which were recently reclassified from a “Local” street to a “Collector” street in order to legally
enforce speed limits with a radar gun.
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE the Ordinance Amending the Dublin Traffic Code to Establish
Speed Limits on Portions of Brannigan Street, Brighton Drive, Donohue Drive, Landale Avenue,
Starward Drive, Sierra Lane, and Summer Glen Drive.
4.9. Approval of Final Map and Improvement Agreement, Approval of Agreement for Long-Term
Encroachment for Landscape Features and Acceptance of Parkland Dedication In-Lieu Credits
for Park Land Dedication Requirements for Tract 8167, Tribeca (Pulte Home Corporation)
Pulte Home Corporation, a Michigan Corporation, is filing a Final Map for Tract 8167 (Tribeca) to
create nine numbered parcels and 10 lettered parcels for the construction of 52 condominium townhouse
units on a 2.86 acre site. Tract 8167 is bounded on the north by Dublin Boulevard, on the east by
Campbell Lane, and on the southwest by the Iron Horse Trail. The subject site is also known as Dublin
Transit Center Site A-1.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Final Map and Tract Improvement Agreement for Tract 8167,
Tribeca; adopt the Resolution Approving the Agreement for Long-Term Encroachment for Landscape
Features for Tract 8167, Tribeca; and, adopt the Resolution Accepting Park Land Dedication In-Lieu
Credits for Park Land Dedication Requirements for Tract 8167, Tribeca.
4.10. Approval of Plans and Specifications and Award of Bid – Contract No. 15-07, 2015 Annual Slurry
Seal Program
The Annual Slurry Seal Program (CIP No. ST5115) will resurface 21 city street segments with a slurry
seal and replace pavement on two cul-de-sac streets. This will prolong the life of the existing pavement
surface. As pavement begins showing wear and stress cracking, it is important to seal the cracks to
keep water from getting under the pavement.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Plans and Specifications for the 2015 Annual Slurry Seal
Program, and Awarding Contract No. 15-07, to VSS International, Inc.
4.11. City Treasurer's Informational Report of Investments for the Quarter Ending June 30, 2015
The City of Dublin's Investment Policy calls for semi-annual report of investments. This report is
for quarter ending June 30, 2015, and includes monthly transaction ledger. The City’s investment
portfolio for this period totaled $199,655,404 (book value) with average market yield of 0.78%.
All investment transactions continue to comply with the City's Investment Policy and the
California Government Code. As required by the Policy, the City Treasurer (Administrative Services
Director) affirms that the City is able to meet its expenditure requirements for the next six months.

8. NEW BUSINESS
8.1. General Plan Amendment and Eastern Dublin Specific Plan Amendment Study Initiation
Request to Create Additional Parkland on Wallis Ranch
The City Council will consider a General Plan and Eastern Dublin Specific Plan Amendment Study to
evaluate changing the land use designation on 1.9 gross acres of the Wallis Ranch project from Semi-
Public to Parks/Public Recreation to create additional parkland.
STAFF RECOMMENDATION:
Adopt the Resolution approving the Initiation of a General Plan and Eastern Dublin Specific Plan
Amendment Study to evaluate a proposal to change the Land Use Designation of a portion of Wallis
Ranch from Semi-Public to Parks/Public Recreation.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
