Thompson, Public Works Director ATTACHMENTS: 1) Notice to Residents 2) Area Map RECOMMENDATION: Approve the removal the existing street closure on Central Parkway at the Tassajara Creek Bridge, opening Central Parkway to traffic between Hibernia Drive and Glynnis Rose Drive, and leaving the segment of Central Parkway closed between Glynnis Rose Drive and Tassajara Road. FINANCIAL STATEMENT: Toll Brothers, Inc., the developer 'of residential subdivisions in this area, will be responsible for removing all street closure devices on Central Parkway at the Tassajara Creek bridge, and opening this street to traffic to Glynnis Rose Drive. DESCRIPTION: The developer of the Toll Brothers, Inc., residential project is currently completing construction of the Dublin Greene subdivision (Tract 7148) in the area south of Central Parkway and east of Tassaj ara Creek. As a condition of the development, Toll Brothers was required to install median island landscaping on Central Parkway between the Tassajara Creek bridge and Glynnis Rose Drive. Toll Brothers has kept Central Parkway closed to through traffic at the Tassajara Creek bridge under direction from City Staff to allow this construction work on Central Parkway to take place safely and with minimal interruption by vehicular traffic. The median island work in this area is now complete. Staff is recommending removal of the street closure at the Tassajara Creek bridge and opening Central Parkway to traffic between Hibernia Drive and Glynnis Rose Drive. This action would facilitate access to and from residential neighborhoods along Central Parkway on either side of Tassajara Creek, especially for parents driving their children to Dougherty Elementary School from the Toll Development. Once open, traffic on Central Parkway originating from side streets east of Hibernia Drive and bound for Tassajara Road would be able to travel eastbound on Central Parkway for a more direct access to Dublin Boulevard and Tassajara Road via Glynnis Rose Drive. Traffic volumes are expected to increase only ~minimally at the intersection of Central Parkway/Hibernia Drive (where most school children cross the street during school hours) as a result of opening this bridge. The City will study the before and after traffic conditions at this intersection to see what, if any, impact this change will make. For safety reasons, the segment of Central Parkway between Glynnis Rose Drive and Tassajara Road will remain closed to through-traffic until the median island work in this area is complete and the traffic signals at the Central Parkway/Hibernia Drive and Tassajara Road/Central Parkway intersections are installed. Staff has mailed Public Notices to the residents of the three adjacent subdivisions, the two neighboring apartment complexes, and to Dougherty Elementary School. Staff recommends that the City Council approve the removal of the existing street closure on Central Parkway at the Tassajara Creek bridge, opening Central Parkway to traffic between Hibernia Drive and Glynnis Rose Drive, and leaving the segment of Central Parkway closed between Glynnis Rose Drive and Tassajara Road. PUBLIC NOTIC The Dublin City Council will consider a proposal on November 6, 2001, to remove the existing street closure on Central Parkway at the Tassajara Creek bridge and open this street to traffic between Hibernia and Glynnis Rose Drive (see attached area map). Central Parkway has been closed to through traffic at the Tassajara Creek bridge to allow for the median island construction work between this bridge and Glynnis Rose Drive to be completed safely and with minimal interruption by vehicular traffic. The median island work in this area is now complete. City Staff is recommending removing the street closure at the Tassajara Creek Bridge and opening Central Parkway to traffic to Glynnis Rose Drive.- This action would facilitate traffic circulation and access to and from the residential neighborhoods on either side of Tassajara Creek. Traffic volumes are expected to increase only slightly at the Central Parkway/Hibernia Drive intersection where school children cross the street during school hours. The City will study the before and after traffic conditions at this intersection to see what, if any, impact this change will make. The segment of Central Parkway between Glynnis Rose Drive and Tassajara Road is currently closed to traffic and proposed to remain closed for safety reasons until the median island work on this segment is completed and the traffic signals at the Hibernia Drive/Central Parkway and Tassajara Road/Central Parkway intersections are installed. You are invited to attend this meeting to provide input or voice any concern you might have regarding the proposed opening of Central Parkway to traffic across the Tassajara Creek Bridge. The meeting will be held on Tuesday, November 6, 2001, at 7:00 p.m. in the Dublin Civic Center Council Chambers, located at 100 Civic Plaza, Dublin. Any intereSted person may be heard on this matter.
