Request from Rotary Club of Dublin for waiver of use fees for the
Shannon Community Center

DESCRIPTION: Correspondence has been received from Gary Wilberg, Community
Service Chairman for the Rotary Club of Dublin, requesting a fee waiver for use of the Shannon
Community Center on Sunday, November 18, 2001. The Rotary Club would like to host a tribute to say
thank you to the men and women of the City's Police and Fire Departments. They plan to hold a special
BBQ lunch for the City's Police and Fire Departments. In addition, an invitation to the community will be
extended. The lunch for the special guests, the police and fire fighters, will be free; the community will
be charged a minimal fee.
Under the current Facility Use Policy for the Shannon Community Center, the Rotary Club of Dublin
would be classified as a Resident Community Group. The fees for use under this classification are as
follows: '
Use during regular business hours
Use outside of regular business hours
no fee
$10 per hour
In addition to the fees shown above, a $100 Security Deposit (refimdable) is required and groups must
provide evidence of liability insurance covering bodily injury and property damage at a minimum limit of
$500,000 per occurrence. If the City were to charge the Rotary Club of Dublin for use as requested, the
revenue generated would total approximately $50 (5 hours at $10 per hour).
In the past, the City Council has granted full or partial fee waivers to the Valley Volunteer Center, the
Dublin Sister City Association, the Dublin Fine Arts Foundation, the American Cancer Society, the
Women's Club of Dublin, the Dublin Lion's Club and the Boy Scouts of America. Although fee waivers
have been granted, the Council has required payment of the Security Deposit and evidence of liability
insurance.
Staff recommends that the City Council consider the request for waiver of the Facility Use Fees for use'of
the Shannon Community Center by the Rotary Club of Dublin.

Dear Diane:
I am writing to you today on behalf of the Rotary Club of Dublin. Our Club has decided to pay
tribute and say Thank You to the Men & Women of our Cities Police and Fire Departments.
We have decided that our Club, representing the entire community of Dublin, needs to say a
special thank you to these men and women who risk their lives each and everyday for our
citizens.
We would like to hold a special BBQ lunch on the 18th of November, at the Shannon Center.
The Rotary Club will be providing a very nice lunch, catered by the Texas Back Forty BBQ
Restaurant. We will be extending an invitation to the community, and be asking them to pay.
But, we will not be asking for any monetary reimbursement from either the Police or Fire
Departments or their staff. This is our Gift to them[
Given these plans and objectives for this event, we would kindly ask that all city fees be waived.
I understand from discussions with Guy Houston, that I should be prepared to attend the Nov. 6th
Council Meeting. Both from the objective of asking that the council agree to waive fees, and
also from a publicity standpoint. Please let me know if I need to do anything else to get on the
agenda for that meeting.
