HomeMy WebLinkAbout3.2 Recognition of Outgoing Dublin Chief of Police Garrett Holmesr %o DUBLI N C A L I F 0 R N I A DATE: March 7, 2023 STAFF REPORT CITY COUNCIL TO: Honorable Mayor and City Councilmembers FROM: Linda Smith, City Manager Agenda Item 3.2 SU B.ECT: Recognition of Outgoing Dublin Chief of Police Garrett Holmes Prepared by.- Cierra Fabrigas, Executive Aide EXECUTIVE SUMMARY: The City Council will present a commendation to outgoing Dublin Chief of Police Garrett Holmes, in appreciation of his dedicated service to the City of Dublin and Alameda County. STAFF RECOMMENDATION: Present the commendation. FINANCIAL IMPACT: None. DESCRIPTION: Garrett Holmes has been a member of the Alameda County Sheriff's office for 29 years. During his service, he served Dublin, Eden Township, and Alameda County. He has consistently provided the residents of Dublin and Alameda County with quality law enforcement services while contributing to the growth, success and professional reputation of not only the City of Dublin and Alameda County, but to the many sworn and professional staff with whom he has worked. He has created a positive and effective work environment, while enhancing Dublin Police Services. During his tenure, Garrett Holmes has climbed through the ranks, serving in many different capacities. Since 2017, he served as Commander and as the Chief of Dublin Police Services. Commander Holmes was always considered fair and supportive in treatment of those who served under his command while keeping the agency needs in sight. His efforts insured that Dublin Police Services continued its commitment to serving the citizens of Dublin. Pagel of 2 STRATEGIC PLAN INITIATIVE: None. ATTACHMENTS: 1) Commendation in Recognition of Dublin Chief of Police Garrett Holmes Page 2 of 2 9 Attachment I A COMMENDATION OF THE CITY COUNCIL CITY OF D UBLIN, CALIFORNL4 Dublin Chief of Police Garrett Holmes WHEREAS, Chief Holmes began his career with the Alameda County Sheriffs Office as a Deputy Sheriff in 1994 after graduating from the looth Sheriffs Academy; and WHEREAS, Chief Holmes served as a Deputy Sheriff at the Santa Rita Jail, Eden Township Substation, and Dublin Police Services; and WHEREAS, Chief Holmes was promoted to the rank of Sergeant by Sheriff Charles C. Plummer on May 22, 2oo,5, and served at Dublin Police Services; and WHEREAS, Chief Holmes was promoted to the rank of Lieutenant by Sheriff Charles C. Plummer on November 1, 2oo9, and served at the Glenn E. Dyer Facility and Santa Rita Jail; and WHEREAS, Chief Holmes was promoted to the rank of Captain by Sheriff Gregory J. Ahern on September 2, 2012, and served at the Oakland Airport Police Services and Dublin Police Services; and WHEREAS, Chief Holmes has served in several other capacities within the Alameda County Sheriffs Office including as a member of the Sheriffs Office Special Response Unit and 2014 Urban Shield Incident Commander; and WHEREAS, Chief Holmes was promoted to the rank of Division Commander by Sheriff Gregory J. Ahern on January 26, 2o17, and served as the Commander of the County Wide Services Division and the Chief of Dublin Police Services; and WHEREAS, Chief Holmes has always been a proud and contributing member of Dublin Police Services and Alameda County Sheriffs office; and WHEREAS, for the past five years, Chief Holmes has cultivated a positive work environment for his deputies and staff and has established a strong presence in the community; and WHEREAS, Chief Holmes actively served the City of Dublin's Community Task Force on Equity, Diversity, and Inclusion where he worked with community members to identify and implement ways to recognize, promote, and sustain diversity, equity and inclusion within Dublin Police Services and their service to the Dublin community, and WHEREAS, the City of Dublin applauds Chief Holmes for his impactful leadership and service to the Dublin community and for tirelessly working to keep the City of Dublin safe. NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby commend Garrett Holmes on this 7th day of March, for his many years of service in Dublin and Alameda County, California, and the United States.
