Joint Special Meeting: February 16, 2023
A Joint Special Meeting of the Dublin City Council, Planning Commission, Heritage and
Cultural Arts Commission, Senior Center Advisory Committee, Parks and Community
Services Commission, and Human Services Commission was held on Thursday,
February 16, 2023, at 6:30 p.m. at the City Council Chamber, 100 Civic Plaza, Dublin,
CA 94568. The meeting was called to order at 6:30 PM, by Vice Mayor McCorriston.

3.2) Presentation from Timothy Haile, Executive Director, with Contra Costa
Transportation Authority
The City Council received an update from Timothy Haile, Executive Director of the Contra
Costa Transportation Authority (CCTA) on CCTA's programs, projects, vision for the future,
and the INNOVATE 680 Program.
3.3) Public Comment
Rasika provided public comment.
Abhilash Raman provided public comment.
4) CO N SEN T CALEN DAR
4.1) Approved the February 7, 2023, Regular City Council Meeting Minutes.
4.2) Adopted Resolution No. 13-23 titled, "Terminating the Proclamation of Existence of a
Local Emergency Related to the COVID-19 Pandemic."
4.4) Received a financial report through the second quarter of Fiscal Year 2022-23 and
approved a budget change.
4.5) Received listings of payments issued from December 2022 and January 2023,
totaling $9,231,603.25 and $10,630,200.56 respectively.
4.7) Adopted Resolution No. 14-23 titled, "Amending the Classification Plan," Resolution
No. 15-23 titled, "Amending the Salary Plan for Management Positions Exempt from
Competitive Service and for Full -Time Personnel," and Resolution No. 16-23 titled,
"Amending the City of Dublin Position Allocation Plan for Fiscal Year 2022-23."
On a motion by Councilmember Josey, seconded by Vice Mayor McCorriston, and by
unanimous vote, the City Council adopted the Consent Calendar items, except for items 4.3
and 4.6.

The City Council received a presentation regarding an Amended and Restated Community
Benefit Program Agreement and an Amended and Restated Affordable Housing Assistance
Agreement with The Related Companies of California, LLC for the development of the 300-
unit Amador Station affordable housing development located on Golden Gate Drive adjacent
to the West Dublin/Pleasanton BART Station within the Downtown Dublin Specific Plan
area.
Mayor Hernandez opened the public comment period.
Kevin Fryer provided public comment.
Mayor Hernandez closed the public comment period.
On a motion by Councilmember Josey, seconded by Councilmember Qaadri, and by a three -
to -two vote, the City Council adopted Resolution No. 17-23 titled, "Approving a First
Amended and Restated Community Benefit Program Agreement and an Amended and
Restated Affordable Housing Assistance Agreement Between the City of Dublin and the
Related Companies of California, LLC, for the Amador Station Affordable Housing Project."

8) NEW BUSINESS
8.1) Community Charging Program Request from Dublin Chevrolet
The City Council received a presentation regarding a request from Dublin Chevrolet to
provide electric vehicle (EV) charging stations to the City through the General Motors Dealer
Community Charging Program.
Mayor Hernandez opened the public comment period. Upon receiving no public comments,
Mayor Hernandez closed the public comment period.
By consensus, the City Council authorized the City Manager to negotiate and enter into an
agreement with Dublin Chevrolet to provide EV charging stations at a City of Dublin facility,
subject to conditions, through the General Motors Dealer Community Charging Program,
authorized the City Manager to enter into an agreement with FLO for EV charging services,
and directed Staff to come back to the City Council with information on how data collected
would be used and with an update on the negotations before entering into the agreement.
8.2) Informational Report on the Sister City Program
The City Council received a report on the Sister City program.
Mayor Hernandez opened the public comment period.
Guy Houston provided public comment.
Mayor Hernandez closed the public comment period.
By consensus, the City Council directed the City Manager to solicit a group to re-establish a
Dublin Sister City program and identify the various programmatic elements.

9) OTHER BU SI N ESS
The City Council and Staff provided brief information -only reports, including committee
reports and reports by City Council related to meetings attended at City expense (AB1234).
By consensus, the City Council directed Staff to investigate a better way to ensure garbage is
picked up throughout the City.
10) ADJOURNMENT
Mayor Hernandez adjourned the meeting at 10:50 p.m.
