FINANCIAL STATEMENT:
The estimated cost of furnishing and installing the proposed sign is
$500. There are sufficient funds budgeted in the Street Maintenance
Operating budget to cover this cost.
DESCRIPTION: The City Council recently requested that Staff investigate a concern
from a resident relating to the two right turn lanes from northbound San Ramon Road to eastbound Dublin
Boulevard (see e-mail, Attachment 1 and Location Map, Attachment 2). Unless signing is provided to the
contrary, the Vehicle Code allows drivers to turn right on a red light from either of the right turn lanes.
This right-turn movement may also proceed during the green light for northbound through traffic on San
Ramon Road or when the right-turn green arrow is on. The right turn green arrow is called an "overlap"
and operates simultaneously with the westbound left turn signal. This design is used in a number of the
City's large intersections, and its intent is to improve the capacity of the intersection by allowing more
than one movement to proceed at one time.
Ms. Logan's e-mail expresses a safety concern with these two lanes of traffic turning simultaneously on
red and the potential for conflicts with bicycles traveling eastbound through the intersection along Dublin
Boulevard. There is also potential for a conflict with pedestrians Crossing Dublin Boulevard on the east
leg of the intersection. The traffic signal at this intersection is programmed to allow pedestrians using the
easterly crosswalk to get the WALK indication a few seconds before the light turns green for northbound
San Ramon Road traffic, This special operation was initially put in place to protect pedestrians from

right-turning vehicles as they proceed to cross in the northbound direction along this crosswalk.
However, despite this special signal operation, pedestrians may still feel uncomfortable knowing that two
vehicles might be turning simultaneously on red without paying enough attention to pedestrians.
In light of these concerns regarding the safety of bicyclists and pedestrians at this intersection, Staff
recommends prohibiting traffic from making right-tums on red from the leftmost (# 1) right-turn lane only.
This prohibition can be implemented by posting a traffic sign on the northeast corner of the intersection
(facing northbound traffic) that reads: "Right Turn On Red From Right Lane Only." Once the sign has
been installed, Staff will closely monitor this intersection during peak periods to ensure that this
operational change would not cause excessive or unsafe traffic backups on the northbound approach of the
intersection. Also, if needed, Staff will make signal-timing adjustments to facilitate traffic flows through
this intersection:

when at~empting to .gross this intersection I have come uncomfortably close to being hit by a car making a right
turn from FuuLhill Road onto Dublin Boulevard.

In order to make this intersection safer for every.one, I suggest the traffio regulation at this intersection be
