CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non- agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the February 22, 2023, Youth Advisory Committee Regular Meeting Minutes The Committee will consider approval of the minutes of the February 22, 2023, Youth Advisory Committee Regular Meeting. NEW BUSINESS 5.1 Youth Advisory Committee Annual Report Presentation The Youth Advisory Committee will discuss the Annual Report Presentation for the Parks and Community Services Commission and the City Council. Staff Report 5.2 Spring Tri-Valley Youth Committees Roundtable Event The Youth Advisory Committee will discuss participation in the Spring Tri-Valley Youth Committees Roundtable event. STAFF RECOMMENDATION: Approve participation in the Spring Tri-Valley Youth Committees Roundtable event. Staff Report 6. OTHER BUSINESS Brief information only reports from Committee Members and/or Staff, including committee reports and reports by Committee Members related to meetings attended at City expense (AB1234). 7. New Business - None6.Other BusinessKim Bonato, Recording Secretary, reminded the Committee that the application period for the Youth Advisory Committee and Parks and Community Services Commission Student Representative open Friday, February 24, 2023, at 8:00 AM. Applications are due no later than March 24, 2023 at 5:00 p.m. No late applications will be accepted.Bridget Amaya, Parks and Community Services Department Assistant Director, reminded the Committee of the importance of arriving on time to the meetings and their commitment to the Committee. 7. STAFF RECOMMENDATION:Receive the update from the 2023 Dublin Benefit Concert ad hoc committee. FINANCIAL IMPACT:None. DESCRIPTION:Each year the Youth Advisory Committee (YAC) establishes a work plan for their term of service. A work plan serves as a guide for accomplishing goals and objectives during a specific period. At the August 24, 2022, Special Meeting, members discussed goals for the 2022-23 work plan. Upon discussion and receipt of feedback, the YAC agreed to plan and host the 2023 Dublin Benefit Concert. The concert will take place at the first Dublin Farmers’ Market of the season on April 6, 2023. Acts will include Dublin-based youth and senior organizations, clubs, and programs that provide performing arts, multicultural awareness, or other youth/senior related activities. The event benefits the Dublin Fee Assistance Program. All YAC members must be present at the event to assist with logistics. On August 24, 2022, the YAC appointed five members to the Benefit Concert ad hoc committee.The ad hoc committee met on September 7, 2022, January 11, February 8, and March 15, 2023, to discuss objectives from the work plan and will provide an update. o Objective 1 – Established the timeline and work plan for the event and appointedmembers to an ad hoc committee at the September 28, 2022, Regular Meeting. 7 Page 2 of 2 o Objective 2 – Created an application for performers for Staff review. Solicited youth and senior performers from Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, City-run youth and senior class participants, Dublin cultural arts businesses, and other venues where youth and senior artists congregate. o Objective 3 – The ad hoc committee reviewed applications between March 15 and 16 and selected performers by March 17, 2023. o Objective 4 – Created and submitted an event flyer for Staff review by February 25, 2023,to advertise on the City website and by City newsflash, and for distribution by YAC members starting March 15, 2023. Staff ensured inclusion in the Spring Activity Recreation Guide. o Objective 5 – Attend, emcee, and implement the 2023 Dublin Benefit Concert on April 6, 2023, at the Farmer’s Market in Emerald Glen Park.The ad hoc committee will provide an update and request that all YAC members attend the event on April 6, 2023. STAFF RECOMMENDATION:Receive the report. FINANCIAL IMPACT:None. DESCRIPTION:Each year the Youth Advisory Committee Members present an Annual Report highlighting the Committee’s accomplishments during their term. Accomplishments include awarding Youth Mini Grants, volunteering at City events, participating in roundtable events with neighboring agencies, engaging in fundraising efforts for the Youth Fee Assistance Program, and planning, implementing and hosting events. The Youth Advisory Committee 2022-23 term accomplishments include the following: Awarded four youth organizations in Dublin with a Youth Mini-Grant, totaling $2,500 –DubMed, Gardeners of the Galaxy, SHAPE (Student Health Advocates for a Positive Environment), and Teens Unite for Education. Planned, implemented, and hosted the second Youth Mental Health Forum at the Shannon Community Center on Thursday, November 17, 2022. Volunteered at Splatter, Harvest Fair, St. Patrick’s Day Festival, and the Holiday Tree Lighting. Volunteered at the Teen Job Fair on Saturday, March 4, 2023, at the Pleasanton Senior 9 Page 2 of 2 Center. Collaborated with the Senior Center Advisory Committee to host the Dublin Benefit Concert on April 6, 2023, at the first Farmers Market of the season at Emerald Glen Park. Proceeds from the event will benefit the Dublin Fee Assistance Program. Volunteer at Heritage Park at the Spring Eggstravaganza on Saturday, April 8, 2023. Participate in the Spring Tri-Valley Youth Committees Roundtable on Saturday, April 22, 2023. Host the second Youth Hackathon & Start-Up Pitch event at the Dublin Senior Center on Saturday, May 13, 2023.Chair Brandon Maskey and Vice Chair Esha Shenoy will present the Annual Report at the April 17, 2023, Parks and Community Services Commission Meeting and at the May 16, 2023, City Council meeting. The event's goals are to collaborate and socialize with other youth committees, review upcoming events and programs, and discuss successes and challenges. Hosting duties are rotated; the City of San Ramon will host the event this year. The Spring Tri-Valley Youth Committees Roundtable is scheduled for Saturday, April 22, 2023,from 9:00 a.m. to 12:00 p.m. At least one member from each city must attend, though all members are welcome and encouraged to join.
