REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday,April 18, 2023, in the
City Council Chamber. The meeting was called to order at 7:05 PM, by Mayor Hernandez.
1) CALL TO ORDER AND PLEDGE OF ALLEGIANCE

2) REPORT ON CLOSED SESSION
City Attorney John Bakker reported there was no reportable action out of Closed Session
and confirmed with Mayor Hernandez the City Council planned to return to Closed Session
at the end of the Regular Meeting on both Closed Session items.
3) ORAL COMMUNICATIONS
3.1) Fair Housing Month Proclamation
The City Council presented the Fair Housing Month Proclamation.

3.2) Crime Victims' Rights eek Proclamation
The City Council presented the Crime Victims' Rights Week Proclamation.
3.3) Public Comment
Brent Songey provided public comment.
Andrea Renzulli provided public comment.

4) CONSENT CALENDAR
4.1) Approved the April 4, 2023, Regular City Council Meeting Minutes.
4.2) Adopted Resolution No. 30-23 titled, "Approving an Amendment to the Agreement
with Lynx Technologies, Inc. for GIS Consulting Services."
4.3) Adopted Resolution No. 31-23 titled, "Authorizing the Continued Participation in the
Alameda County Abandoned Vehicle Abatement Program Until May 2033."
4.4) Adopted Resolution No. 32-23 titled, "Approving a Grant Agreement with School of
Imagination to Provide Funding for an Expanded Parking Lot."
4.5) Adopted Resolution No. 33-23 titled, "Approving the Consulting Services Agreement
Between the City of Dublin and Economic and Planning Systems, Inc."
4.6) Received a listing of payments issued from March 1, 2023 - March 31, 2023,totaling
$12,776,142.24.
4.7) Approved the Mayor's recommendation of Assistant City Manager Colleen Tribby as
the Dublin representative on the Tri-Valley Community Television Board of
Directors.
On a motion by Councilmember Qaadri, seconded by Councilmember Josey, and by
unanimous vote, the City Council adopted the Consent Calendar.

8) NEW BUSINESS
8.1) 2022-2027 Five-Year Capital Improvement Program Update
The City Council received an update of the 2022-2027 Five-Year Capital Improvement
Program (CIP) adopted in June 2022, asked clarifying questions, and provided their
feedback.
By consensus,the City Council asked Staff to add $1 million into a General Fund reserve for
the Library Tenant Improvements Project. In addition, in response to questions about a
shade structure for the picnic areas at Stagecoach Park, Staff noted they would add that as
part of existing park improvement projects included in the CIP.
Mayor Hernandez opened the public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public commenter period.
8.2) Preliminary Fiscal Year 2023-24 General Fund Budget
The City Council received a presentation regarding the Preliminary Fiscal Year 2023-24
Budget, focusing on the General Fund and asked clarifying questions.
Mayor Hernandez opened the public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public commenter period.
8.3) East Ranch Inclusionary Housing and Community Facilities District Proposals
The City Council received a presentation on TH East Ranch Dublin, LLC's (Trumark Homes)
proposal to satisfy the requirements of the Inclusionary Zoning Regulations and the
formation of Community Facilities Districts (CFDs) for maintenance and to fund the
construction of public facilities within the East Ranch development project.
Mayor Hernandez called for a break at 8:34 PM.
Mayor Hernandez reconvened the meeting at 8:41 PM.
Mayor Hernandez opened the public comment period.

By consensus, the City Council directed Staff to proceed with the proposal to satisfy the
requirements of the Inclusionary Zoning Regulations and the proposed Services CFD. There
was not a consensus to proceed with the Facilities CFD as it was presented but a willingness
to reopen the discussion with modifications to the proposed inclusionary housing plan.
9) OTHER BUSINESS
The City Council and Staff provided brief information-only reports, including committee
reports and reports by City Council related to meetings attended at City expense (AB1234).
10) ADJOURNMENT
Mayor Hernandez adjourned the meeting at 10:37 PM to an Adjourned Regular Meeting on
Tuesday, May 9, 2023, at 5:00 PM.
