DIVERSITY, AND INCLUSION

Meeting Procedure During Coronavirus (COVID-19) Outbreak:
In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak, and recommendations to follow social distancing procedures, the following practices are adopted during the Community Task Force on Equity, Diversity, and Inclusion Meeting.

• Individuals wanting to make public comment may email John.Stefanski@dublin.ca.gov starting at 1:00 p.m. on Thursday, June 3, 2021. Public Comment requests must be made by 4:30 p.m. Please provide your name and the agenda item you would like to speak on.
• When the agenda item upon which the individual would like to comment is addressed, the speaker will be announced in the meeting when it is his/her time to speak to the Community Task Force on Equity, Diversity, and Inclusion. The speaker will then be unmuted for comment.

2. PUBLIC COMMENT At this time, members of the public are encouraged to address the Task Force on any items of interest that is within the subject matter jurisdiction of the Task Force and not already included on the Agenda. Comments should not exceed three (3) minutes.
3. REPORTS
3.1 Review of Dublin Inclusion Project’s Recommendations Seed Collaborative will facilitate a review of the Dublin Inclusion Project's (DIP) Recommendations. The Task Force will consider incorporating the DIP Recommendations into their final report. A list of the DIP Recommendations is included in the Agenda Packet.

3.2 Discussion of Diversity, Equity, and Inclusion (DEI) Commission The Task Force will discuss adding to the City-wide DEI recommendations a proposal to create a DEI Commission or other similar alternatives.
3.3 Discussion of July 20, 2021 City Council Meeting Assistant to the City Manager Stefanski will share details on the July 20, 2021 City Council meeting where the Task Force recommendations will be presented.
3.4 Review and Comment on the Proposed Agenda Planning Calendar The Task Force will review and comment on the Proposed Agenda Planning Calendar.

Specifically, the Dublin Inclusion Project re-affirms the importance of:
1. Permanent body: A permanent body to study public safety in Dublin (Recommendation 1)
2. Data transparency: Increased accountability and data transparency (Recommendations 3,4,5,12
and 14)
The Dublin Inclusion Project also advocates for five additional recommendations to be added to
the taskforce’s report:
1. School resource officers: The taskforce recommends that: the City of Dublin cease funding for
School Resource Officers (SROs).
2. Tobacco enforcement grant: The taskforce recommends that: the City of Dublin use grant funds
from the California Department of Justice (DOJ) Tobacco Grant Program for one of the many
permitted non-police use of funds, such as retailer training programs, public education
outreach, parent engagement and education, or tobacco retail license inspections.
3. Hiring freeze: The taskforce recommends that: the City of Dublin makes a commitment to a
freeze on the hiring of new personnel in Dublin PD, and that any increase in public safety
personnel in the coming years come from the hiring of unarmed, trauma-informed personnel,
such as licensed clinical social workers (LCSWs), or alternatives to police such as unarmed traffic
enforcement officials.
4. End ACSO contract: The taskforce recommends that: the City of Dublin cease contracting with
the Alameda County Sheriff’s Office (ACSO) for police services, and establish an independent
Dublin PD.
5. Sanctuary city status: The taskforce recommends that: the City of Dublin adopt sanctuary city
status and restrict the sharing of information about Dublin residents with federal Immigrations
and Customs Enforcement (ICE).
