DUBLIN CITY COUNCIL MINUTES REGULAR MEETING May 16, 2023 28 3.2) Gun Violence Awareness Day and Month Proclamation The City Council presented the Gun Violence Awareness Day and Month proclamation. 3.3) .bb's Daughters International Day Centennial Celebration Proclamation The City Council presented the Job's Daughters International Day Centennial Celebration proclamation. 3.4) Youth Advisory Committee Annual Report The Youth Advisory Committee presented an annual report highlighting accomplishments for the 2022-23 term. 3.5) Public Comment No public comment. 4) CONSENT CALENDAR 4.1) Approved the May 2, 2023 Regular City Council Meeting Minutes. 4.3) Adopt Resolution No. 38-23 titled, "Approving an Agreement Between the City of San Ramon and the City of Dublin Regarding Dougherty Regional Fire Authority Additional Discretionary Employer Contribution to CalPERS." 4.4) Received a report of payments issued from April 1, 2023 - April 30, 2023, totaling $4,014,851.18. 4.5) Adopted Resolution No. 39-23 titled, "Adopting an Appropriations Limit for Fiscal Year 2023-24." On a motion by Councilmember Josey, seconded by Vice Mayor McCorriston, and by unanimous vote, the City Council adopted the Consent Calendar items, except for items 4.2, 4.6, and 4.7. Mayor Hernandez reconvened the meeting at 7:57 PM. 4.6) Received the City Treasurer's Informational Report of Investments for the Quarter Ending March 31, 2023 This item was pulled from the consent calendar by Vice Mayor McCorriston for clarifying questions. On a motion by Vice Mayor McCorriston and seconded by Councilmember Qaadri, and by unanimous vote, the City Council approved Consent Calendar items 4.2 and 4.6. By consensus, the City Council agreed to send a delegation to visit Bray, Ireland for the International Bray Air Display in July 2023 and directed Staff to proceed with travel accommodations as necessary. 6) PUBLIC HEARING 6.1) Adoption of the Fiscal Year 2023-24 Budget The City Council received a presentation on the City of Dublin's budget for Fiscal Year 2023- 24. Mayor Hernandez opened the Public Hearing. Upon receiving no public comment, Mayor Hernandez closed the Public Hearing. On a motion by Councilmember Josey, seconded by Councilmember Qaadri, and by unanimous vote, the City Council adopted Resolution No. 41-23 titled, "Adopting a Budget for The City of Dublin for Fiscal Year 2023-24." RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Kashef Qaadri, Councilmember AYES: Hernandez, McCorriston, Josey, Hu, Qaadri ABSENT: Dr. Sherry Hu, Councilmember 6.2) Adopting the Proposed 2022-2027 Five -Year Capital Improvement Program Update The City Council received a presentation on the proposed Five -Year Capital Improvement Program Update, which included capital project funding from Fiscal Year 2022-23 through Fiscal Year 2026-27. Mayor Hernandez opened the Public Hearing. Upon receiving no public comment, Mayor Hernandez closed the Public Hearing.
