This City Council meeting will be broadcast live on Comcast T.V. channel 28
beginning at 7:00 p.m. This meeting will also be livestreamed at www.tv30.org. and

Members of the public who wish to participate in the meeting electronically have the
option of giving public comment via Zoom, subject to the following procedures:
❑ Fill out an online speaker slip available at www.dublin.ca.gov. The speaker slip will
be made available at 10:00 a.m. on Tuesday, June 6, 2023. Upon submission, you will
receive Zoom link information from the City Clerk. Speakers slips will be accepted
until the public comment period ends, or until the public comment period on non -
agenda items is closed.
❑ Once connected to the Zoom platform using the Zoom link information from the
City Clerk, the public speaker will be added to the Zoom webinar as an attendee and
muted. The speaker will be able to observe the meeting from the Zoom platform.
❑ When the agenda item upon which the individual would like to comment is
addressed, the City Clerk will announce the speaker in the meeting when it is their
time to give public comment. The speaker will then be unmuted to give public

4.2 Avalon West Dublin Public Art Installation Agreement and First Amendment to the
Agreement for Long Term Encroachment for Landscape Features Tract 8460, Avalon
West Dublin
The City Council will consider approving the Avalon West Dublin Public Art Installation
Agreement (Art Agreement). The Art Agreement formalizes the Public Art design,
construction, and installation obligations. The City Council will also consider approving
the First Amendment to the Agreement for Long Term Encroachment for Landscape
Features with Tract 8460, Avalon West Dublin (Amended Encroachment Agreement). The
Amended Encroachment Agreement incorporates changes consistent with the Art
Agreement and includes property owner responsibility for additional decorative features
within the St. Patrick Way street right-of-way.

4.9 Amendment to Consulting Services Agreement with TRB & Associates, Inc. for On -
Call Building and Safety Services.
The City Council will consider approving the first amendment to the Consulting Services
Agreement with TRB & Associates, Inc., which provide contract services on an as needed
basis to the Building and Safety Division. The proposed amendment increases the hourly
rates and the limit on the total compensation paid to the consultants during the term of
this agreement.

City's Records
The City Council will consider approving the purchase of a replacement Assureon and
new Compliant Cloud Archive Assureon from ECS Imaging, Inc. The Assureon products
create the City's "trusted system" used to digitize and store records electronically. The
"trusted system" prevents deletion or changes to records and allows the City to destroy
paper versions.

Representative Appointments
The City Council will consider confirmation of the Mayor's appointments of three middle
school and 10 high school youth, along with three alternates, to the Youth Advisory
Committee for the term of June 6, 2023, through May 31, 2024. The City Council will also
consider confirmation of the Mayor's appointment of Esha Shenoy as the Student
Representative to the Parks and Community Services Commission for the term of July 1,
2023, to June 30, 2024.

6.1 Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided
by Amador Valley Industries and Establishing the 2023-24 Annual Assessment
The City Council will consider adopting two separate resolutions establishing the garbage
rates effective July 1, 2023 and establishing the Fiscal Year 2023-24 refuse -related property
tax assessment. The proposed rates include the costs associated with continuing the
implementation of California State Senate Bill (SB) 1383, which created regulations to
increase the diversion of organic waste from landfills.
