CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Youth Advisory Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Youth Advisory Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Minutes of the January 22, 2020 Regular Youth Advisory Committee Meeting The Youth Advisory Committee will consider approval of the minutes of the January 22, 2020 Regular meeting. Recruitment Process for the 2020-21 Youth Advisory Committee The Youth Advisory Committee will receive a report on the recruitment process for the upcoming Youth Advisory Committee and Student Representative to the Parks and Community Services Commission for the 2020-21 term. Youth Advisory Committee Annual Report Presentation The Youth Advisory Committee will discuss their accomplishments during the 2019- 20 term, in preparation for the Annual Report to the City Council and the Parks and Community Services Commission. STAFF RECOMMENDATION: Discuss accomplishments that should be included in the 2019-20 Annual Report. 8. OTHER BUSINESS Brief information only reports from the commission and/or Staff, including committee reports and reports by the commission related to meetings attended at City expense (AB1234). 9. Tri Valley Teen Job and Career Fair Henry Siu, Recreation Coordinator, presented the specifics of the item as outlined in the Staff Report. The Committee received the report. 7.2 Youth Advisory Committee Booth at the Dublin St. Patrick's Day Festival Henry Siu, Recreation Coordinator, presented the specifics of the item as outlined in the Staff Report The Committee received the report. 8. Other Business Committee Members provided informational reports on recent events and meetings attended. Henry Siu, Recreation Coordinator reminded the Committee of the Dublin Benefit Concert Subcommittee meeting held on Wednesday, January 29, 2020 at 4:30 p.m. at the Dublin Senior Center. Laura Johnston, Recreation Supervisor updated the Committee on the Mini Grant Proposal process stating that the Parks and Community Services Commission would receive a report at a special meeting on Monday, January 27, 2020. City Council will review the report at their next regularly scheduled meeting, Tuesday, February 4, 2020. 9. Adjournment The meeting was adjourned by Committee Vice Chair, Steven Chan at 7:18 PM. STAFF RECOMMENDATION: Receive report. FINANCIAL IMPACT: None. DESCRIPTION: The Youth Advisory Committee (YAC) and Student Representative to the Parks and Community Services Commission (Student Representative) each have 12 -month terms which run from June through May for YAC and July through June for the Student Representative. The recruitment period takes place in the spring of each year and the positions are appointed by the City Council, typically in May. Applicants must be Du blin residents. Youth Advisory Committee Per the Bylaws and Rules of Procedure for the Youth Advisory Committee, the Youth Advisory Committee is composed of a minimum of nine (9) and a maximum of thirteen (13) youth members, plus three (3) alternates. At least three (3) must be from middle school and six (6) from high school. The YAC generally meets on the fourth Wednesday of every month at the Dublin Senior Center at 7:00 PM and has the following general responsibilities: Provide input on youth services and programming to the Parks and Community Services Commission, City Council and City Staff. 7.1 Packet Pg. 7 Page 2 of 3 Address issues that affect youth in the community. Assist with the promotion and implementation of youth activities. Generate an annual report on the progress of the Youth Advisory Committee. Additionally, Committee Members are expected to attend all regular meetings and subcommittee meetings as assigned; attend the activities planned and sponsored by the Advisory Committee; promote youth activities; and provide support for successful implementation of youth activities and programs. Student Representative The Student Representative to the Parks and Community Services Commission is a high school student that is one of the (6) six members of the Parks and C ommunity Services Commission. The Commission generally meets on the third Monday of every month at the Civic Center at 7:00 PM and has the following general responsibilities: Consider and make recommendations as it deems necessary to the City Council and to City Staff in all matters pertaining to the operation and maintenance of an effective, efficient, and adequate program of parks, recreation and community services for the citizens of Dublin. Accept and consider recommendations from the Senior Center Advisory Committee and the Youth Advisory Committee, and forward the recommendations to the City Council, as appropriate. Application Process The application period will begin Friday, February 28, 2020 and end on Friday, March 27, 2020. Applications will be available online (only) at www.dublin.ca.gov. This year’s application process will include the following elements: Online application form. One letter of recommendation will be required for YAC applications. Two letters of recommendation will be required for Student Representative applications. Applicants are strongly encouraged to attend at least one City Council or Commission meeting prior to completing the application and before the application deadline of Friday, March 27, 2020. In the event meeting dates/times are rescheduled, all meeting dates can confirmed at www.dublin.ca.gov prior to the meeting date. o The City Council has two (2) upcoming scheduled meetings on Tuesday, March 3, 2020 and Tuesday, March 17, 2020 at the Civic Center at 7:00 PM. o The Planning Commission has two (2) upcoming scheduled meetings on Tuesday, March 10, 2020 and Tuesday, March 24, 2020 at the Civic Center at 7:00 PM. o The Heritage and Cultural Arts Commission has one (1) upcoming scheduled meeting on Thursday, March 12, 2020 at the Civic Center at 7:00 PM. o The Parks and Community Services Commission has one (1) upcoming scheduled meeting on Monday, March 16, 2020. o The Youth Advisory Committee has one (1) upcoming scheduled meeting on Wednesday, March 25, 2020 at the Dublin Senior Center at 7:00 PM. o The Human Services Commission has one (1) upcoming scheduled meeting on Thursday, March 26, 2020 at the Civic Center at 6:00 PM. 7.1 Packet Pg. 8 Page 3 of 3 Current YAC members who meet the qualifications are encouraged to reapply for the Committee and Student Representative to the Parks and Community Services Commission and inspire youth within the community to apply for the 2020-21 term using various marketing efforts at their respective schools and in the community. Students interested in applying for the Youth Advisory Committee or Student Representative positions will need to submit a completed online application by the deadline of Friday, March 27, 2020 by 5:00 PM. FINANCIAL IMPACT: None DESCRIPTION: Each year, Youth Advisory Committee Members present an Annual Report highlighting the Youth Advisory Committee’s accomplishments that took place during their current term. These accomplishments include volunteering at City events, awarding Youth Mini Grants, engaging in fundraising efforts for the Youth Fee Assistance Program, participating in the Tri-Valley Teen Job and Career Fair, and completing other projects that involved the Advisory Committee. The Annual Report will be presented at the April 20, 2020 meeting of the Parks and Community Services Commission and at the May 5, 2020 City Council meeting. The Youth Advisory Committee’s 2019-20 term accomplishments include the following: Attended the Tri-Valley Youth Advisory Committee Roundtable at the San Ramon Community Center on Saturday, November 16, 2019. Assisted Staff with the City's Tree Lighting Ceremony at the Civic Center on Thursday, December 7, 2019. Awarded a total of six youth organizations in Dublin with a Youth Advisory Committee Mini Grant, totaling $1,600 (Dublin High Teens Unite For Education, 7.2 Packet Pg. 10 Page 2 of 2 Dublin High (P.A.T.C.H) Club, Boy Scouts of America - Troop 904, TEDxYouth@Dublin, Dublin High School Teens United for Education Club and Quarry Lane’s Environmental Club). Will assist with the 2020 Tri-Valley Teen Job and Career Fair at the San Ramon Senior Center on Saturday, March 7, 2020. Will raise funds for the Youth Fee Assistance Program at the YAC booth during the St. Patrick’s Day Festival on Saturday and Sunday, March 14-15, 2020. Will assist Staff with the Spring Eggstravaganza event at Emerald Glen Park to be held on Saturday, April 11, 2020. Will partner with the Senior Center Advisory Committee to host a multi - generational Benefit Concert at the Emerald Glen Amphitheatre, to be held on Sunday, April 19, 2019. The Annual Report will be presented by Chair Jain and Vice Chair Chan at the Apr il 20, 2020 Parks and Community Services Commission Meeting and at the May 5, 2020 City Council Meeting.
