MEETING PROCEDURE DURING CORONAVIRUS (COVID-19) OUTBREAK: • In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak, and recommendations to follow social distancing procedures, the City of Dublin will adopt the following practices during upcoming commission meetings: • The Dublin Youth Advisory Committee will hold the meetings remotely via Zoom Video Communications. Please click the link below to join the webinar: https://dublinca.zoom.us/j/86441211778?pwd=UmY2NUllZGwrNUEzQWY1anlkNi9C Zz09 Passcode: 0n$H8%Mt • The meeting will begin at 7:00 p.m. • Online speaker slips will be available at www.dublin.ca.gov, and the public will be able to call in using a computer/or smart phone via a link which will be provided following submission of a speaker slip. A telephonic option will also be available. • Once connected, the public speaker will be placed in an on-line waiting room. While in the waiting room, the public speaker will hear the meeting while they are connected and waiting to speak. • When the agenda item upon which the individual would like to comment is addressed, the speaker will be announced in the meeting when it is his/her time to speak to the committee. The speaker will then be moved to the meeting for comment. 1. CALL TO ORDER AND PLEDGE OF ALLEGIENCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Youth Advisory Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Youth Advisory Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Approval of the July 31, 2020 Youth Advisory Committee Special Meeting Minutes The Youth Advisory Committee will consider approval of the minutes of the July 31, 2020 Special meeting. STAFF RECOMMENDATION: Approve the minutes of the July 31, 2020 Youth Advisory Committee Special meeting. 3.2. Approval of the September 23, 2020 Youth Advisory Committee Regular Meeting Minutes The Youth Advisory Committee will consider approval of the minutes of the September 23, 2020 Regular meeting. Annual Tree Lighting Event The Youth Advisory Committee members will discuss volunteer assignments at the annual Tree Lighting event. STAFF RECOMMENDATION: Volunteer at the Tree Lighting event on Saturday, December 5, 2020. 7.2. 2021 Dublin Benefit Concert Timeline and Work Plan The Committee will establish the 2021 Dublin Benefit Concert timeline and work plan, and appoint members to a subcommittee. STAFF RECOMMENDATION: Establish the 2021 Dublin Benefit Concert timeline and work plan. Appoint three members to serve on the Dublin Benefit Concert Subcommittee. 8. OTHER BUSINESS 9. Gowda, and Kaur self-nominated to be considered for the position of Chair of the Youth Advisory Committee. All self-nominated Committee Members gave a two-minute personal statement. With seven votes received in favor, Saanya Goel was selected as the Chair, and with six votes received, Aleena Imran was selected as the Vice Chair of the 2020-21 Youth Advisory Committee. Committee Member Carey made the motion to select Saanya Goel as Chair and Aleena Imran as Vice Chair for the 2020-21 Youth Advisory Committee term. Recreation Manager, Andrea Mendez discussed information about the Mayor’s Youth Council. Committee Members Imran and Dhot indicated they are a point of contact for the Mayor’s Youth Council and would provide necessary information for a collaboration. 9. STAFF RECOMMENDATION: Volunteer at the Tree Lighting event on Saturday, December 5, 2020. FINANCIAL IMPACT: None. DESCRIPTION: The City’s 37th annual Tree Lighting event will be held on Saturday, December 5, 2020 , at the Dublin Civic Center. The event will be held outdoors and be configured to allow for social distancing in accordance with Alameda County’s current Shelter-in-Place Order. The event will include a drive-thru component featuring a special visit from Santa. Staff are in the process of finalizing details for this event and volunteers will be contacted with the final details. Committee Members are being asked to volunteer at the event to assist with event set up/clean up, traffic control, and escorting Santa. STRATEGIC PLAN INITIATIVE: None. STAFF RECOMMENDATION: Establish the 2021 Dublin Benefit Concert timeline and w ork plan. Appoint three members to serve on the Dublin Benefit Concert Subcommittee. FINANCIAL IMPACT: None. DESCRIPTION: The Dublin Benefit Concert has become an annual event since 2014. The concert showcases the talents of both local youth and seniors to promote an intergenerational event. Due to COVID-19, the Youth Advisory Committee was not be able to hold the event and it was cancelled for the 2020 year. In anticipation of a 2021 concert, the Youth Advisory Committee will appoint three Committee Members to serve on the Dublin Benefit Concert Subcommittee and the Senior Advisory Committee will appoint two members to serve on the Subcommittee. The duties of the Dublin Benefit Concert Subcommittee will consist of: • Completing duties as indicated on the timeline • Attending regularly scheduled meetings • Promoting the benefit concert • Screening and selecting performers • Assisting Staff at the concert The following is the proposed timeline and work plan dates . Staff will make every effort to keep this event as planned, but the event may be altered, cancelled , or postponed in 7.2 Packet Pg. 14 Page 2 of 3 compliance with the current health guidelines. • October 28, 2020 o The Youth Advisory Committee will establish a timeline and work plan. o The Youth Advisory Committee will appoint three Committee Members to serve on the Dublin Benefit Concert Subcommittee. o The Youth Advisory Committee will select a Sunday in April 2021 to conduct the concert and select the location. Potential locations may include the Emerald Glen Park Amphitheatre or the Dublin Senior Center. o Establish a goal for a set number of youth and senior performers. • November 9, 2020 o City Staff will create an event ad to be placed in the Spring Recreation Activity Guide, to be uploaded to the City’s Website on Monday, January 11, 2021. o City Staff will create a Dublin Benefit Concert promotional flyer for distribution. • December 3, 2020 o The Senior Advisory Committee will appoint two Senior Advisory Committee Members to serve on the Dublin Benefit Concert Subcommittee. • January 18, 2021 o Staff will upload the Dublin Benefit Concert’s online application link to the City's website. • February 8, through March 12, 2021 o Staff and the Youth Advisory Committee will promote the application at Dublin High School, Cottonwood, Fallon and Wells middle schools, Dublin cultural arts businesses, and the Dublin Senior Center. o Staff will promote the application on City’s social media platforms. • March 12, 2021 o Deadline for completed online applications (5:00pm). • March 15, through March 19, 2021 o The Subcommittee will review and select performers. o Staff will continue to promote the concert on the City’s social media platforms. • March 22, through March 26, 2021 o Staff will notify selected performers. As a final note, donations will be accepted at the 2021 Dublin Benefit Concert to raise funds for the City’s Senior Fee Assistance Program. This program provides fee assistance to qualified seniors who could not otherwise participate in City of Dublin recreation programs. STRATEGIC PLAN INITIATIVE: None.
