MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the pos ted
agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording
Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda.
The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural
Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who
would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the

3.1. Heritage and Cultural Arts Commission Meeting Minutes of November 8, 2018
The Heritage and Cultural Arts Commission will consider approval of the minutes of
the November 8, 2018 Regular Meeting.
STAFF RECOMMENDATION:
Approve the minutes of the November 8, 2018 Regular Meeting of the Heritage and
Cultural Arts Commission.
3.2. Heritage and Cultural Arts Division October 2018 Monthly Report
The Commission will receive the November Monthly Report on classes, activities,
and events conducted during the previous month.
STAFF RECOMMENDATION:
Receive the report on classes, activities, and events occurring during November 2018
and provide feedback as desired.

7.1. Utility Box Art Selection
The Heritage and Cultural Arts Commission will consider 23 utility box art design
applications from 14 artists and make a recommendation to City Council for nine
boxes to be painted in 2019
STAFF RECOMMENDATION:
Select nine designs and recommend City Council approval of the designs for the
designated nine boxes along Dublin Boulevard, between Clark Drive and Park Place.
8. OTHER BUSINESS
Brief information only reports from the Commission and/or Staff, including committee reports and reports by
the Commission related to meetings attended at City expense (AB1234).

A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, November 8, 2018, in The Wave Community Room.
1. Call to Order and Pledge of Allegiance
The meeting was called to order at 7:03 p.m. by Commission Vice Chair Vonheeder-
Leopold. The pledge of allegiance was recited by those present at the meeting.

6.1. Veterans Art Word Selection
Tegan McLane, Cultural Arts and Heritage Manager, presented the specifics of
the item as outlined in the Staff Report.
The Commissioners provided general comments and questions related to the
origins of core value words and its' relationship to each branch of military service.
ACTION:
On a motion by Cm. Bennett, seconded by Cm. Szollos, and by a vote of 5 -0-0
with Cm. Blackburn and Cm. Rudy absent, the Commission recommended that
City Council approve the core value words of: Honor, Service, Courage and
Integrity to be included in the Veterans Art piece at Don Biddle Community Park.
7. New Business
7.1. Cultural Arts Summer Quarterly Report
Laura Johnston, Recreation Supervisor, presented the specifics of the item as
outlined in the Staff Report.
The Commission received the report.
7.2. Calendar of Proposed Commission Items for Fiscal Year 2018-19

Vice Chair Vonheeder-Leopold opened the floor for nominations for two
Commission members to serve on the Dublin Sports Grounds Task Force.
ACTION:
On a motion by Cm. Bennett, seconded by Cm. Szollos, and by a vote of 5-0-0
with Cm. Blackburn and Cm. Rudy absent, the Commission selected Cm.
Vonheeder-Leopold and Cm. Bennett to serve on the Dublin Sports Grounds
Task Force.
8. Other Business
Commissioners provided informational reports on recent events and meetings attended.
Ms. McLane provided information on Commissioner terms and reapplying procedures,
and updates about programs and events.
9. Adjournment
The meeting was adjourned at 7:50 PM.

DESCRIPTION:
The following report is specific to Heritage and Cultural Arts programs. The information
provided reflects rentals, activities, and events during the month of November 2018.

Class Enrollment
A total of 111 students enrolled in music, dance, theater and art classes that began in
the month of October.
Exhibits
The ongoing temporary exhibit “The Dublin Chamber of Commerce’s First Fifty Years:
1968-2018,” is on display in the Schoolhouse Museum’s Little Classroom through March
2019.
Special Events
Dublin Camp Parks Military History Center held its bi-annual open house on November
18. The event, “Celebrating Parks Air Force Base,” attracted approximately 30 people
including one veteran who had served at Parks AFB during that period, with his wife,
son and grandchild. Parks Reserve Forces Training Area command staff and visiting
military officers also attended. Local historian Steve Minniear gave a short history talk
and the crowd viewed the new exhibit and mingled over canteen -style coffee and
doughnuts.
The 35th Annual Tree Lighting on November 30 drew a crowd of approximately 300.
Dublin High School Show and Concert Choirs and the Youth Orchestra of Southern
Alameda County performed holiday songs. Santa arrived, escorted by volunteer “elves”
from the City’s Youth Advisory Committee. Dublin High School Key Club members
served cocoa and cookies, donated by Starbucks and BJ’s respectively. The event
continues to increase in popularity with local business sponsors. Waterford Pediatric
Dental, Provident Credit Union, Boulevard, Thread Up and Rockin’ Jump provided cash
sponsorships; KKIQ provided in-kind trade sponsorship. City Staff promoted Team
Dublin’s Warm Wishes gift drive and the new Deck the Homes residential holiday lights
contest. Parks designers from Gates + Associates also had a booth soliciting public
input on the design for the new all-abilities playground being planned for Dublin Sports
Grounds.

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will consider 23 utility box art design
applications from 14 artists and make a recommendation to City Council for nine boxes

STAFF RECOMMENDATION:
Select nine designs and recommend City Council approval of the designs for the

FINANCIAL IMPACT:
The cost for nine utility boxes, including artist payments, supplies and Staff time, is
budgeted at $10,350. City Council previously approved the use of Public Art Fund
money for this purpose.
DESCRIPTION:
At its July 17, 2018 meeting, the City Council approved and funded the 2019 Utility Box
Art Program to paint nine boxes along Dublin Boulevard between Clark Drive and Park
Place using the theme, “New American Backyard, with an emphasis on the history of
travel through Dublin.”
Staff issued a Call for Artists on September 1, 2018, publicizing the opportunity throug h
normal City channels (website, etc.), as well as via email to a list of interested artists, a
list of past Dublin utility box artists, registrants in the Cultural Arts Database, nearby
cities with successful utility box art programs, and the California Cultural Arts Council
website. The deadline to apply was October 31, 2018.
Fourteen artists submitted applications, for a total of 23 designs for consideration for
boxes A-I.

Under the City of Dublin’s current Public Art Master Plan, all p ublic artwork must be
produced by professional artists or under the direction of a professional artist. Student
artists may work under the guidance of a visual arts teacher or practicing visual artist,
so students applying for the utility box project have been asked to name an adult
professional artist who will serve as their sponsor and who is capable of completing the
work should the student artist be unable to do so.
The students and their professional artist supervisors are:
Aarthi Muthukumar, student artist and Emmie Rodriguez, professional artist
Cindy Zhou, student artist and Sarah Wong, professional artist
The artists’ resumes, statements and designs are attached. Staff recommends the
Heritage and Cultural Arts Commission choose a preferred design for each of the
boxes, A-I.

A courtesy notice of this item was sent to businesses and residents within 300 feet of
the proposed boxes.
