HERITAGE AND CULTURAL ARTS COMMISSION
MINUTES OF: NOVEMBER 14, 2002
Chairperson Lussie called the November 14, 2002 meeting of the Heritage and Cultural Arts Commission to order
at 7:10 p.m. at the Dublin Civic Center, Dublin, California.

Approval of Minutes
Cm. Guarienti had one addition and one clarification to the minutes of October 10, 2002. Cm. Guarienti referred to
Page 1, 3rd paragraph 3 which omitted the attendance and comments made by Bernice Bywater regarding the
Selection Committee’s input on the bus shelter design.
Cm. Guarienti referred to Page 3, paragraph 4, under the heading “Other Business” where he wanted it stated that
the Cowboy Gathering should be referred to as a Cowboy School.
ON A MOTION BY CM. GUARIENTI, SECONDED BY FASULKEY ANY BY UNANIMOUS VOTE,
THE COMMISSION VOTED TO APPROVE THE MINUTES OF OCTOBER 10, 2002 AS CORRECTED.

Unfinished Business
7.1 Freeway Underpass Art Project
Theresa Yvonne, Heritage and Cultural Arts Supervisor, asked the Commission to continue this item until the next
Heritage and Cultural Arts meeting. Yvonne also wanted to confirm with the Commission that a special meeting
would be held on the 1st week in December 2002 instead of the 2nd Thursday in December.
New Business
8.1 Plaque Monument and Flagpole Installation at Heritage Center
Yvonne advised that the Dublin Rotary Club and Dublin Historical Preservation Association (DHPA) want to have
a bronze plaque made listing the groups and individuals who have donated funds to the Bell Tower Project as a way
of thanking them. The plaque would be mounted on a rock and placed outside the Murray Schoolhouse. The
Dublin Historical Preservation Association would also like to donate an “old fashioned” flagpole to be installed
outside of the Old Murray Schoolhouse. The exact location for installation of this monument has not been
established.
Cm. Lussie asked Yvonne how many names would appear on the plaque.
Yvonne responded that it was her understanding that there would be less than 100 names on the plaque.
Georgean Vonheeder-Leopold, Dublin Historical Preservation Association, approached the public podium to
discuss the funding of this project in further detail for the Commission. Vonheeder-Leopold described the plaque
as being bronze and said the plaque would have the City Seal, the Rotary Seal and the DHPA seal. Vonheeder-
Leopold anticipated that the plaque would be approximately two (2) to three (3) feet square and hold approximately
50-75 names of people who donated $100.00 or more to the Bell Tower Project.

Vonheeder-Leopold advised she was hoping to have the concept of the project approved tonight so that DHPA
could present the project to the City Council for approval since they would like to have the project approved and
completed during the year of the City’s 20th anniversary.
Cm. Lussie asked for confirmation from Vonheeder-Leopold that the plaque would contain only the three logos
described above, a list of names of everyone who donated $100.00 or more and a header.
Vonheeder-Leopold confirmed her description of the project.
Cm. Lussie asks the Commission to advise of their opinions on approving the concept of this project.
Cm. Guarienti asked Yvonne what the City policy is on installing plaques at a City facility.
Yvonne stated that currently there is no formal City policy on installing plaques at a City facility.
Cm. Lussie felt that this project certainly fell into this category and seems appropriate in this situation.
Cm. Fasulkey asked Vonheeder-Leopold where the plaque was going to be installed.
Vonheeder-Leopold described the location as being close to the Old Murray School House next to the ramp, where
you start to head up the stairs, in the large planted area.
Cm. Acuff asked Vonheeder-Leopold if the plaque would be installed in conjunction with the flagpole.
Vonheeder-Leopold answered “yes” to Cm. Acuff’s question.
ON A MOTION BY CM. ACUFF, SECONDED BY CM. FASULKEY AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO APPROVE THE PLACEMENT OF A ROCK WITH A PLAQUE LISTING
THE NAMES OF THE DONORS TO THE BELL TOWER PROJECT, IN CONJUNCTION WITH THE
INSTALLATION OF A FLAGPOLE WHICH FITS WITH THE OLD STYLE DÉCOR OF THE
HERITAGE CENTER, IN A PLACE NEAR THE MURRAY SCHOOL HOUSE.
8.2 Holiday Open House at the Heritage Center
Elizabeth Isles, Heritage Center Director, was handed the floor to describe this upcoming holiday event. Isles
stated that on Sunday, December 8th from 2:00 p.m. – 5:00 p.m. an Open House will be held at the Murray School
House and Old St. Raymond’s Church. Inside the schoolhouse there will be old-fashioned children’s crafts going
on including stringing popcorn and cranberries and making pinecones dipped in spices. Isles stated she purposely
selected activities from the Heritage period and wanted to use the simple yet elegant materials used to decorate for
Christmas during this time period. Music will play during the Open House starting with the Dublin Community
Choir performing in Old St. Raymond’s Church. The Dublin High School Choir will hold the next performance
with 52 members singing. The last performance scheduled is a very talented Blue Grass band that will be
performing Christmas tunes. Isles also advised that there will be no modern tinsel or lights and that the event is
going to be very authentic to the historical time period and fun for the whole family. Walter the Giant, (6 ft. 7
inches) a local author and performer will also be making an appearance. Isles personally invited each member to
the event along with their families to come and enjoy the festivities.
Isles finished by advising that this event is being used as a pilot for other events which could be tied into each
holiday, offering the events in conjunction with City events but with a very different educational and historical
experience.
Cm. Fasulkey asked what advertising methods Isles was using.

Isles stated that although she has no advertising budget to work with, she has distributed flyers to the Shannon
Center Preschool, local elementary schools, sent press releases to the local radio, television and newspaper
organizations and, she also listed the event in the City of Dublin Activity Guide.
Cm. Fasulkey stated that Isles might also try handing out flyers to other private preschool organizations in our area
to further promote her events.
Cm. Guarienti asked Isles if the Bell Tower Project was on schedule.
Isles answered that the foundation has been poured and the lumber has been delivered. The project is still on
schedule and set to be complete the second week in December.
Cm. Guarienti asked Yvonne if the project is on track with all fire code requirements.
Yvonne stated although Rosemary Alex is the Project Coordinator for the project, she does know that the project is
in accordance with all fire and building code requirements.
Cm. Acuff asked if there is a sprinkler system in the schoolhouse.
Isles answered that there is a big controversy about installing sprinkler systems in historical places as many times,
the water would do as much damage, to historical artifacts, as a fire could.
ON A MOTION BY CM. LUSSIE, SECONDED BY NEALON AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO ACCEPT THE REPORT.
8.3 Classic Affair at the Civic
Yvonne reviewed the Staff report and advised that the “Classic Affair” has been held for two years in a row. This
event was originally planned to kick off the summer concert series held in July and August. The “Classic Affair”
was held outside in the Civic Center Courtyard with an art exhibition in the Regional Meeting Room.
Publicity consisted of newspaper, magazine and Activity Guide listings. The first year approximately 75 people
attended the event. The second year approximately 50 people attended the event. Although the fees for this event
were with 5% of the budgeted amount, the City ended up funding this event, the first year by $5,700. The second
year, the event was moved to June 22nd and changed the name slightly as the Classical Affair name implied that
strictly classical music was going to be performed. Yvonne felt the timing of the event this year conflicted with
other local events hosted by other Tri Valley cities. Last year’s event was subsidized by the City by approximately
$5,300.00. Staff is considering having the event one more time, in 2003.
Recommended changes for the 2003 event are to change the date to Saturday May 17th, move the location to the
new Dublin Library, which will be indoors, and change the music to Big Band or Swing, something that people
could dance too and is more lively. The food would remain basically the same since the Staff felt the food and
wine were delicious and did not need changing. The art exhibition would hang for one week prior to the event and
remain up until one week after the event. Yvonne felt that a longer display time would facilitate the ability for the
public to be able to view the artists’ work and encourage more artists to participate. Displaying for one day is a lot
of work to set up and tear down. Staff would also like to obtain corporate and community group sponsorship for
this event so the City would not have to keep subsidizing this event. Yvonne also suggested including a charitable
donation or fundraiser element to this event. Tickets would be discounted if purchased before the day of the event
or if bought in bulk amounts in order to entice the public to buy early and commit to the event.
Cm. Lussie stated that according to a survey completed by the public, classical music was the public’s last choice as
a musical event and blue grass/ country music was at the top of the list. Cm. Lussie agrees that a charitable event
needs to be tied in with this event in order to move forward.

Cm. White said she wants to see this event continue and she likes the idea of the art beforehand and afterwards as
this gives people a chance to spread word of mouth through the community for possible purchasing. Cm. White is
also glad that the event will be moved inside because the wind can get pretty gusty in Dublin.
Cm. Acuff suggested that if we used Dublin High Band or Chorus that it would be a tremendous draw for the public
to attend and see their children perform.
Cm. Guarienti stated that he would not recommend going forward without a charitable organization fundraiser
element added to the event.
Cm. Nealon felt that we should try the event for only one more year unless the event turns around and attendance is
good.
ON A MOTION BY CM. ACUFF, SECONDED BY CM NEALON AND BY UNANIMOUS VOTE, THE
COMMISSION RECOMMENDED CONTINUING THE CLASSIC AFFAIR FOR ANOTHER YEAR
UTILIZING SOME OF THE SUGGESTIONS FROM TONIGHT’S MEETING SUCH AS MOVING THE
EVENT INDOORS, ADDING A FUNDRAISING OR CHARITABLE EVENT TO THE EVENT AND
MOVING THE DATE TO MAY.
Other Business
Brief INFORMATIONAL ONLY Reports from Commissioners or Staff
Yvonne advised that the Time Capsule will be buried in the Library entryway on Saturday, November 23rd at 10:00
a.m. Yvonne gave each Commissioner an invitation and invited all Commissioners to attend the event if their
schedules permit.
The Commission and Yvonne agreed to change the meeting date and time for the next meeting to Wednesday,
December 4th at 5:00 p.m. Yvonne will send an email to confirm the location.

Being no further business, the meeting was adjourned at 8:15 p.m.
