MEETING PROCEDURE DURING CORONAVIRUS (COVID -19) OUTBREAK:
• In keeping with the guidelines provided by the State of California and Alameda County
Department of Public Health regarding gatherings during the coronavirus (COVID-19)
outbreak, and recommendations to follow social distancing procedures, the City of Dublin

• The meeting will begin at 9:30 a.m. • Online speaker slips will be available at www.dublin.ca.gov, and the public will be able to call
in using a computer/or smart phone via a link which will be provided following submission
of a speaker slip. A telephonic option will also be available.
• Once connected, the public speaker will be placed in an on-line waiting room. While in the
waiting room, the public speaker will hear the meeting while they are connected and
waiting to speak. • When the agenda item upon which the individual would like to comment is addressed, the speaker
will be announced in the meeting when it is his/her time to speak to the committee. The speaker
will then be moved to the meeting for comment.

1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE
2. ORAL COMMUNICATION
2.1 Public Comment
At this time, the public is permitted to address the Senior Center Advisory Committee on
non-agendized items. Please step to the podium and clearly state your name for the
record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on posted
agenda. The Committee may respond to statements made or questions asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of
the public may contact the Recording Secretary’s Office related to the proper procedure
to place an item on a future Committee agenda. The exceptions under which the
Committee MAY discuss and/or take action on items not appearing on the agenda are
contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the Senior Center Advisory Committee with one single action.
Members of the audience, Staff or the Senior Center Advisory Committee who would like
an item removed from the Consent Calendar for purposes of public input may request the
Chair to remove the item.
3.1 Dissolution of the Dublin Benefit Concert Subcommittee
The Senior Center Advisory Committee created a subcommittee for the planning and
implementation of the 2020-21 Dublin Benefit Concert. The concert occurred on
Sunday, April 11, 2021 and the subcommittee can now be dissolved.
STAFF RECOMMENDATION:
Dissolve the 2020-21 Senior Center Advisory Committee Dublin Benefit
Concert Subcommittee.

5.1 Senior Center Reopening Plan for Indoor Senior Activities, Programs and Classes
The Committee will receive a presentation regarding the post-COVID reopening plan and
protocols for the Dublin Senior Center.

SUBJECT:Dissolution of the Dublin Benefit Concert Subcommittee

EXECUTIVE SUMMARY:
The Senior Center Advisory Committee created a subcommittee for the planning and
implementation of the 2020-21 Dublin Benefit Concert. The concert occurred on Sunday, April 11,
2021 and the subcommittee can now be dissolved.
STAFF RECOMMENDATION:
Dissolve the 2020-21 Senior Center Advisory Committee Dublin Benefit Concert Subcommittee.
FINANCIAL IMPACT:
None.
DESCRIPTION:
At the December 3, 2020 Senior Center Advisory Committee meeting, the 2021 Dublin Benefit
Concert Subcommittee was established to help implement the event work plan. The event was
held on Sunday, April 11, 2021 at 5:00 pm online via Zoom. Now that the event has concluded, it is
recommended that the subcommittee be dissolved.

A Regular Meeting of the Senior Center Advisory Committee was held on Thursday, May
6, 2021, remotely via Zoom Video Communications. The meeting was called to order at
9:31 AM, by Chairperson Christine Sevier.

5. New Business
5.1 Presentation on Programs and Services by Legal Assistance for Seniors
and Health Insurance Counseling and Advocacy Program (LASHICAP)
The Committee received a presentation from LASHICAP on programs and services they
provide at the Dublin Senior Center.
6. Other Business
The Senior Center Advisory Committee Members and Staff provided brief informational
reports on meetings attended and upcoming events.
Recreation Coordinator Liz Elliott informed the Committee of the upcoming Kudos-for-
Mom Drive-Thru event, hiring fairs, and other Parks and Community Services (PCS)
department programs, and reviewed Dublin Pride week held April 24 – May 1, 2021.
Parks and Community Services Commission liaison, Joe Washington, gave an update on
the naming of the ballroom and provided other PCS Commission updates.

Being no further business, the meeting was adjourned by Chairperson Christine Sevier
at 10:33 AM.

SUBJECT:Senior Center Reopening Plan for Indoor Senior Activities, Programs, and
Classes

EXECUTIVE SUMMARY:
The Committee will receive a report regarding the post-COVID reopening plan and protocols for
the Dublin Senior Center.
STAFF RECOMMENDATION:
Receive the report.
FINANCIAL IMPACT:
None.
DESCRIPTION:
In preparation of the re-opening of the Dublin Senior Center the City has put certain protocols and
procedures into place that align with County and State health regulations. Because the Senior
Center offers for indoor classes, programs and activities, Staff will follow current COVID-19
Industry Guidance for Institutions of Higher Education
(https://files.covid19.ca.gov/pdf/guidance-higher-education--en.pdf)and COVID-19 Industry
Guidance for Fitness Facilities (https://files.covid19.ca.gov/pdf/guidance-fitness--en.pdf\) These
guidelines are subject to change and dependent on the guidance from state and local health
officials.
General Guidelines
Guests will enter the Senior Center via the main entrance.
Temperature checks (Wello/thermometer) will be required of all attendees (class
participants, guests, volunteers, staff, etc.).

Anyone that exhibits any viral symptoms or has a temperature of 99.3 degrees or higher
will not be allowed in the facility.
Frequent handwashing and use of hand sanitizer will be recommended.
Hand sanitizing stations are available throughout the facility.
Increased sanitization will take place daily.
Face coverings must be worn at all times inside by anyone over the age of 2 years, unless
eating or drinking.
Signage will be placed at the entrance and within the facility with guidelines regarding
requirements for face covering, social distancing, and any other pertinent information.
Visitors are required to maintain social distancing from others as required per current
guidelines whenever possible. When not possible, ensure the length and frequency of
interaction is kept to a minimum.
Plexiglass has been installed at the front desk.
City Staff or volunteers will be on site to answer questions, help participants perform
temperature checks, and register for classes on the kiosk or their mobile devices.
To remain compliant with social distancing guidelines, furniture must not be moved by the
public.
Prior to the facility opening each day, a thorough cleaning and disinfecting of all chairs,
tables, doorknobs, counters, toilets, and hand washing facilities will be conducted.
Senior Center Class, Program & Activity Guidelines
Participants and Staff must maintain six feet distancing at all times. During fitness classes,
participants must space equipment at least six feet apart, with greater distancing for other
high-exertion aerobic fitness equipment or classes.
Class, program, and activity size will be limited to room capacities that are compliant with
current health guidance.
No sharing of equipment or materials is allowedt. If equipment is necessary for a course or
activity, each student must use their own equipment, and are responsible for sanitizing
their own equipment.
If the instructor is providing equipment, they must provide enoughequipment for each
student, and must sanitize he equipment between each use.
Classes and activities will be scheduled to allow for at least 15 minutes between classes
cleaning and sanitizing of the classroom /area.
Class start and end times will be staggered to allow for fewer people entering and exiting
the building simultaneously.

To streamline the registration process and reduce in-person contact, class registration
payments will be by pre-registration only, in either of the following ways:
o Online through www.DublinRecGuide.com.
o At the self-service kiosk in the lobby.
The City will maintain and make activity rosters available to instructors. Instructors are
responsible for keeping daily attendance records in case of a reported COVID case.
Lunch Program
The lunch program will continue a drive-up/to-go model through the summer. Stanchions
will be set up distinguishing between lunch distribution area, and activity participant area
of main entrance.
When health guidelines allow, lunch service will move indoors.
Advanced registration will be required when lunch returns indoors. As required by health
guidance, seating will be spaced to allow for social distancing where applicable.
Common Areas
The common areas, such as the lounge and hallways, will continue to be utilized, and social
distancing will be advised.
Seating areas will be spaced six feet apart.
Markers placed 6 feet apart will be placed on the ground leading into the check-in area.
Drinking fountains will not be available; visitors will be encouraged to bring their own
water/drinks with them.
Sanitation wipes will be available to participants to sanitize areas before and after use.
