HomeMy WebLinkAbout03-13-2003 SCAC Minutes CITY OF DUBLIN DUBLIN SENIOR CENTER ADVISORY COMMITTEE MINUTES OF: MARCH 13, 2003 Roll Call Committee Members Present: Bielke, Gifford, Payton, Silvas Oral Communications - None Approval of Minutes - IT WAS MOVED BY PAUL SILVAS, AND SECONDED BY GREER PAYTON TO APPROVE THE MINUTES OF FEBRUARY 6, 2003 AS CORRECTED. BURR CAIN’S NAME WAS REMOVED FROM THE MINUTES AFTER ADJOURNMENT SINCE HE IS NO LONGER A VOTING MEMBER OF THE ADVISORY COMMITTEE. Written Communications – None Old Business – None New Business Van Funding Staff presented the Van Funding report. Although the City has $50,000 set aside for the purchase of a charter van for the Senior Center, there is a funding shortfall of $7,071 to purchase the van. The Senior Center Foundation has agreed to donate $3,500 of their funds, and staff recommends utilizing $3,571 from the Senior Center Donations account to subsidize the remaining difference. The Senior Center Donations account currently has a balance of $3,845. This donations account was opened in 1994, before the Dublin Senior Center Foundation was founded. More than half of the funds in the account are individual donations made through personal checks, anonymous donors, and persons participating in the United Way. The remaining balance is funds raised through participation in the Human Race during the years of 1994, 1996, 1997, and 1999. Paul Silvas made a motion to approve the use of funds from the donations account, which was seconded by Barbara Gifford. Pending approval of City Council, Staff stated that the van would be delivered as soon as July 2003. Fall Quarterly Report Staff gave a summary of the Fall Quarterly Report which outlines key programs and services offered at the Dublin Senior Center during the fall 2002 quarter. The Advisory Committee noticed a remarkable increase in attendance. Staff explained that the success of the newer programs, such as the Trail Trekkers Program and the Trips and Tours Program, have created a domino effect in participation levels. For example, after the Trail Trekkers return from their Tuesday morning outing, many of them typically come to the lunch program. There appears to be a direct correlation to the increase in attendance at the lunch program on Tuesdays. It was recommended that Staff add another column to the report to show the percentage increase to illustrate the significant growth in the attendance. Utilization of Outdoor Spaces at the new Senior Center Staff shared information about how senior centers from the cities of Alameda, Castro Valley, Hercules, Livermore, Pleasanton, San Rafael, San Ramon, and Walnut Creek utilize outdoor spaces. The Committee then discussed possible ideas for using the outdoor spaces at the new Senior Center. After much discussion, the Committee recommends that the outdoor spaces should be transformed to be aesthetically pleasing and its beauty accentuated regardless if Seniors enjoy the outdoor spaces from the inside of the building or out on the patio area. It was determined that shading was very important near the sitting areas. It was suggested that the patio area have some type of water element, such as a Japanese Tea Garden, to bring a sense of peace and calm to the outdoors. The Committee did not want a bocce court placed in a small area where it would receive limited use. The idea of planter boxes was popular only if they could receive proper care and maintenance; a community garden was not a popular idea mainly because of its limited space and possibly not being well taken care of. It was suggested that native and low maintenance plants be considered, such as rose bushes for their beauty and ease of care as well as Italian Cypress trees in order to produce more shade.
