FINANCIAL STATEMENT:
One half of the $31,720 cost w~ll be charged to the
Stagecoach Road Landscaping and Lighting Assessment
District for Fiscal Year )987-1¡8:. On March 23, 1987,
the City Council apP10ved an a4ditional appropriation
of $21,500 to cover the cost. : ¡

DESCRIPTION:
The origina~ landscaping of the Stagecþach Road šlopes c~nsisted of
shrubs, trees, and a hydro seeded mixture of wildflowers and clover.
Due to failures of the irrigation system components, construction
damage, and vandalism, most of the ground cover and plant material has died.
The developer, Rafanelli and Nahas, has provided new plant material which has
not, as yet, been installed.
City. maintenance, under the Assessment District, has consisted of major
irrigation repair, litter pickup, utility bills, and removal of dead ground
cover, which appears to be weeds when dried out.
City Staff and Rafanelli and Nahas have recommended that the ground
cover be changed to planted materials, including high- and low-growing shrubs
which will be easier to maintain and can stand dry conditions if the
irrigation system does break down.
Thè developer has agreed to pay one half of this re-landscaping, and the
remainder is proposed to be paid from reSèrves in the Assessment District,
built up by contributions from the developer prior to the landscaping's being
installed.
As this is a maintenance cost, Staff has solicited informal bids from
five firms who have done work in this area and has received three proposals.
Staff analysis of the bids is as follows:
1) Four Seasons Landscape and Maintenance
2) White Oak Landscape
3) Quatman Associates, Inc.

While White Oak Landscape's bid is $13 less than Four Seasons', they had
several exclusions, one of which was the cultivation of soil around the shrubs
and ground cover. Staff, in analyzing this item, has estimated that this
exclusion is worth about $500, which would make Four Seasons Landscape the low
bidder. Further, Four Seasons Landscape is performing the maintenance of the
Amador Lakes Development and would be able to immediately respond in doing
this work.

2) Deliver and install 230ea. - l' gal. Ceanothus Grisues Horizontalis
as noted.
3) Deliver and install 160ea. - I gal. Cistus Hybridus as noted.
4) Deliver and install 650 flats of Gazania along back side of planter
areas (as selected by City of Dublin & Owners reps.)
5) Deliver and install 650 flats of Vinca Major along front half
of planter areas.
6) Treat entire area with pre-emergent weed control.
7) Fertilize and water-in new materials.

All material is guaranteed to be as specified. All work to be completed in a workmanlike
manner according to standard practices. Any alteration or deviation from above specìfica·
tions involving edra costs will be executed only upon written orders, and will become an
extra charge over and above the estimate. AU agreements contingent upon strikes, accidents
or delays beyond our control. Owner to carry fire, tornado and other necessary insurance.
Our workers are fully covered by Workmen's Compensation Insurance.
