SUBJECT:
Commit Local Matching Funds for city's Intermodal System
Transportation Efficiency Act (ISTEA) Project

RECOMMENDATION: Adopt the Resolution to commit matching funds for the City
of Dublin's ISTEA project (installation of traffic signal

FINANCIAL STATEMENT:
The estimated cost of the project is $231,526. the ISTEA
program will pay up to a maximum of $183,241 toward this
project. The City must commit to paying the remaining
$48,285 in order to obtain the ISTEA funds. This is
proposed to be paid from the Dougherty Road Traffic Impact
Fee (TIF) and state gas tax monies.

The 1993-94 Dougherty Road Improvement budget includes $65,000 in gas tax
monies.
DESCRIPTION: The 1991 Intermodal Surface Transportation Efficiency
Act (ISTEA) provided $151 billion for transportation improvements over six years.
The Metropolitan Transportation Commission (MTC) has completed the process of
programming a portion of these funds in the Bay Region. Approximately $177 million
will be funded for 1993 transportation improvements projects in the Bay Area. Local
matching is required for approved projects.
Each city in Alameda County applying for these funds is required to first submit
their list of projects to the Alameda county Congestion Management Agency (CMA).
The CMA and Alameda County Transportation Advisory Committee (ACTAC) have created a
point system to rank the projects. Those projects receiving the highest points are

then submitted by the CMA to MTC, where they are also ranked by a point system
created by MTC staff.
Initially, the city of Dublin submitted the following projects to the CMA:
1. Dublin Blvd. Widening
2. Installation of Traffic Signals at Village parkway/Brighton Drive and at
Village parkway/Tamarack Drive
3. Installation of Traffic Signal and Modification of Intersection at Dougherty
Road/Sierra Lane
4. Installation of Bike Path along Alamo Creek
5. Dougherty Road widening
6. Road parallel to Dublin Blvd. from Amador Plaza Road to Regional Street.
7. Joint Project with Alameda County Transportation Authority for installation of
Hook Ramps at 1-680.
The first four projects received enough points in the ACTAC and the CMA processes to
be submitted to MTC for their review. From these four projects, only one received
funding: Installation of Traffic Signal and Modification of Intersection at
Dougherty Road/Sierra Lane. This project would serve as Phase I of the Dougherty
Road Improvements and would construct the traffic signal, median work on either side
of the signal, and some widening of Dougherty Road on the east side of the street.
The project could be built in 1993-94 and fall within funds proposed in the five-
year Capital Improvement Budget.
This intersection has been studied by TJKM and does meet warrants for the
installation of a traffic signal.
MTC requires that all projects in the 1993 TIP receiving ISTEA funding have a
Resolution committing local matching funds for those projects to go forward.
Therefore, staff recommends that city Council adopt the Resolution to commit
matching funds from the Dougherty Road Traffic Impact Fee (TIF) toward the ISTEA
project. The City will be required to front the money at the beginning of the
project and get reimbursed from the ISTEA Program similar to the old FAU program.

A RESOLUTION OF TIlE CITY COUNCIL
OF TIlE CITY OF DUBLIN
COMMITMENT FOR CITY'S SHARE OF FUNDING FOR
SURFACE TRANSPORTATION PROGRAM (STP) PROJECT IMPROVEMENT
WHEREAS, the city of Dublin has applied and been recommended for
$231,526 in STP funding for the installation of traffic signals at Dougherty Road
and sierra Lane and modifying that intersection and interconnecting the signal to
existing intersection at Dougherty Road and Dublin Blvd. in the 1993 Transportation
Improvement Program adopted by the Metropolitan Transportation Commission and
approved by the Federal Highway Administration; and
WHEREAS, a prerequisite for inclusion in the 1993 TIP is the adoption
of a local resolution saying that:
· The project will be built as described above;
· $48,235 of total project costs, in local matching funds will be provided
by the city of Dublin; and
· The city of Dublin understands that the STP/CMAQ funding is fixed at
$183,291 and, therefore, any cost increases can not be expected to be
funded with STP/CMAQ funds.
NOW, THEREFORE, BE IT RESOLVED, that the city of Dublin's city Council,
by adopting this resolution of intent, does hereby state that
· The project will be built as described above;
· $48,235 of total project costs, in local matching funds will be provided
by the City of Dublin; and
· The city of Dublin understands that the STP/CMAQ funding is fixed at
$183,291 and, therefore, any cost increases can not be expected to be
funded with STP/CMAQ funds.
