Modifications
PROJECT DESCRIPTION:
The original City of Dublin Zoning Map was adopted in July 1983, soon after the City's incorporation.
The map indicated specific zoning for all properties within the City boundary. Since the original Zoning
Map was approved in 1983, there have been several amendments, including the introduction of Planned
Development Zoning Districts, Specific Plan Area Rezonings, and the inclusion of properties annexed to
the City.
In September 1997, Dublin's Zoning Ordinance was changed from the original Alameda County Zoning
Ordinance, which had been in place since the City incorporated in 1982. The Ordinance revision included
renumbering chapters, defining terms, eliminating some zoning districts, and adding others. Additionally,
the revision included updating the Ordinance to reflect current planning and zoning laws. The
accompanying Zoning Map was also updated, but not all of the changes made to the Ordinance were
accurately and comprehensively reflected on the Map (Attachment 2).
At this time, Staff proposes a comprehensive Zoning Map Amendment to insure the Zoning Map is
consistent with the General Plan and Zoning Ordinance and to further insure that the Zoning Map reflects
appropriate zoning designations for the entire City of Dublin. The proposed map utilizes current mapping
technology, which provides for a better graphic representation of property parcels and zoning districts.
ANALYSIS:
As part of the Zoning Map Update, there are four categories of modifications being proposed:
1. Modifications to provide consistency with General Plan Land Use Map

4. Modifications to reflect recently-approved rezonings
All of these categories are explained in more detail below.
I. Zoning Map Modifications to provide consistency wiih General Plan Land Use Map
In accordance with State Law Section 65860, the Zoning Ordinance must be consistent with the City's
General Plan. In the event that the Zoning Ordinance is inconsistent with the General Plan, the ordinance
must be amended within a reasonable time. The City of Dublin adopted a General Plan in February 1985
and the latest update was completed in February 2005. Staff has reviewed the General Plan Land Use
Map and has determined that one minor Zoning Map modification for a property adjacent to Interstate
580 should be included in this update. The piece of property, which is part of the Hexcel office complex,
is approximately one half-acre in size and is identified by Assessor Parcel Number 941-1560-003-04. The
property shall be rezoned ITom Agriculture (A) to M-l (Light Industrial) to correspond with the existing
General Plan land use designation, which is Business Park/Industrial, and the existing use, which is a
small part of the Hexcellaboratory/light industrial facility.
There remains one location in Dublin where the General Plan land use designation and the Zoning
Ordinance are out of sync. There are three parcels of land, two owned by the City of Dublin and one
owned by the Dublin Historical Preservation Association, that are adjacent to the Dublin Heritage Center
on Donlon Way. One of the City parcels is part of the Pioneer Cemetery, and the other two are vacant
properties. These properties are all zoned Agriculture (A), but have a General Plan land use designation
of Retail/Office. In this case, the zoning for the properties is accurate, but the General Plan should be
updated to reflect a land use designation of Parks/Public Recreation. This change will be made the next
time the General Plan Land Use Map is updated.
As for the proposed Zoning Map Amendments, a Public Meeting Notice was sent to the property owner
of the Hexcel parcel, informing them of the proposed action to change the zoning from Agriculture (A) to
M-l (Light Industrial), inviting them to a public meeting, and notifying them of whom they could contact
if they had questions about the changes. No comments or questions were received.
2. Zoning Map Modifications to correct mapping errors
There are a 34 residentially-zoned properties in the hills of western Dublin along Silvergate Drive where
the line separating two residential zoning districts cuts through property lines. The two zoning districts
are both residential, one with a 7,000 square foot minimum lot size and one with a 10,000 square foot lot
size.
In order to clean up the Map and create two clear and distinct districts, Staff made a determination which
zoning district each lot in question belonged to. Several of the lots shifted ITom the R-l (7,000) Zoning
District to the R-I (10,000) Zoning District. However, all of the lots proposed to change districts are at
least 10,000 square feet in size already, so the proposed change will not impact the lots in any way. All of
the development standards will remain the same and the status of the lots will not be impacted.
A Public Meeting Notice was sent to the 34 property owners of the affected residential parcels, informing
them ofthe proposed action, inviting them to a public meeting, and notifying them of whom they could
contact ifthey had questions about the changes. No comments or questions were received.

3. Zoning Map Modifications to provide consistency with the 1997 Zoning Ordinance Amendments:
The 1997 revision to the Zoning Ordinance modified all conventional residential zoning districts by
eliminating the suffixes the County used which were associated with each zoning district. The suffixes
are no longer used by the City to calculate building site area or median lot width because the Ordinance
revision established a fixed number for calculating these requirements.
Although the Zoning Ordinance text was modified, the accompanying Zoning Map still contained the
suffixes. Also, several districts referenced on the Zoning Map were eliminated from the Zoning
Ordinance as a result of the 1997 revision. For instance, R-S and H-I are no longer zoning districts
within the City. The 1997 Zoning Ordinance update established new zoning districts, R-M to replace the
R-S zoning district, and C-2 to replace the H-l zoning district. The Development Standards remained the
same, but the label for the Zoning District changed. Today, the Map still contains the extraneous districts,
which will be corrected with this update.
Staff has reviewed the current Zoning Ordinance and has determined that the following map
modifications would provide consistency between the Zoning Ordinance updated in 1997 and the Zoning
Map:
1. Eliminate the Zoning Label ofH-l and replace with C-l as stipulated in the 1997 Comprehensive
Zoning Ordinance Update;
2. Eliminate the Zoning Label R-S and replace with R-M as stipulated in the 1997 Comprehensive
Zoning Ordinance Update;
3. Eliminate Zoning Label suffixes BE (zoning overlay), MLW (minimum lot width) and MBSA
(minimum base site area) as stipulated in the 1997 Zoning Ordinance Update. These suffixes were
used by Alameda County to provide for additional requirements. In 1997 the Zoning Ordinance
Update modified the basic standards to incorporate these requirements as needed;
4. Include minimum lot area as part of zoning label for single-family zones. For example, "R-I-B-E
10,000 MBSA" becomes R-l (10,000), which is consistent with Zoning Ordinance Update of
1997; and
5. Rename multiple family zoning designations to be consistent with Zoning Ordinance Update of
1997. For example, "R-S-D-3 1,500 MBSA" becomes R-M (1,500).
4. Zoning Map Modifications to reflect recently-approved rezonings:
Since the last Map update in 1997, numerous properties have been approved for rezoning. Many new
developments have been approved, and with it, their accompanying Planned Development has been
updated. This Zoning Map update has ensured that all of the rezonings approved by the City Council over
the past several years are accurately reflected on the Map.
Utilizing current mapping technology
Current map-making methods are much more sophisticated than the methods used to create the City's
previous Zoning Maps. The original map, dated 1983, and current map, dated 1997, were either hand
drawn or used a graphics program called Auto Cad, both of which are prone to error. The proposed
Zoning Map Update (see Attachment 3) was created with Geographic Information Systems (GIS), an
electronic mapping system. GIS allows the City to utilize color to demonstrate the various zoning
districts, which assures that the zoning for each property is easily discernable, and it is geo-coded, which
means the Zoning Districts are accurately mapped to individual property boundaries. The updated Map is
easier to read, more accurate, and is linked to the City's internal mapping system to ensure that zoning
updates can be immediately and precisely reflected on the Zoning Map.

PUBLIC NOTICING
Although the changes being made to the Zoning Map are not substantive, the City notified all property
owners of affected properties to inform them of the modifications and notice was published in the
newspaper. Staff held an informational meeting on Tuesday August 9, 2005 at 6:00 p.m. to present the
updated Zoning Map and answer any questions ITom the public. One member of the public attended the
meeting to get clarification on the changes proposed, but no citizens phoned with questions. Additionally,
a public hearing notice was mailed to the same property owners and a notice was published in the Valley
Times newspaper advertising the Planning Commission hearing on this item.
ENVIRONMENTAL REVIEW:
The update and proposed amendments to the Zoning Map relate to the display of information only and
will not cause physical changes to the environment. The Map modifications are therefore a "non-project"
according to the California Environmental Quality Act (CEQA) Guidelines and are exempt from
environmental review.
RECOMMENDATION:
Staff recommends that the Planning Commission (1) Hear Staff presentation, (2) Open the Public
Hearing, (3) Close the public hearing and deliberate, and (4) Adopt a Resolution (Attachment 1)
recommending that the City Council adopt an Ordinance amending the Zoning Map to reflect Zoning
Ordinance Updates and Minor Map Modifications.

OF THE CITY OF DUBLIN
RECOMMENDING THAT THE CITY COUNCIL ADOPT AN ORDINANCE AMENDING THE
ZONING MAP TO REFLECT ZONING ORDINANCE UPDATES AND
INOR MAP MODIFICATIONS

WHEREAS, the original City of Dublin Zoning Map was adopted in July 1983, and has

WHEREAS, since the original Zoning Map was approved in 1983, there have been several
amendments, including the introduction of Planned Development Zoning Districts, Specific Plan Area
Rezonings, and the inclusion of properties annexed to the City; and
WHEREAS, in September 1997, Dublin's Zoning Ordinance was changed ITom the original

WHEREAS, as part of the Zoning Map Update, there are four categories of modifications being

WHEREAS, the update and proposed amendments to the Zoning Map relate to the display of

therefore a "non-project" according to the California Environmental Quality Act (CEQA) Guidelines and
are exempt from environmental review; and
WHEREAS, the Planning Commission did hold a public hearing on said application on August 23,
2005; and
WHEREAS, proper notice of said public hearing was given in all respects as required by law; and
WHEREAS, a Staff Report was submitted recommending that the Planning Commission adopt a
Resolution recommending that the City Council adopt an Ordinance amending the Zoning Map to reflect
Zoning Ordinance Updates and Minor Map Modifications; and
ATTACHMENT I
WHEREAS, the Planning Commission did hear and use independent judgment and considered all
said reports, recommendations, and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT the Planning Commission of the City of
Dublin does hereby recommend that the City Council adopt an Ordinance amending the Zoning Map to
reflect Zoning Ordinance Updates and Minor Map Modifications.
