2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non-
agendized items. Please step to the podium and clearly state your name for the record.
COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State
Law, no action or discussion may take place on any item not appearing on the posted
agenda. The Committee may respond to statements made or questions asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of
the public may contact the Recording Secretary’s Office related to the proper procedure
to place an item on a future Youth Advisory Committee agenda. The exceptions under
which the Committee MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the Youth Advisory Committee with one single action. Members of the
audience, Staff or the Youth Advisory Committee who would like an item removed from
the Consent Calendar for purposes of public input may request the Chair to remove the
item.

7. ADJOURNMENT
This AGENDA is posted in accordance with Government Code Section 54954.2(a)

Nicki Wanzenried, Recreation Coordinator, presented the 2023-24 Youth Advisory Committee
work plan for discussion.
On a motion by Committee Member KarurParkeh, seconded by Committee Member Ferozy, and by
unanimous vote, the Committee approved the 2023-24 Youth Advisory Committee Work Plan, as
amended to move the October 25, 2023, Youth Advisory Committee Regular Meeting to a Special
Meeting on October 18, 2023.

by unanimous vote, the Committee approved the 2023 Mental Health Forum Work Plan and
appointed William Chen, Emma Do, Sanjana Gidwani, Adi Jain, Neel KarurParekh, and Yma Santos

events.
The Committee received the report and signed up for volunteer opportunities.
6)OTHER BUSINESS
Esha Shenoy, PCS Student Representative, discussed the August meeting of the Parks and
Community Services Commission and provided updates to the Committee.

SUBJECT:2023 Mental Health Forum Ad Hoc Committee Update and DiscussionPrepared by:Nicki Wanzenried, Recreation Coordinator
EXECUTIVE SUMMARY:The Committee will receive an update from the 2023 Mental Health Forum Ad Hoc Committee.
STAFF RECOMMENDATION:Receive the update from the Mental Health Forum Ad Hoc Committee.
FINANCIAL IMPACT:None.
DESCRIPTION:Youth Advisory Committee (YAC) members identified the need to address mental health issues in the Dublin youth community. Accordingly, the Committee has agreed to plan and implement a mental health forum for Dublin middle and high school youth, including panelists such as school counselors and local therapists who work with youth to provide an overview of mental health issues and coping strategies. The forum may include students who have experienced mental health issues and wish to share their stories. Discussion topics may include anxiety, depression, isolation, and other mental health struggles. The proposed event will be planned for November 9, 2023. All members are expected to attend the entire event to assist with setup, logistics, and cleanup. The Committee appointed six members to the Youth Mental Health Forum Ad Hoc Committee at the August 23, 2023, meeting. The Ad Hoc Committee met on September 6 and September 20, 2023, to discuss objectives from the work plan and will present an update on progress on the following:
o Objective 1 – Secured the event's location, date, and time by September 6, 2023.(Date: Thursday, November 9, 2023).

o Objective 2 – Members began to solicit panelists and set a deadline to have the panel in place by September 20, 2023.
o Objective 3 – Confirm panelists, develop format, agenda, timeline, and present to the YAC at the September 27, 2023, Regular Meeting.
o Objective 4 – Develop a marketing plan, including preparation of a flyer and social media posts by September 25, 2023. Begin advertising the event to Dublin high schools, Dublin middle schools, and Dublin-based youth organizations by October 2,2023.
o Objective 5 –Prepare a survey for participants and ask for feedback from panelistsand attendees at the conclusion of the event.
o Objective 6 – Prepare and send thank you notes to all panelists and complete any follow-up for the event within seven days.
o Objective 7 – Meet to review and provide feedback about the event. Discuss what went well and what improvements can be made for next time—present findings at the December 13, 2023, YAC Special Meeting.

EXECUTIVE SUMMARY:The Committee will review and discuss the Youth Mini-Grant application and rating process.

FINANCIAL IMPACT:The City of Dublin Youth Mini-Grant program is supported by the General Fund in the amount of $2,500 for Fiscal Year 2023-24.
DESCRIPTION:At the August 23, 2023, meeting, the Youth Advisory Committee (YAC) discussed goals for the2023-24 work plan, includingparticipation in Youth Mini-Grant Program. Youth Mini-Grants are provided to Dublin-based youth organizations/clubs and programs that provide performing arts, multicultural awareness, and other youth-related activities.The Youth Mini-Grant program was established in fiscal year 2012-13 to support youth organizations that offer programs for middle and high school students not offered by the Parks and Community Services Department. Funding is recommended annually by the Youth Advisory Committee and awarded by the City Council to organizations and clubs that best meet the needs of Dublin youth. The program and associated work plan are outlined below:WORK PLAN GOAL #1 - Youth Mini-Grant Program
Offer the Youth Mini-Grant Program to Dublin-based youth organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities.
All members must participate in reviewing applications.

o Objective 1 - Advertised and began accepting applications for the program on September 1, 2023, to Dublin Unified School District (DUSD) high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations.
o Objective 2 - Accept applications through October 5, 2023.
o Objective 3 - Review applications and presentations at the October 18, 2023, SpecialMeeting.
o Objective 4 - Present mini-grant recipient recommendations at the November 15, 2023, Parks and Community Services Commission meeting and forward them to City Council for approval in December 2023.All Youth Advisory Committee members will use the Mini-Grant Rating Form (Attachment 1) to review and rate applications. Committee members will then deliberate and make funding recommendations to be presented to the Parks and Community Services Commission onNovember 15, 2023, then to the City Council in December 2023. Upon City Council approval, awarded grantees will be notified by phone and emailed before January 25, 2024, of their success and award amount.Upon completion of their projects, Youth Mini-Grant recipients will have two weeks to complete a brief project report to describe how the funds were used and how many youths were impacted. Grantees are encouraged to provide photos, testimonials, and flyers to promote their project. Only those who submit a project report in a timely manner may be considered for future Youth Mini-Grants.
