Regular Meeting: September I9, 2023
The following are minutes of the actions taken by the City of Dublin City Council. A full video
recording of the meeting with the agenda items indexed and time stamped is available on

REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, September 19, 2023, in
the City Council Chamber. The meeting was called to order at 7:00 PM, by Mayor Hernandez.

3.1) Public Comment
Jennifer Lininger provided public comment.
4) CONSENT CALENDAR
4.1) Approved the September 5, 2023 Regular City Council Meeting Minutes.
4.2) Adopted Resolution No. 102-23 titled, "Finding that Developers Having Obligations
Under Active Development Agreements and Supplemental Agreements as Amended,
Have Complied in Good Faith with the Terms and Provisions of the Agreements."
4.3) Received a report of payments issued from August 1, 2023 - August 31, 2023,
totaling $21,524,852.44.

4.4) Adopted Resolution No. 103-23 titled, "Approving a Deposit and Reimbursement
Agreement with TH East Ranch Dublin LLC."
4.5) Approved and authorized the Mayor to execute the Fourth Amendment to the
Amended and Restated Agreement for Legal Services.
On a motion by Vice Mayor McCorriston, seconded by Councilmember Qaadri, and by
unanimous vote, the City Council adopted the Consent Calendar.
RESULT: ADOPTED [UNANIMOUS]

5) WRITTEN COMMUNICATION -None.
6) PUBLIC HEARING - None.
7) UNFINISHED BUSINESS
7.1) Inclusionary Zoning and In -Lieu Fee Feasibility Study and Commercial
Linkage Fee Nexus Study
The City Council received a report regarding a review of the Commercial Linkage Fee and
the Inclusionary Zoning and In -Lieu Fee programs which addressed questions and feedback
from the presentation at the August 15, 2023 Regular City Council Meeting.
Mayor Hernandez opened the public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public comment period.
The City Council asked clarifying questions, provided feedback, and unanimously supported
the Staff and consultant's recommendation for the Commercial Linkage Fee and In -Lieu Fee
calculations.
7.2) Strategic Plan Update — First Year
The City Council received a presentation on the annual status update on the City's Two -Year
Strategic Plan.
Mayor Hernandez opened the public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public comment period.

8) NEW BUSINESS
8.1) Citywide Outdoor Seating Design Guidelines (PLPA-2023-00024)
The City Council received a presentation on the proposed Citywide Outdoor Seating
Guidelines (PLPA-2023-00024).
Mayor Hernandez opened the public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public comment period.
On a motion by Councilmember Qaadri, seconded by Councilmember Josey, and by
unanimous vote, the City Council adopted Resolution No. 104-23 titled, "Approving the
Citywide Outdoor Seating Design Guidelines."
RESULT: ADOPTED [UNANIMOUS]

9) OTHER BUSINESS
The City Council and Staff provided brief information -only reports, including committee
reports and reports by City Council related to meetings attended at City expense (AB1234).
By consensus, the City Council requested Staff prepare and frame a certificate from the
entire City Council in recognition of Dublin resident PFC Toft Jessen receiving the Legion of
Honor Medal from France for his service in World War II and the liberation of France.
10) ADJOURNMENT
Mayor Hernandez adjourned the meeting at 8:58 PM.
