HERITAGE AND CULTURAL ARTS COMMISSION
MINUTES OF. JANUARY 12, 2006
The January 12, 2006 meeting of the Heritage and Cultural Arts Commission was called to order at 7:04p.m.at the
Dublin Civic Center, Dublin, California, by Chairperson Vonheeder-Leopold.

COMMISSION APPROVED THE MINUTES OF DECEMBER 8, 2005 AS PRESENTED.

8.1 Election of Officers
Heritage and Cultural Arts Supervisor John Hartnett reported that the Bylaws and Rules of Procedure for the
Heritage and Cultural Arts Commission regarding Election and Term of Office state that the Chairperson and Vice
Chairperson are elected by the majority of the Commission for a 1-year term and hold office until their successors
are elected, or until their terms as members of the Commission expire. Elections, whether regular or to fill
vacancies shall be held only if a simple majority of the Commission members are present.
Chair Vonheeder-Leopold opened the elections for Chairperson.
Cm. Halket nominated Chair Mack, seconded by Cm. Lussie. BY UNANIMOUS VOTE, THE COMMISSION
APPROVED THE ELECTION OF CHAIR MACK AS CHAIRPERSON FOR THE HERITAGE AND
CULTURAL ARTS COMMISSION.
Chair Vonheeder-Leopold opened the nominations for Vice -Chairperson.
Cm. Acuff nominated Cm. Halket, seconded by Cm. Fasulkey. BY UNANIMOUS VOTE, THE COMMISSION
APPROVED THE ELECTION OF CM. HALKET AS VICE -CHAIRPERSON FOR THE HERITAGE AND
CULTURAL ARTS COMMISSION.
Chair Vonheeder Leopold turned over the gavel to newly elected Chair Mack.
8.2 Committee Appointments
Hartnett stated there are committees that require the representation of a member of the Heritage and Cultural Arts
Commission. As per the Bylaws and Rules of Procedure for the Commission, "the Commission or the Chairperson,
upon direction of the Commission, may appoint several of its members, but less than a quorum, to serve as a
Committee".
A summary of the various committees and current representatives and alternates were reviewed by Hartnett.
Harnett indicated that at this time it does not appear that the Art Selection Committee for the Dublin Transit Center

is going to be convening in the immediate future and recommended that this committee be deleted and resurrected
at such time that the project moves forward.
Cm. Acuff stated that she has no problem serving on the committee's she is currently on. She indicated that she
would like to be an alternate on the DHPA Murray Schoolhouse Anniversary Celebration Committee.
Cm. Vonheeder-Leopold stated that she not currently serving on any committee's at this time, however, is on the
Dublin Fine Arts Foundation Board (DFAF) and Dublin Heritage & Preservation Association (DHPA) Board and
will therefore be involved in the DHPA Murray Schoolhouse Anniversary Celebration and the Museum
Assessment Committee.
There were no other changes to the committee assignments.
8.3 Heritage and Cultural Arts Long -Range Plan Status Report
Hartnett reported that the Heritage & Cultural Arts Long -Range Plan was approved by the City Council in August
2001. The Heritage and Cultural Arts Long -Range Plan is intended to serve as a blueprint for future development
of Dublin's heritage and cultural arts. We have now completed the forth -year of the five-year plan. In order to
keep the Heritage and Cultural Arts Commission abreast of staff progress towards the Heritage & Cultural Arts
Long -Range Plan, Staff has prepared a status report for review by the Commission.
Hartnett indicated that for the past three years, many of the objectives outlined in the Long -Range Plan have been
accomplished or are being addressed on an ongoing basis, depending on the nature of the objective. The annual
goals and objectives process has provided a platform to prioritize specific objectives within the plan for completion
within a given fiscal year. In reviewing the current status of the Long -Range Plan, Staff has attempted to identify
objectives that have been accomplished and those that are still pending completion. The status of each objective is
shown in italics following the objective in the agenda statement provided to the Commission.
Chair Mack asked the Commission if they had any comments regarding each of the five goals.
Cm. Halket referred to Goal I - Objective #5a, Pursue development of secure display area — no progress. What
does that mean?
Hartnett stated that we have had some public art displays in the lobby here at the Civic Center and Library. We
now have the new Senior Center, however, we do not have any enclosed gallery space that can be secured.
Cm. Acuff asked if it would be possible to get some locked display boxes that would provide some moderate
security.
Hartnett stated that we have four display boxes now with locks. Cm. Vonheeder-Leopold pointed out that these
display boxes belong to the Dublin Fine Arts Foundation.
Cm. Vonheeder-Leopold stated that she has not heard anything recently regarding the Public Art Master Plan.
Hartnett stated that Staff is in the process of reconvening the Public Art Master Plan Task Force on January 301h
and will be sending out a notice next week. We have a draft plan ready to go. It is anticipated that it will be
brought to the Commission for review in February.
Chair Mack referred to Goal H - Objective #4c, Investigate opportunities for performance sponsorships.
In cooperation with what has been done at the Murray Schoolhouse, she suggested having some local companies
sponsor groups for one or two events each year. Perhaps we can do a concert at the Church and serve desserts or
ethnic foods associated with that particular group. It would offer an opportunity to celebrate the various cultures in
the City of Dublin, such as Asian Pacific Celebration or Black History.

Cm. Acuff reported that someone has been doing cleanup at the springs and asked if it is the City or the people
who own the property?
Heritage Center Director Elizabeth Isles stated that she noticed a large group of workers at the springs, but they
were not the City's Maintenance Crew.
Cm. Acuff stated that perhaps it was a private company/contractor. Isles stated that she will look into the matter.
Cm. Lussie referred to Goal III — Objective #5b, Collaborate with Dublin Library to develop a Resource Library on
Dublin History. There is a group in Livermore that has been working with the churches to store the information
they have on baptisms, marriages and deaths. It was very interesting to learn that the first person baptized was an
adult in 1873. Perhaps in working with the libraries and churches in the area it could become a resource that
would be shared between the city, churches and library.
Isles stated that she belongs to the Tri-Valley History Council and the genealogy group. The group referred to is a
member of that council. We have been meeting for a couple of years now and are trying to find new ways that we
can combine our resources and get our records and archives organized. She will pursue this as a goal.
Cm. Halket referred to Goal W — Objective #2a, Work with Dublin Schools and other interested parties to identify
exhibition space for youth artworks. She would like to see more done between the City and the schools. There is a
small art gallery on the Dublin High School campus and the teachers have exhibitions three times a year. It would
be great to see some of their art displayed in public places or at least advertise the gallery to the public.
Hartnett stated that perhaps Dublin High School would like to display their art here at the Civic Center in the
lobby.
Cm. Acuff stated that perhaps we can advertise it in the Activity Guide.
Cm. Acuff referred to Goal V — Objective #3a, Promote heritage and cultural arts through broadcast media. She
suggested doing a monthly or quarterly program on CTV of City events and make a tape of new exhibits for
Channel 30.
Cm. Lussie stated that she thinks Cm. Acuff's suggestion is a good idea. She would like to see the City work with
the broadcast media with actual programming, such as performances, exhibitions, etc.
Cm. Halket asked if the City has ever filmed one of the concerts at Old. St. Raymond's Church. It would be a
wonderful thing to have on the air.
Isles stated that she had a DVD produced of the last exhibit, which was for the Women's Legacy. The DVD was
submitted to Channel 30 but they were not able to work it in to programming, so they sent out a producer and
photographer and shot a short segment which should air soon.
Hartnett stated that perhaps we can have Channel 30 film a small segment of the performance arts series.
Cm. Acuff stated that if we were to do a video tape, we could probably get permission to transfer it to television
broadcasting quality tape at the studio which is located at the Livermore Airport. She knows they are available to
do this.
Cm. Halket stated that through R.O.P., there is a high school production class where students work at Channel 30.
They are always looking for stories.
Cm. Lussie stated that once we get the museum up to speed with the new exhibits, perhaps we can do 10 minute
segments of the exhibits.

Cm. Acuff suggested having students dress in costume to do little skits based on the exhibits.
8.4 Heritage and Cultural Arts Goals and Objectives
Hartnett reported that the City Council has scheduled the Annual Goals and Objectives Study Session for
Wednesday, March 22, 2006 at 5:00 P.M. The Study session provides the City Council with an opportunity to
reach consensus on the primary direction and allocation of city resources for the upcoming year. As has been done
in past years, the Heritage and Cultural Arts Commission has been asked to provide input on the preliminary Goals
and Objectives for Heritage and Cultural Arts.
Hartnett reported that during FY 2004-2005 the City Council adopted a Ten Year Strategic Plan, which identified
six strategies that the city should pursue during the next ten years. The adopted 2005-2006 goals and objectives
included 14 objectives that were assigned to Heritage and Cultural Arts. Eight of the objectives accomplish one or
more of the strategic goals. The remaining objectives accomplish Departmental or operational goals. Of the 14
objectives, 12 objectives were given a high priority and two objectives were given a medium priority. Eight
objectives are complete or will be complete by the end of the fiscal year, four are underway and will be carried
over to next fiscal year and two have had no progress.
Harnett reviewed the seven new objectives that have been developed for 2006-2007.
1) Facilitate the installation of public art as a condition of approval for five private development projects that
currently have land use entitlement
2) Research and submit a new application for Murray Schoolhouse to be placed on the National Register of
Historic Places
3) Pursue accreditation for the Heritage Center through the American Association of Museums
4) Develop a Teen Apprentice Camp for youth at the Heritage Center
5) Develop a year-round Children's Theatre program
6) Submit application for California Cultural Historic Endowment Grant for Dublin Historic Park project
7) Coordinate one new visual arts exhibit at the Civic Plaza, Senior Center or Library
Hartnett reported that the remaining five objectives have been carried over from the previous year. Of the 12
objectives, five relate back to the Strategic Goals.
The Commission ranked the objectives as follows:
1) Work with Dublin Fine Arts Foundation to complete Art in the Parks projects for Bray Commons
Neighborhood Park — HIGH
2) Work with the developer to locate significant works of art in two key places of the Dublin Transit Center, the
Village Green Center and the "Iron Horse" Plaza - HIGH
3) Facilitate the installation of public art as a condition of approval for five. private development projects that
currently have land use entitlements — HIGH.
4) Research and submit new application for Murray Schoolhouse to be placed on the National Register of
Historic Places — HIGH
5) Pursue accreditation for the Heritage Center through the American Association of Museums - HIGH
6) Develop a Teen Apprentice Camp for youth at the Heritage Center - HIGH
7) Develop a year-round Children's Theatre program - HIGH
8) Submit application for California Cultural Historic Endowment grant for Dublin Historic Park project - HIGH
9) Determine the future location and use of the Antone School (Wallis property) - MEDIUM

REVIEWED AND PRIORITIZED BY THE COMMISSION BE APPROVED BY THE CITY COUNCIL.

BriefINFORMATlONAL ONLYRgports from Heritage and Cultural Arts Commissioners and/or Staff
Cm. Acuff reported that she feels that the December performance by the Valley Shakespeare Company was
mis-labeled. She thought it was going to be a production of the Gifts of the Magi, but instead, it was more of a
review. It was very good, but she wished it had been promoted differently because the people she had brought to
the performance were expecting a production.
Hartnett concurred. The program in itself was decided so late in terms of what they could do within the space
available, that a full production wasn't an option. In the future we will decide on the elements of the production
earlier and be specific in the advertising.
Cm. Lussie reported that she went to the Lawrence Hall of Science and felt that the dinosaur exhibit was fantastic.
Cm. Vonheeder-Leopold asked if it would be possible for the Commission to get name badges, like those that the
City Council have with the City Seal. It would be nice to have the badges to wear when representing the City at
various functions.
Hartnett stated that he will look into the matter.
She thanked John and Elizabeth for their care and attention to Wendy Lockhart's funeral at the Old. St. Raymond's
Church last Saturday.
Isles informed the Commission that William Kolb passed away and will be having a private burial tomorrow.
Chair Mack reminded the Commission of the concert at Old St. Raymond's Church, the Jazz guitarist James
Robinson will perform.
Hartnett reported that the Commission will be receiving an invitation to a Joint Commission Meeting regarding the
Dublin Historic Site on Wednesday, January 25 at 7:00pm, in the Regional Meeting Room.
